Ehrlich, Public Arts Coordinator) Executive Summary Committee members Courtney, Schwerin, and Bennett will further discuss fundraiser ideas for the 2019 Wylie Arts Festival with the board. • Update regarding the Bluegrass on Ballard Event, set for June 29, 2019. (C. Ehrlich, Public Arts Coordinator) Executive Summary Staff will present an update regarding the Bluegrass on Ballard scheduled for June 29, 2019. BUSINESS ITEMS 1. Consider, and act upon, approval of the minutes from the March 21, 2019 Public Arts Advisory Board Regular Meeting. (C. Ehrlich, Public Art Coordinator) 2. Consider, and act upon, approval of a plaque for the Animal Shelter Public Art Project. (C. Ehrlich, Public Art Coordinator) Executive Summary Artist Robert Barnum has completed his fabrication and installation of"RESCUED". Each art piece has a plaque showing the artist's name, dedication date, and the artist's reason for creating the art. Staff is requesting the board approve the cost of the plaque which is budgeted in the total cost of the project. It will take up to four weeks to receive the plaque from Franklin's. The public works department will install the plaque once we receive it, prior to the dedication. 3. Consider, and act upon, approval of the cost of lodging for artist Robert Barnum for the dedication and presentation/work shop of his project. (C. Ehrlich, Public Art Coordinator) Executive Summary Artist Robert Barnum has requested reimbursement for his lodging when he comes to Wylie for the dedication. He plans to provide a work shop for anyone interested in learning how the sculptures were created; from the idea to fabrication thru installation. The lodging would be for 2 days. Recommendation Direction from the board Discussion The Wylie Animal Shelter Public Art Project is set for June 1, 2019 at 9:30 am. Some of the plans being discussed include: • Asking all Wylie Animal Shelter employees and volunteers to attend the dedication • Inviting anyone who has adopted a pet from a shelter to attend the dedication with their forever pet • Asking the local pet stores to donate items for the owners/animals who attend • Looking at possible locations for a work shop by the artist to show the processes to create these sculptures • Inviting public officials and selection committees from the past to attend The board will discuss these options and others that might arise from the discussion. Page 1 of 1 Public Arts Advisory Board Ll Minutes Regular Called Meeting March 21, 2019 — 6:00 p.m. Wylie Municipal Complex City Council Chambers/Conference Room 300 Country Club Road, Bldg. 100 CALL TO ORDER The Public Arts Advisory Board meeting was called to order at 6:10 p.m. by Chair Michael Schwerin. Members present included: Minerva Bediako, Nancy Peirce, and Anita Jones. Lily Courtney, Marjorie Bennett and Ross Grant were absent. Staff present included Public Arts Coordinator Carole Ehrlich. DISCUSSION ITEMS • Update regarding the Animal Shelter Public Art Project. (C. Ehrlich, Public Arts Coordinator) Board Comments Ehrlich reported that artist Robert Barnum had completed the installation of RESCUED. All lighting and other items had been checked. The only item he will be bringing with him in May for the dedication will be the sign that says Humans + Animals = RESCUED. He will install that small piece prior to the dedication. Ehrlich reported the dedication will take place in mid-May and planning for the dedication and approval of the plaque will be discussed at the April meeting. • Committee report regarding fundraiser options for the 2019 Wylie Arts Festival. (C. Ehrlich, Public Arts Coordinator) Board Comments Chair Schwerin reported the committee had not had a chance to meet and further discuss the options for a fund raiser for the 2019 Wylie Arts Festival. They would meet in the future and come back to the board with additional options. PAC Ehrlich reported that in speaking with Craig Kelly who facilitates the vendor spaces within the events center, it would not be possible to set up any earlier than 5 pm which would hinder any later evening fund raiser downtown. March 21,2019 Wylie Public Arts Advisory Board Meeting Minutes P a c 2 BUSINESS ITEMS 1. Consider, and act upon, approval of the minutes from the January 17, 2019 Public Arts Advisory Board Regular Meeting. (C. Ehrlich, Public Art Coordinator) Board Action A motion was made by board member Jones, seconded by board member Bennett to approve the February 21, 2019 Public Arts Advisory Board minutes. A vote was taken and the motion passed 5-0 with board members Courtney and Bediako absent. 2. Consider and act upon, approval of the final sculpture, "RESCUED" (Wylie Animal Shelter) by artist Robert Barnum and approval of the final payment of$5,250.00. (C. Ehrlich, Public Arts Coordinator) Board Discussion Public Arts Coordinator Ehrlich addressed the board stating that the sculptures for the Animal Shelter had been installed, including the lighting. One small item will be delivered and installed prior to the dedication by the artist. Final inspection has been made by building officials and the board. Ehrlich explained there was some miss-communication between the artist and the delivery service regarding the delivery of the podium to the Parks facility per the contract. Wylie Park staff was required to go to the shipping company and pick the podium up and take it to the art site. She explained the cost for staff to provide that service was $373.57. Staff is asking the board to consider deducting this amount from the final check the artist will receive. Board member Peirce felt the cost should be deducted and the artist should go back to the shipping company he hired to deliver his item for a possible refund. Board Action A motion was made by board member Peirce, seconded by board member Jones to approve the final sculpture and final payment less the $373.57 for the podium delivery charge. A vote was taken and the motion passed 4-0 with board members Courtney, Grant and Bennett absent. Recommendation Motion to approve the design and wording of the plaque to be placed at the Animal Shelter Public Art Project at a cost not to exceed$400.00. Discussion Staff has researched the design and cost of a plaque to be placed in front of the Animal Shelter art pieces. The plaque will be made from metal to blend with the aluminum in the pieces. The artist wrote a few words about the intent behind his sculptures which are included on the plaque. The cost of the plaque will not exceed$400.00 including delivery. Motion to approve the cost of lodging for artist Robert Barnum to present a work shop and attend the dedication for the Wylie Animal Shelter Public Art Project at a cost not to exceed $300.00. Artist Robert Barnum contacted staff asking to be reimbursed for his lodging to provide a work shop and present at the Animal Shelter dedication. He is paying for his travel to the City. Since he is providing this work shop he would be unable to fly into town on the dedication date present at the dedication in the morning and fly back the same day as normally done.
