CALL TO ORDER
The Planning and Zoning Commission was called to order at 6:00 p.m. A quorum was present.
Commissioners present were: Chair Ron Smith, Vice Chair Randy Owens,Commissioner Cory
Plunk, Commissioner Mike McCrossin, Commissioner Jade Duan, and Commissioner Bryan
Rogers.Commissioner Brad Emerson was absent.
Staff present was Renae' 011ie, Development Services Director, Jasen Haskins, Sr. Planner,
Kevin Molina, Planner,and Mary Bradley,Administrative Assistant.

Commissioner McCrossin gave the Invocation. Commissioner Plunk led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chair Smith opened the Citizens Participation. With no one approaching the Commissioners,
Chair Smith closed the Citizen Participation.
CONSENT ITEMS
Consider and act upon approval of the Minutes from the September 18, 2018, Regular Meeting.
Board Action
A motion was made by Commissioner McCrossin and seconded by Commissioner Rogers to
approve the minutes for September 18, 2018, as submitted. Motion carried 6-0.

Consider,and act upon,a revised Site Plan for Collin College Wylie,on Lot I, Block A of Collin
College Wylie Addition on 96.524 acres. Property generally located on the southwest corner of

Staff Presentation
Mr. Haskins stated that the applicant is proposing a revision to the site plan that was
approved in August, 2018. This revision would acid a 20,661 square foot Conference
Center to the Student Center and about 10,000 additional square feet as a connector
to the Student Center. The connector will make the Conference Center and Student
Center as one structure.
The revision of the site plan includes the fire lane around the south of the Conference
Center, additional landscaping and 91 parking spaces added to Lot D to
accommodate the additional square footage.
When the site plan was approved in August, the elevations for the Student Center
allowed 25 percent of the facade to be metal as accent material. The revised site plan
proposes masonry and stone with less 20 percent of the facade to be metal for the
Student/Conference Center.
Board Discussion
Commissioner Plunk questioned the capacity number for the Student/Conference
Center and purpose of the Conference Center. Staff responded that the capacity is
1,000. Mr. Patrick Gurley, Page Sullivan Page, 1800 Main Street, Dallas, Architect for
the property, stated that the Conference Center will provide several break rooms, a
large meeting room, and can be rented to entities for external uses.
Board Action
A motion was made by Commissioner Rogers, and seconded by Commissioner
McCrossin to approve the revised Site Plan for Collin College Wylie, on Lot 1, Block A
of Collin College Wylie Addition on 96.524 acres. Property generally located on the
southwest corner of Country Club and Brown. Motion carried 6 — O.
Ms. Bradley reminded the Commissioners of the next meeting on October 16, 2018.
Vice Chair Owens will not be able to attend.
AWOURNMENT
A motion was made by Commissioner McCrossin, and seconded by Commissioner
Plunk to adjourn the meeting. All Commissioners were in consensus.
