Chair Ron Smith presided the meeting and called the meeting to order at 6:05PM. Commissioners present: Chair Ron Smith, Vice Chair Randy Owens, Commissioner Bryan Rogers, Commissioner Cory Plunk, Commissioner Mike McCrossin and Commissioner Charla Riner. Commissioner absent: Commissioner Brad Emerson. Staff present: Mr. Jasen Haskins, Planning Manager, Mr. Kevin Molina, Senior Planner, and Ms. Mary foe Bradley, Administrative Assistant. INVOCATION&PLEDGE OF ALLEGIANCE Commissioner McCrossin gave the invocation and Vice Chair Owens led the Pledge of Allegiance. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Commissioners regarding an item that not listed on the Agenda. Residents must fill out a non-agenda form prior to the meeting in order to speak. Commissioners requests that comments be limited to three (3)minutes. In addition, Commissioners not allowed to converse,deliberate or take action on any matter presented • during citizen participation No one approached the Commissioners. CONSENT AGENDA A. Consider and act upon approval of the Minutes from May 7,2019,Regular Meeting. Commission Action A motion was made by Commissioner McCrossin, seconded by Commissioner Rogers, to approve the Minutes from May 7,2019 meeting, as presented.A vote was taken and the motion carried 5—0— 1, with Commissioner Plunk abstaining. mom REGULAR AGENDA PUBLIC HEARING Minutes May 21,2019 Planning&Zoning Page 1 1. Hold a Public Hearing to consider, and act upon, a recommendation to the City Council to amend Planned Development 2017-11, Section 5.5.f to set forth 20' front yard setbacks on lots 5-19, 39 and 40 of Block K of Woodbridge Phase 21, generally located southeast of the intersection of McCreary Road and Hensley Lane. ZC2019- 07 Staff Comments Mr.Molina stated that the applicant is requesting to amend Planned Development Ordinance 2017-11 to allow for 20 feet front yard setback on 17 lots from 25 feet to 20 feet, lots 5— 19,39 and 40 of Block K, located on Stillwater and Concord Drive of Woodbridge Phase 21 Addition. The applicant has requested the setback amendment due to a revision that was made to the exterior lot line on the southern border of the planned development.This change the lot depth from 120 feet to 114 feet. The applicant is requesting the amendment to allow flexibility to the builders for larger rear yards on the subject lots. However,this will not effect lots with side entry garages, as the ordinance allows for a 15 feet front yard setback in those cases. Twenty-nine comment forms were mailed with one response returned in favor and no responses returned in opposition of the request. Board Discussion Mr.Jay Volk,Jay Volk Consulting, 830 Central Parkway, Suite 300, Plano,representative for the applicant,gave a presentation to the Commissioners. Mr.Volk stated that the 17 lots will meet all the other setbacks set forth within the planned development.The benefits for the amendment will allow larger back yards and save the existing tree line along the rear of the property.The amendment to the setback will also provide minimum partial obstruction to the sidewalk when vehicles are stacked in the front-entry driveways, in lieu of potentially complete obstruction with a 25 feet setback. Public Comments Chair Smith opened the public hearing. With no one approaching the Commissioners,Chair Smith closed the public hearing. Commissioners Action A motion was made by Commissioner Rogers, seconded by Commissioner McCrossin, to recommend approval to the City Council to amend Planned Development 2017-11, Section 5.5.f to set forth 20 foot front yard setbacks on lots 5 through 19 and lots 39 and 40 of Block K within Woodbridge Phase 21 Addition, generally located southeast of the intersection of McCreary Road and Hensley Lane. ZC 2019- 07.A vote was taken and passed 6—0. 2. Hold a Public Hearing to consider,and act upon,a recommendation to the City Council regarding rezoning a lot from Agricultural (AG/30) to Commercial Corridor, property located at 2455 Country Club Road (Tract 2 William Patterson Survey). ZC 2019-08. Staff Comments Mr. Haskins stated that the applicant is requesting to rezone a 0.9 property located at 2455 Country Club Road from Agricultural/30 to Commercial Corridor.The property is bordered by Agricultural zoning to Minutes May 21,2019 Planning&Zoning Page 2 the south and west, Commercial Corridor to the north, and the commercial properties to the east reside outside the city limits. 0...... The purpose of the request, the applicant has provided a concept plan with indication of medical office use,hut the requested Commercial Corridor zoning will not limit the property to that use. Three public notifications were mailed, with no responses in favor or in opposition of the request. Commissioners Comments Mr. Preston Whisenant,4417 Colgate, Dallas, representative for the applicant, stated that a medical office may be built, at this time, no definite use is determined. Public Comments Chair Smith opened the public hearing. Mr. Terry Haynes, 5430 Glenlakes Drive, Dallas represented John Monroe, adjacent property owner located at 2301 FM 1378. spoke in favor of the request. Chair Smith closed the public hearing. Commissioners Action A motion was made by Commissioner Rogers, seconded by Commissioner McCrossin, to recommend approval to the City Council regarding a change of zonitlg from Agricultural (AG/30) to Commercial Corridor, property located at 2505 Country Club Road,Tract 6 of William Patterson Survey, ZC 2019-08. A vote was taken and carried 6—0. Ms. Bradley stated that a meeting will be on June 4, 2019, and possibly an Impact Fee Advisory Board Meeting following the P&L Meeting. ADJOURNMENT A motion \vas made by Commissioner Rifler, and seconded by Vice Chair Owens, to adjourn the meeting.
