PRESENTATION No presentation was given at the meeting. ACTION ITEMS The Library Board Minutes of Monday, September 10,2018 were approved as presented. • DISCUSSION ITEMS Review Library Budget for FY 19: The FY 2018-2019 Budget was passed by the City Council at the effective rate of$0.725848/100. Board members reviewed and discussed a final copy of the budget. Review County Budget for FY 19: The County approved the funds requested by the 5 libraries who participated in last month's county budget meeting presentation. However,the funds were split between the 5 libraries based on the number of unincorporated people served(rather than an even split). Smith Public Library received $6,800 this year in county funds, as we have 8% of unincorporated people served. Rachel advised that due to the amount of county funding this has cut from our budget, we are considering eliminating library holds and interlibrary loan services for non-residents. Currently almost half of our holds services are used by non-residents, and we could re-allocate that work load by current staff to other programs within the library. October 8,2018 Library Advisory Board Regular Meeting Minutes Page 2 of 3 Consider and act upon the approval of the Study Room Policy: The Board reviewed and discussed the final draft of the new Study Room Policy, which now includes a section on monetary responsibility for damages, as discussed in last month's meeting. Under Guidelines for Use, the bullet point reads "Groups are fully responsible for the cost of any and all damages based upon actual repair or replacement costs." Janice Borland made a motion to approve the new Study Room Policy. The motion was seconded by Juan Azcarate,III. The Study Room Policy was unanimously approved by the Board Members. STAFF REPORTS Upcoming Library Programs: Family Family Movie Day—Coco (Rated PG): Monday, October 8'�at 2:00pm In the Multipurpose Room. Children ages nine (9) and younger must be accompanied by an adult. The following is our first series of Plan and Learn Workshops made possible by a grant from the Texas State Library and Archives Commission: SPL Play & Learn Workshops: For families with children aged 0-5. In the Storytime Room from 10:15-11:30am. Each workshop builds on the last, so attendance at all five workshops is strongly encouraged. Mondays: 10/15/18: Early Literacy and General Parenting 10/22/18: Speech, Hearing& Language Development 10/29/18: Child Development 11/05/18: Nutrition 11/12/18: Music & Movement Kids My Very Own Book Club: October 10'h& 1.2'h from 3:30-4:30pm For 1 S` and 2"d Graders. Adults Mary Shelley's Frankenstein—An Interactive Adventure: Saturday, October 13'h at 6:00pm Help Mary Shelley complete her classic novel in this immersive experience. Solve puzzles and follow clues to bring her characters to life. Costumes welcomed(early 19`h century). The event is held after hours. The library will close at its normal time of 5:00pm. I Want to Write a Novel.Now What?: Monday, October 22"d at 6:30pm Learn the first steps to novel writing from Rebecca Adler, author of the Taste of Texas mystery series. Topics include: Developing story ideas, Defining genres and subgenres, Identifying writing styles, Creating plot structure, Understanding the use of"muscular" verbs, & Editing. This month's selection: The Nest by Cynthia D'Aprix Sweeney Friends of the Library Halloween Costume Contest: Tuesday, October 23'from 5:30-7:OOpm The Friends of the Library are hosting a Halloween Costume Contest as a library fundraiser.
