CALL TO ORDER
Announce the presence of a Quorum.
Chair Linda Jourdan called the meeting to order at 6:30 and announced the presence of a quorum. Board
Members in attendance; Vice Chair Jason Potts, Board Member Robert Blair, Board Member Byron
Better,and Board Member Andres Gonzalez.
Staff present were; Ms. Renae 011ie, Planning Director, Mr. Jasen Haskins, Senior Planner, Mr. Kevin
Molina,Planner and Ms. Mary Bradley,Administrative Assistant.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must fill out a non-
agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three (3)
minutes. In addition, Board is not allowed to converse, deliberate, or take action on any matter presented during
citizen participation.
No citizens present to address the Board.
CONSENT AGENDA
All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one
motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed
from the Consent Agenda and will be considered separately.
A. Consider and act upon approval of the Minutes for the February 18,2019 Meeting.
Board Action
Board Member Betler stated that name was misspelled on page 3, paragraph 7, should be Board Member
Better, instead of Board Member Belton. A motion was made by Board Member Better, and seconded by
Board Member Gonzalez, to approve the minutes February 18, 2019, with changes noted. A vote was
taken and carried 5—0.

1. Hold a public hearing to consider and act upon a request from David Dyess for a
variance to Section 4.2.8 of PD 2005-24, to change the side setback from being 10%
"of the lot width to 1' to allow for the placement of an unenclosed carport on a
property located at 1702 Timber Falls Lane, Lot 10 Block G of the Braddock Place
Phase I addition. ZBA 2019-04
Staff Comments
Mr. Molina stated that the property is located at 1702 Timber Falls Lane and is zoned Planned
Development-Single Family 2005-24.
The applicant is requesting a variance to the development standards side yard setback
requirement of 10% of the lot width to be changed to one feet to allow for the placement of an
unenclosed carport. The purpose of the request is his vehicle will not fit into his garage, and has
received hail damage in the last couple of years. In 2018 two similar variances were granted to
homeowners in this subdivision.
Public comment forms were mailed to 10 property owners within 200 feet, two comment forms
were received both in favor of the request.No comment forms were received in opposition of the
request.
Board Comments
Mr. David Dyess, 1702 Timber Falls Lane,the applicant for the subject property,stated that he is
requesting two feet side yard setback. The concrete has already been poured to extend driveway, 0.1
and the support poles will be on top of the concrete. Mr. Dyess stated that he owns a F 150 Truck,
and will not fit in garage. He has replaced the windows three times within the last five years. The
request is the same as his neighbor that received a variance, property located at 1219 Braddock
Way. The installation of the carport will be performed by the homeowner.
Chair Jourdan opened the Public Hearing. With no one approaching the Board, Chair Jourdan
closed the Public Hearing.
Board Action
A motion was made by Chair Jourdan, and seconded by Board Member Gonzalez, to grant the
request for a variance to two feet side yard setback, to allow an unenclosed attached carport. The
property being located at 1702 Timber Falls Lane. A vote was taken and carried 5 -0.
2. Hold a public hearing to consider and act upon a request from Wylie Economic
Development Corporation for variances to Sections 4.3.F.l.a(1) and 7.3.C.3 to allow
for metal building materials and asphalt drives and parking, respectively, on a
property located at 908 West Kirby,Tract 2 of EC Davidson Survey. ZBA 2019-05
Staff Comments
Mr. Haskins stated that the property is located at 908 W Kirby and is currently zoned Commercial
Corridor. The applicant is Wylie Economic Development Corporation. The variance is for building

materials and driveway and parking area. The property totals 2.4683 acres and accessed by an asphalt
drive off FM 544.
The property has a 9,000 square foot metal structure. The applicant has a user desiring to occupy the
building as a Contractor's Maintenance Yard use.
Comment Forms were mailed to 17 property owners and no comment forms returned in favor or in
opposition of the request were received.
Board Discussion
Mr. Sam Satterwhite, 250 South Highway 78, Wylie, Director Wylie Economic Development
Corporation,applicant for the property,stated the lease is a month-to-month agreement,and not at market
rate.The tenant is maintaining the property and in turn cutting down theft and vandalism.
The tenant is a moving company, will not have materials and equipment outside storage. The property is
screened from FM 544.
The goal is to have a temporary use at this time. The intention is to combine the adjacent property to the
east, southwest, and north totaling 15 acres and to redevelop for commercial uses. WEDC is requesting
one-year approval for the variance request. The property to the east, owned by the City of Wylie is in the
middle of a voluntary clean-up with the Texas Commission on Environmental Quality, and may take
approximately two years to clean-up.
Board Comments

Public Hearing.
Board Action
A motion was made by Board Member Gonzalez, and seconded by Board Member Blair, to grant the
request for a variance for one-year, allowing metal building and asphalt driveway and parking. Property
located at 908 West Kirby. A vote was taken and carried 5-0

A motion was made by Board Member Betler and seconded by Board Member Gonzalez, to adjourn the
meeting.A vote was taken and carried 5—0.
