CALL TO ORDER
Chair Gary Taylor called the meeting to order at 6:01 PM and stated that a quorum was
present. Commissioners present: Commissioner Scott Cessna, Commissioner Joe
Chandler, and Commissioner Bob Heath, Sr. Commissioners absent: Commissioner John
Pugh, Commissioner Sandra Stone and Commissioner Mandi Wilson.
Staff present: Renae' 011ie, Director of Development Services, and Administrative
Assistant Mary Bradley.
CITIZENS COMMENTS
Chair Taylor opened the Citizens Participation. With no one approaching the
Commissioners, Chair Taylor closed the Citizens Participation.
CONSENT AGENDA
Consider and act upon approval of the Minutes from September 25, 2017,
Special Called Meeting.
A motion was made by Commissioner Chandler and seconded by Vice Chair Heath, to
approve the minutes as submitted. Motion carried 4—0.
Regular Agenda
Item 1 — 105 N. Jackson
Consider and act upon a recommendation to the City Council regarding a request to
construct a new Prairie Style residential structure for commercial uses on a single lot within
the Downtown Historic District, located within the Keller's 1st Addition, Block 2, Lot 3
(105 N. Jackson Ave).

Ms. 011ie stated that the request is from the applicant, McClure Partners and Wylie
Economic Development Corporation to construct a two-story residential structure
totally 5,065 square feet and a 506 square feet covered porch, with era period of a
Prairie /Four Square Style from the 1920's. A residential structure was recently
demolished and will be replaced with a residential structure for commercial
purposes.
The primary exterior will be composed of brick and cast stone, with lap siding on
the rear elevation upper level. In accordance with the ordinance five on-site parking
spaces will be provided. An ADA compliance ramp will be provided to the front
and back of the structure.
Council will consider the item on November 14, 2017.
Board Discussion
Mr. Charles A. McClure, Chairman of McClure Partners, P.O. Box 802047, Dallas
Texas, applicant for the subject property, stated that the residential structure will
mirror a home his grandfather built in 1924 in Abilene. The proposed structure will
be ADA Standards Compliant, however, because it is two-story an elevator is not
required.
Chair Taylor discussed with the applicant in making the structure more Four Square
Style rather than Prairie Style. Mr. McClure stated that to amend the design of the
front of the structure would require him to discuss with the partners. The purpose
of the current design was to have modification to allow central heat and air in the
upstairs, which was not in his grandfather's house.
Board Action
A motion was made by Vice Chair Heath,and seconded by Commissioner Chandler
to recommend approval to the City Council regarding a request to construct a new
Prairie Style residential structure for commercial uses on a single lot within the
Downtown Historic District, located within the Keller's 1st Addition, Block 2, Lot
3 (105 N. Jackson Ave). Motion carried 3 -1, with Chair Taylor in opposition.
ADJOURNMENT
A motion was made by Commissioner Chandler, seconded by Vice Chair Heath to adjourn
the meeting. All Commissioners were in consensus.
