CALL TO ORDER
The Zoning Board of Adjustment Meeting was called to order at 6:31 PM and a
quorum was present. Board Members present: Chair Linda Jourdan, Vice Chair
Jason Potts, Board Member Andre Gonzalez, Board Member Byron Betler, and
Board Member Kevin Lanier.
Staff members present were: Jasen Haskins, Senior, Planner, Kevin Molina,
Planner, and Mary Bradley, Administrative Assistant.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes of the July 9, 2018 Meeting.
A motion was made by Vice Chair Potts and seconded by Board
Member Lanier, to approve the Minutes of the July 9, 2018 Meeting.
Motion carried 5 — O.
PUBLIC HEARINGS
Item 1 — ZBA 2018-10
Hold a public hearing to consider and act upon a request from Carol Cobble for a
variance to Section 2.5.C.2.a b & c of the Zoning Ordinance for the number of
accessory structures on a lot, the combined lot coverage of accessory structures,
and carport rear setback requirements, property located at 402 Dogwood Drive,
being Lot 20, Block 6 of the Wylwood Estates Third Installment. ZBA 2018-10
Staff Comments
Mr. Molina stated that the property is located at 402 Dogwood Drive and
is currently zoned Single Family Residential — 10/24. The applicant is

requesting three variances to the zoning ordinance to allow for the
placement of a carport.
The first variance is to increase the allowed number of accessory
structures on the lot from two to three structures. This variance would
allow for the two existing sheds to remain and the placement of a carport
that measures 22 by 26 feet. The second variance is to allow for the
combined floor area of all accessory structures to be increased from five
percent of the lot coverage to 11 percent. The third variance is to allow
the rear setback for carports to be 12 feet 1 inches from required 20 feet.
The applicant is requesting the variances due to parents moving into the
house and desiring to provide sheltered space for vehicles in inclement
weather.
Public comment forms were mailed to 28 property owners, and four
comment forms were received in favor and no responses received in
opposition of the request. Three of the property owners signed a letter
in favor of the request.
Board Discussion
Mr. Carol Cobble, 402 Dogwood Drive, applicant, stated that the garage
will be a master suite, and the carport will provide shelter for the
vehicles. Both of the existing accessory structures were constructed
prior to purchase of the property. Enclosure of the garage was approved
and almost complete, and the carport design is pending the results of
the request.
Board Members expressed concern of the number of accessory
structures in adjacent property owners, and in that some included up to
four accessory structures on one lot. Staff stated the accessory
structures may have been built prior to the current zoning ordinance and
would be classified as legally non-conforming. Any structures that are
not attached to the house are considered accessory structures.
Public Comments
Chair Jourdan opened the Public Hearing. With no one approaching the
Board Members, Chair Jourdan closed the Public Hearing..
Board Action
A motion was made by Board Member Betler, and seconded by Vice
Chair Potts, to Grant the variance to allow; three accessory structures,
the combined floor area to be 11 percent; and the rear setback to be 12
feet one inches. Motion carried 5 — 0.

A motion was made by Board Member Lanier, and seconded by Board Member
Gonzales to adjourn the meeting. All Board Members were in consensus.
