CALL TO ORDER
The Planning and Zoning Commission was called to order at 6:01 p.m. A quorum was present.
Commissioners present were: Chair Ron Smith,Vice Chair Randy Owens, Commissioner Cory
Plunk, Commissioner Mike McCrossin, Commissioner Brad Emerson, and Commissioner
Bryan Rogers. Commissioner Jade Duan was absent.
Staff present was Renae' 011ie, Development Services Director, Jasen Haskins, Sr. Planner,
Kevin Molina,Planner, and Mary Bradley,Administrative Assistant.
INVOCATION &PLEDGE OF ALLEGIANCE
Commissioner Rogers gave the Invocation. Commissioner Emerson led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chair Smith opened the Citizens Participation. With no one approaching the Commissioners,
Chair Smith closed the Citizen Participation.
CONSENT ITEMS

Hold a Public Hearing to consider, and act upon, a recommendation to the City Council
regarding rezoning a lot from Light Industrial (LI) to Planning Development — Light
Industrial/Commercial Corridor (CC-LI/CC), property generally located 300' from the
northwest corner of Hooper and Steel Roads (Helmberger Industrial Park, Block 1, Lot
1). ZC 2018-12.
Staff Presentation
Mr.Haskins stated that the applicant is requesting to rezone a 2.9 acre single lot from
Light Industrial to Planned Development-Light Industrial/Commercial Corridor.
The property is located off the northwest corner of Hooper Road and Steel Road and
generally bordered by Light Industrial zoning.
The Planned Development Conditions allow the creation of a Commercial
Management Association. This is similar to a residential subdivision having a
Homeowner's Association. The commercial buildings will have individual owners,
but the parking, landscaping, streets and other areas will be owned and maintained
by the Commercial Management Association.
The Development Standards of the Planned Development include: zero foot lot lines
and 100% lot coverage as the building owners will only own to the outer walls;
shared parking for all uses set at one space per 500 square foot regardless of actual
use; at least 15 percent Xeriscape landscaping under irrigation; and a mix of most
Light Industrial and Commercial Corridor uses.
Public comment forms were mailed to ten (10) surrounding property owners. One
comment fotin was returned in favor and none were received in opposition.
Staff is recommending if the Commissioners vote to approve to consider amending
the Planned Development Conditions, deleting Commercial Amusement or
Recreation (High-Density Inside). The purpose of the revision due to the parking
could be in excess of the requirement.
Board Discussion
Commissioner Plunk questioned the parking requirements for high density
requirements, the exclusion of Commercial Amusement with the inclusion of other
high density uses, and purpose of allowing commercial uses. Staff stated that the
applicant desires to allow multiple use options and that most of the other high density
uses have differing hours of operation. Staff also explained that this property could
be a transition from the mostly LI uses to the west and the mostly Commercial uses
to the east.
One building the applicant will occupy, and then the remainder buildings will be
leased out or sold. Staff went on to explain the advantages of a Planned
Development. A Planned Development stands alone and have the oversight to
review all uses within the district and restricting the parking requirements. The
parking requirements is on the low end of commercial uses and on the high end of
Light Industrial uses. The Conditions allow 1 parking space per 500 square foot.
Staff stated that a Concept Plan with six buildings is included in the request.
However, a Site Plan for each building will be required prior to development, and
shall meet the Planned Development Conditions.

All applicants approached the Commissioners; Bobby Heath, Wylie, Robert W.
Heath, Wylie, Bob Honrobib, Lucas, and Dr. James Kiesen, Sachse. Mr. Bobby
Heath stated that two of the buildings will be occupied by a couple of the partners.
Public Comments
Chair Smith opened the Public Hearing.
Mr. Chancy Oates, 1325 Richland Oates, Richardson, Texas,relative of one of the
partners, stated that he is assisting in the architectural concept of the proposed
request, and a lot of thought and design is going into the design of the development.
Board Action
A motion was made by Commissioner Rogers, and seconded by Vice Chair to
recommend approval to the City Council regarding rezoning a lot from Light
Industrial (LI) to Planning Development — Light Industrial/Commercial Corridor
(CC-LI/CC), with stipulation of removing Commercial Amusement or Recreation
(High-Density Inside) as an allowed use. Property generally located 300' from the
northwest corner of Hooper and Steel Roads (Helmberger Industrial Park, Block 1,
Lot 1). ZC 2018-12. Motion carried 6—0.
Ms. Bradley reminded the Commissioners of the next meeting on October 2, 2018.
ADJOURNMENT
A motion was made by Commissioner McCrossin, and seconded by Commissioner
Rogers to adjourn the meeting. All Commissioners were in consensus.

The applicant is proposing a revision to the site plan approved on August 21, 2018. This revision would add a
20, 661 square foot Conference Center to the Student Center. The plan also adds about 10,000 additional square
feet as a connector, essentially making the Conference and Student Centers one structure.
In addition to the extension of the structure, the fire lane will be extended around the south of the Conference
Center, additional landscaping will be put into place, and 91 parking spaces are added to Lot D to accommodate
the additional square footage.
The elevations for the Student/Conference Center are included for consideration. All other elevations of
structures on site remain unchanged.
The site plan layout allows for a phase two, as necessary. Additions will be required to provide revised site and
landscape plans as well as new elevations for consideration by the P&Z Commission.
As presented, this item complies with the site, landscaping and architectural requirements of the Zoning
Ordinance.
Approval of the site plan is subject to additions and alterations as required by the City Engineering Department.
