02-11-2019 (Parks & Recreation) Minutes (Sub-Committee) `AI Parks and Recreation IN Board CITY OF WYLI E Sub-Committee Subcommittee Meeting Minutes Monday, February 11, 2019—7:30 p.m.* *(immediately following the Regular Parks and Recreation Board Meeting) Wylie Municipal Complex City Council Chambers 300 Country Club#100 Wylie, Texas 75098 CALL TO ORDER The meeting began at 7:00 p.m.with two of the three Acquisition and Improvement Park Project Subcommittee Members present: Board Member Kinser and Board Member Swendig. Board Member Gilbert was absent from the meeting. Staff members present: Parks and Recreation Director Robert Diaz, Parks Manager Brent Stowers, and Parks Board Secretary Janet Hawkes. A QUORUM OF THE PARKS AND RECREATION BOARD MEMBERS WAS NOT PRESENT FOR THIS MEETING. NO ACTION OF THE PARKS AND RECREATION BOARD SUBCOMMITTEE WAS TAKEN. DISCUSSION ITEMS Recommendations of potential projects utilizing the Parks and Acquisition and Improvement Fund. The Acquisition and Improvement(A& I)Subcommittee discussed with staff their final recommendations for the A& I project priority list for fiscal year 2019/2020. The current actual balance in the A& I fund is$150,501; a negative balance of$24,941 in the west zone, $71,169 in the central zone, and$104,473 in the east zone. The Subcommittee agreed on the following staff recommendations: 1. West Zone: Funds are exhausted in this zone, however,the Parkside Park Concept Park Master Plan is included as an expenditure in this park zone. 2. Central Zone: $35,000 will be reimbursed to this zone by the Wylie Baseball Softball Association in the A&I Central Fund when the Community Park infield project is completed. The Twin Lakes Park Trail project could potentially be funded by the Collin County grant program. Staff is recommending including a new playground as part of this project. The Braddock Park Concept Park Master Plan is included as an expenditure in this park zone. 3. East Zone: Due to the joint project with the Wylie Lakes Homeowner's Association never being executed,this park zone has a healthy balance. Staff is recommending as potential projects the landscape and irrigation for Avalon Park north and south as well as possibly additional street parking. Director Diaz confirmed he will add the A& I Subcommittee's recommendations as a discussion item on the March Agenda to present at the Parks and Recreation regular board meeting.
