The Chairman and Board request that all cell phones and pagers be turned off or set to vibrate. Members of the audience are requested to step outside the
Conference Room to respond to a page or to conduct a phone conversation.
The Smith Public Library is wheelchair accessible. Sign interpretation or other special assistance for disabled attendees must be requested 48 hours in

Help Mary Shelley complete her classic novel in this immersive experience. Solve puzzles and follow
clues to bring her characters to life. Costumes welcome (early 19th century). The event is held after
hours. The library will close at its normal time of 5 pm.
I Want to Write A Novel. Now What?

Learn the first steps to novel writing from Rebecca Adler, author of the Taste of Texas mystery series.
Topics include: Developing story ideas, Defining genres and subgenres, Identifying writing

The Friends of the Library are having the Halloween Costume Contest on Tuesday, September 23 from
5:30 p.m. to 7 p.m. Kids pick up trinkets at each desk. This is a fundraiser. Tickets are $1 per entry.

PRESENTATION
No presentation was given at the meeting.
ACTION ITEMS
The Library Board Minutes of Monday, June 11, 2018 were approved as presented.
DISCUSSION ITEMS
Review Library Budget for FY 19: Members reviewed the proposed budget for FY 19,which is based
upon a tax rate of.735848/$100 as requested by Council at the July 24th meeting.
At tax rate hearings in August, several citizens spoke against the new tax rate and have
requested the Council adopt an effective tax rate of.725848/$100. One of the council members
expressed interest in changing to the effective tax rate. At the Tuesday, September 11 meeting,
the tax rate will be discussed again. If the council votes to go to the effective rate, council
members will choose approximately $425,000 in expenses to cut from the proposed budget.
Review County Budget for FY 19: Rachel provided an update on the County budget. Farmersville and
Princeton gave a presentation on behalf of the participating libraries requesting funding, and the majority
of the Commissioners seemed supportive. The 5 participating libraries asked for a total of
$85,850 in funds and proposed to evenly divide the funds. One of the Commissioners proposed

that the libraries will instead split the funds based on the number of unincorporated people
served. If approved, Wylie will receive 5-8% of the funds. The County should make a decision
by September and Rachel will keep the Board informed.
Discuss Study Room Policy: The Board reviewed the draft of the new Study Room Policy. Under
Guidelines for Use,members discussed the bullet point "Misuse of study rooms and rules governing use
or damage to study rooms may result in loss of library privileges, as defined in the Patron Behavior
Policy". Members proposed the library look into imposing fine(s) for certain types of damage to the room
due to violations of the policy. Rachel will check library policies and see about adding something to the
Study Room Policy about assessing damages. The Board will discuss further at the next meeting and vote
on implementing the Study Room Policy.
Homeschool Art Series: Stephanie Pierce, part-time Reference Assistant is teaching a Library Art Class
for 4-8 grades for homeschool students. Registration has already begun. The class will take place once per
month on Tuesdays starting September 11 through December. Each class will feature the history of an
artist and students will create a work of art based on the featured artist's works. This will be a cumulative
series— each class will build on the previous one. Stephanie has a Master's of Art degree with an
emphasis on sculpture.
Family Place Library: The Family Place Library is set-up in the Children's are with a storytime castle,
educational toys and books. Family Place builds on the knowledge that good health, early learning,
parental involvement and supportive communities play a critical role in a young child's growth and
development. The overall goal of Family Place Libraries is to develop and institutionalize a family
friendly environment by transforming libraries into community centers for literacy, early childhood
development, parent education and engagement, family support and community information. The Library
will offer two, five-week sessions on parenting skills. The Family Place Library was made possible by a
grant from the Texas State Library and Archives Commission. At the adjournment of the meeting at
7:48pm, members were taken to tour the new Family Place Library area.

Children can practice their reading aloud skills by reading to our therapy dogs, Tilly and Kelsey. This is
not a storytime program- this program is geared towards kids who are just starting to read or who are
experiencing difficulty reading aloud. In most cases, this means children in.Kinder- 2nd grade.
My Very Own Book Club: September 12`n and 14`n from 3:30-4:30pm
For 1st& 2nd graders. Read the book, talk about the story and illustrations, do a craft and have a snack.

Third Grade Voyagers: September 20th from 3:30-4:30pm
Each month we explore a different topic and engage our brains! This month's featured topic is Blackland
Prairie Raptor Center presents Raptors of North Texas.
BeTween Book& Movie Club: September 27`' from 6:00-7:OOpm
Read the book and watch the movie, then come to the meeting to watch scenes from the movie, read
excerpts from the book, discuss and enjoy a snack. This month's featured title is A Wrinkle in Time by
Madeleine L'Engle.
