Chair Ron Smith.presided the"meeting and 'called the meeting to order at 6:00PM. Commissioners present: Chair Ron Smith; Vice'Cliair Randy Owens, Commissioner Bryan Rogers, Commissioner Cory Plunk, Commissioner Brad Emerson and Commissioner Charla Riner. Commissioner Mike McCrossin and Commissioner Tommy Pulliam was absent. Staff present: Mr. Jasen Haskins, Planning Manager, Mr. Kevin Molina, Senior Planner, and Ms. Mary m Bradley,Administrative Assistant. CONSENT AGENDA A. Consider and act upon approval of the Minutes from September 2,2014,Regular Meeting. Commission Action Chair Smith stated the Agenda noted the incorrect date of the last meeting, the minutes included in the packet is correctly dated. A motion was made by Vice Chair Owens, seconded by Commissioner Rogers, to approve the minutes from September 2, 2014 meeting, as presented. A vote was taken and the motion carried 6-0. WORK SESSION 1. Work Session on Land use Assumptions, Capital Improvements Plan, and modification of impact fees. Staff Comments Mr. Porter approached the Commissioners, gave a brief summary on the purpose of the work session, stating that impact fees are typically considered every four to five years and have previously been staggered between roadway and utility studies every two years. This year Mr. Porter decided to review aim and update the roadway impact fees and the water and wastewater fees at one time. Minutes July 16,2019 Impact Fee Advisory Committee Page 1 Mr. Joe Carter. Birkhoff, Hendricks and Carter, LLP, Dallas, Texas, the consultant, stated that for the Water and Wastewater improvements, the City of Wylie is allowed to collect fees on projects that contribute to growth and require additions to the current public systems. The developers currently pay 50 percent of the allowable maximum. Mr. Porter encouraged the Commissioners to review the current water and sewer cost, and roadway cost front the City of Wylie website under the Engineering Department. Currently, the roadway rates arc the same for the east and the m.,est. One reason the proposed rates are higher is due to construction cost increases. Water and Wastewater fees are one rate city wide and the roadway fees are separated by the east and west sides of the City of Wylie, which is required by the State 1,,aw based on service area. 'Ile next meeting for the Impact Fee Advisory Committee is August 6, 2019, to make a recommendation to the City Council. ADJOU RNMENT Chair Ron Smith adjourned the meeting at 7:22PM.
