CALL TO ORDER
Announce the presence of a Quorum.
Members present: Juan M. Azcarate III, Shirley Burnett, Kenneth Cash, Rosalynn Davis, Jesse Meason,
& Rachel Orozco, Board Liaison
Members absent: Mindy Ayers, Janice Borland
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name
and address. Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to
converse, deliberate or take action on any matter presented during citizen participation.
No citizens were present at the meeting.
PRESENTATION
No presentation was given at the meeting.
ACTION ITEMS
The Library Board Minutes of Monday, March 12, 2018 were approved as presented.
DISCUSSION ITEMS
TexShare Policy: The Board reviewed and discussed the TexShare Policy. The following revisions were
recommended:
• The age requirements portion that says "TexShare cards will only be issued to patrons who are 18
or older", will be edited to read "18 years or older".
• The language that indicates TexShare privileges will be "revoked" if there are overdue items will
be edited to say privileges will be"suspended".
• Most Texas cities require residency to use their libraries. The TexShare program allows Patrons
to go to a library outside the city in which they live and check out a limited number of books
using a TexShare card. The Smith Public Library (SPL) will now be offering TexShare cards to
City of Wylie residents. The City of Wylie, on the other hand, does not require residency to use
our library. Therefore, patrons coming here from other cities will not use the TexShare program,
but will need to apply for an SPL card.

The current policy language states that "patrons do not need to use a TexShare card at the SPL"
and that "if they live in Texas and have a valid picture ID and proof of address, they can obtain a
SPL card". It was determined that this wording gives the impression that they have the option of
using a TexShare card at SPL. The language will be changed to clarify that Patrons "will not"
use TexShare cards at the SPL and "will" obtain a SPL card to check out books.
Motion was made to approve the TexShare Policy with said revisions and was unanimously approved by
the Board Members.
National Library Week Proclamation: The Board received a reminder that there will be a National
Library Week Proclamation at the City Council meeting tomorrow evening, April 10 at 6:00pm. Any
Library Board Members who are able to make it out to support the Library are encouraged to attend.

A learning club just for 3rd graders!April's theme: Gardening at the Library! Come join us as we plant
our library garden for the spring.
BeTween Book and Movie Club: Thursday,April 26 from 6:00-7:00pm
Never judge a book by its movie. 4th, 5th and 6th graders are invited to discuss different books that have
movie adaptations.April's reading selection: Nim's Island by Wendy Off.
Programs for Teens:
Japanimation Club: Thursday,April 12 from 6:00-7:00pm
6th-12th graders come geek out about all things anime and manga in the Multi-purpose Room!
Programs for Adults:
The Art of Letters Workshop: Tuesday,April 10 at 6:30pm
Rediscover the art of writing letters and cards from choosing the right turn of phrase to making your own
stationary. Presented by Dallie Clark and Pamela Sawyer.
