Commissioners present: Chair Ron Smith, Vice Chair Randy Owens, Commissioner Bryan Rogers, Commissioner Cory Plunk, Commissioner Brad Emerson and Commissioner Mike McCrossin. Commissioner absent: Commissioner Jade Duan. Staff present: Mr. Jasen Haskins, Senior Planner, Mr. Kevin Molina, Planner, and Ms. Mary Bradley, Administrative Assistant. INVOCATION &PLEDGE OF ALLEGIANCE Commissioner Rogers gave the invocation and Vice Chair Owens led the Pledge of Allegiance. Commission Action A motion was made by Vice Chair Owens, seconded by Commissioner McCrossin, to approve the Minutes from February 19, 2019 meeting,as presented. A vote was taken and the motion carried 6—0. REGULAR AGENDA Minutes March 5,2019 Planning&Zoning Page 1 1. Consider, and act upon, a Site Plan for Honrobia Industrial Park, on Lots 1-8x, Block A of Honrobia Industrial Park Addition on 2.9068 acres. Property generally located on Steel Road,500' west of Hooper Road. Staff Comments Mr. Haskins stated that the applicant is proposing to develop an eight-lot commercial/light industrial site on 2.9068 acres. The Planned Development for this development was approved in October 2018. The Planned Development consist of six structures of varying lengths and square footages. The proposed site plan generally conforms to the concept plan presented in the approved Planned Development with a total of 33,700 square feet. Parking is set at 70 spaces,which exceeds the requirement of 68. The proposed elevations is for one typical elevation, allowed within the Planned Development. Staff will review and sign off on the remaining structures, as long as the look meets the Planned Development and the Commissioners approve the subject site plan. Commissioners Comments Commissioner Rogers questioned if the buildings will be one-story. Staff stated that all the buildings will be one-story. Commissioner Plunk questioned the signage, due to the property being deep. Mr. Bob Heath, 201 N Ballard, Suite 107, applicant for the subject property, stated that the intent is to construct a monument sign and smaller signs on the individual buildings. Commissioners Action A motion was made by Commissioner Rogers, seconded by Commissioner Emerson, to approve a Site Plan for Honrobia Industrial Park, on Lots 1-8x, Block A of Honrobia Industrial Park Addition on 2.9068 acres. Property generally located on Steel Road, 500' west of Hooper Road. A vote was taken and carried 6-0. 2. Consider, and act upon, a recommendation to the City Council regarding a Final Plat for Woodbridge Phase 21A to establish 61 residential and six open space lots on 24.470 acres, located on McCreary Road approximately 2500' south of FM 544. Staff Comments Mr. Haskins stated that the final plat is located behind Target on FM 544 and totals 24.470 acres. The plat proposes to develop 61 single family residential and six open space lots. The plat is a portion of the preliminary plat Phase 21 approved in July of 2017. The plat generally conforms to the preliminary plat with two exceptions. A 10 feet sewer easement between lots 15 and 16 of Block K is included; and the individual square footage for Lots 18 and 19 are slightly different,however, overall the two lots total square footage calculates the same. Approval is subject to additions and alterations as required by the City Engineering Department. Commissioner Plunk questioned the number of lanes for the new Hensley Lane. Staff stated that Hensley Lane is on the Thoroughfare Plan as a four-lane non-divided. Consider, and act upon, a recommendation to the City Council regarding a Final Plat for Woodbridge Phase 21B to establish 92 residential and 3 open space lots on 22.691 acres, located between McCreary Road and Springwell Parkway approximately 2200' south of FM 544. Staff Comments Mr. Haskins stated that the property is located between McCreary Road and Springwell Parkway and totals 22.691 acres. The final plat proposes to develop 92 single family residential and three open space lots. The plat is a portion of the preliminary plat Phase 21 approved in July of 2017. The plat generally conforms to the preliminary plat with two exceptions. A 10 feet sewer easement between lots two and three of Block A. A couple of individual lots vary from the Preliminary but the overall square footage remains the same. These lots are lot 7 through 11 in Block H and lots 1 and 2 of Block I. Approval is subject to additions and alterations as required by the City Engineering Department. Commissioners Action With no questions for staff or the applicant, a motion was made by Commissioner Emerson, seconded by Commissioner McCrossin, to recommend approval to the City Council regarding a Final Plat for Woodbridge Phase 21B to establish 92 residential and 3 open space lots on 22.691 acres, located between McCreary Road and Springwell Parkway approximately 2200' south of FM 544. A vote was taken and carried 6— 0. 4. Consider, and act upon, a recommendation to the City Council regarding a Final Plat for Woodbridge Townhomes Tract A-3 Phase 1, establishing 95 single-family attached residential lots and 4 open space lots on 15.981 acres, generally located on the southwest corner of Hooper Road and Hensley Lane. Staff Comments Mr. Molina stated that the property is located southwest intersection of Hooper Road and Hensley Lane and totals 15.981 acres. The plat proposes to create 95 single-family attached residential lots, and 4 open space lots. The plat also includes an amenity center. In comparison to the preliminary plat,there is one minor change;the lots for amenity center structure and open space are split into two individual lots. Approval is subject to additions and alterations as required by the City Engineering Department. Commissioners Comments Commissioner Plunk questioned the screening between the north alley and Hensley Lane. Mr. Paul Kenney,Herzog Development, 800 E Campbell, Suite 130, Richardson, stated that a masonry screenwall will be constructed all along Hensley Lane. A vote was taken and carried 6— 0. 5. Consider, and act upon, a recommendation to the City Council regarding a Final Plat for Woodbridge Townhomes Tract A-4 Phase 1, establishing 84 single-family attached residential lots and 2 open space lots on 11.463 acres, generally located on the south of the intersection of Regency Drive and Exchange Street. Mr. Molina stated that the property is located south of the intersection of Regency Drive and Exchange Street and totals 11.463 acres. The plat creates 84 single-family attached residential lots, and 2 open space lots. The plat is part of a planned development that requires an amenity center to be constructed in the first phase of the development. The amenity center is also divided into two lots, which is the same for Tract A-3. The open space will be owned and maintained by the Homeowners Association, as per the Planned Development. Approval is subject to additions and alterations as required by the City Engineering Department. Discussion Engineer: Helmberger Associates Owner: Tommy Reuthinger The applicant is proposing to develop the subject property for a multi-family use. A preliminary plat for this site is also on the agenda for consideration.With the approval of that plat,the property is one lot totaling 1.479 acres. The lot is currently zoned multi-family therefore the proposed use is allowed by right. The applicant is proposing two three-story buildings totaling 22 residential units. By Ordinance, the maximum number of units is 22 based on the acreage. The applicant acquired a variance from the Zoning Board of Adjustments in February, 2019 to allow for a 20' setback of the northern most building. The variance was required due to the height of the building and adjacency to the residentially zoned (AG/30) property to the east, which is a part of Wylie Cemetery. The approval motion from the Board included, and the developer agreed, to build a wooden fence along the west side of the property, although not required by Ordinance. The applicant is proposing to install a living screen and wrought iron fencing, in lieu of a masonry wall, between the property and the cemetery. The Commission has the authority to grant the alternative screening. The all other aspects,the plan complies with the site, landscaping and architectural requirements of the Zoning Ordinance.
