10-14-2019 (Parks & Recreation) Minutes f1 CITY OF WYLIE Parks and Recreation Board Meeting Minutes Monday, October 14,2019—6:30 p.m. Wylie Municipal Complex 300 Country Club Road#100 Wylie,Texas 75098 CALL TO ORDER Board Chairperson Robinson called the meeting to order at 6:00 p.m.with Board Member Board Member Swendig, Board Member Suarez, and Board Member Willeford in attendance. Board Member Board Member Board Member Rose arrived late at 6:08 p.m. and Board Member Jones arrived late at 6:13 p.m. Board Member Gilbert was absent from the meeting. Staff members present were Parks and Recreation Director Robert Diaz, Parks Manager Brent Stowers, and Parks Board Secretary Janet Hawkes. CITIZENS PARTICIPATION No citizens came forward. BUSINESS ITEMS 1. Consider and act upon approval of the special meeting minutes from the September 9, 2019 Meeting. Board Action: Board Member Swendig made a motion to approve the special meeting minutes from the September 9, meeting. Board Member Suarez seconded the motion, and a vote was taken and passed 4-0. 2. Consider and act upon approval of the vendor application for the Wally Watkins Elementary Turkey Trot Fundraiser 5k and Fun Run to be held at Founders Park on November 28, 2019. Board Action: Board Member Swendig made a motion to approve the vendor application for the Wally Watkins Elementary Turkey Trod Fundraiser 5K and Fun Run to be held at Founders Park on November 28, 2019. Board Member Suarez seconded the motion, and a vote was taken and passed 4-0. 3. Consider and act upon finalizing regular monthly Parks and Recreation Board meeting time. Board Action: Board Member Williford made a motion to approve finalizing the Parks and Recreation Board regular meetings back to a start time of 6:30 p.m. beginning November 11, 2019. Board Member Suarez seconded the motion, and a vote was taken and passed 4-0. JOINT WORK SESSION WITH PARKS, RECREATION, OPEN SPACE MASTER PLAN COMMITTEE AND DUNAWAY ASSOCIATES In attendance for the Joint Work Session were Parks and Recreation Board Chairperson Joni Robinson, Board Member Swendig, Board Member Gloria Suarez, Board Member Brian Willeford, Board Member Matt Rose, and Board Member Emmett Jones; Dunaway and Associates Project Director Philip Neely, and Project Manager Elizabeth Mcllrath; City of Wylie City staff including Assistant City Manager Brent Parker, Assistant City Manager Renee 011ie, Public Works Director Tim Porter, Wylie Economic Development Corporation Assistant Director Jason Greiner, Parks and Recreation Director Robert Diaz, Parks Manager Brent Stowers, Parks and Recreation Administrative Assistant Janet Hawkes; and City Council Member Jeff Forrester. Former City Council Member Keith Stephens, former Parks and Recreation Board Member Dan Chesnut, Wylie City Manager Chris Hoisted, Wylie Project Engineer Wes Lawson, Wylie Economic Development Corporation Director Sam Satterwhite, and Wylie Recreation Manager Carmen Powlen were all absent from the Joint Work Session. • Review of the First Draft of the Parks, Recreation, and Open Space Master Plan with the Master Plan Steering Committee. Project Director Philip Neely, and Project Manager Elizabeth Mcllrath of Dunaway and Associates lead the presentation of the Preliminary Draft for the City of Wylie Parks, Recreation and Open Space Master Plan. They identified the purpose of Wylie's Master Plan with a focus on identifying priorities and then preparing for the implementation of the City's parks and recreational needs over the next five to ten year period. • Review the Braddock Park Conceptual Park Plan. Dunaway and Associates reviewed the draft concept plan for Braddock Place Park North which includes key features such as a trail loop with neighborhood connections, pavilions, rest stops, non-irrigated open play areas, a playground and play area, a pond trail loop and footbridge (on HOA property), and off street parking. Key features of the draft concept plan for the Braddock Place Park South include a playground, fitness hub pavilion, nature education area, irrigated and non-irrigated open play areas, park trail loop, parking lot, nature trails with trailhead, and a bridge connection to the Emerald Vista subdivision to the west. Board Chairperson Robinson inquired about adding a dog park to Braddock Park. Ms. Mcllrath of Dunaway and Associates advised the Board that this area would not accommodate a dog park as it lacks irrigation capability due to the electrical transmission line restrictions in the area. This subsequently is the same reason why the area is not a good location for the addition of athletic practice areas. Board Chairperson Robinson also recommended a splash pad in this park, and again Dunaway and Associates stated that the electric transmission line restrictions would prevent the addition of a splash pad in this area. She added that although splash pads can be a complimentary feature to a playground, heavy traffic flow from visiting patrons can make it a potential conflict with surrounding residents if added within a neighborhood setting. Minutes October 14, 2019 Wylie Parks and Recreation Board Meeting Page 2 • Review the Parkside Park Conceptual Park Plan. Dunaway and Associates reviewed the draft concept plan for Parkside Park. Key features include an interpretive boardwalk and overlook, a trail loop with interpretive signage, outdoor classrooms, overlook pavilion with deck, pavilion-bench-swings entry, playground, pavilion, a trail connection to the college, and on-street parking. Board Member Rose requested soft trails be added to the Parkside Park preferably near the Collin County Community College being built off of Country Club Road. Board Chairperson Robinson suggested more grand options such as an amphitheater. ADJOURNMENT There being no further business, a motion to adjourn was made by Board Member Jones.
