CALL TO ORDER
Announce the presence of a Quorum.
Chair Ron Smith presided the meeting and called the meeting to order at 6:00PM.
Commissioners present: Chair Ron Smith, Vice Chair Randy Owens, Commissioner Charla
Riner, Commissioner Bryan Rogers, and Commissioner Brad Emerson. Those absent:
Commissioner Mike McCrossin and Commissioner Cory Plunk.
Staff present: Mr. Jasen Haskins, Planning Manager, Mr. Kevin Molina, Senior Planner and
Mary Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Rogers gave the invocation and Commissioner Riner led the Pledge of
Allegiance.

A. Consider, and act upon, a recommendation to the City Council regarding a Final Plat
for Woodlake Village Lot 1R-2, Block C, being an Amended Plat of Lot 1R-2, Block C,
on one lot on 1.066 acres, generally located approximately 600' west of the intersection
of State Highway 78 and Spring Creek Parkway.
Staff Comments
Mr. Molina stated that the Final Plat will amend Lot 1R-2, Block C of Woodlake Village, to
include a recorded 24-foot wide fire lane and mutual access easement and abandon a 30-foot
wide access easement.
A site plan for the development of Lot 1R-2 is also on the agenda.
Commissioners Action
A motion was made by Vice Chair Owens, and seconded by Commissioner Rogers, to
recommend approval to the City Council regarding a Final Plat for Woodlake Village Lot 1R-2,
Block C, being an Amended Plat of Lot 1R-2, Block C, establishing one lot on 1.066 acres,
generally located approximately 600' west of the intersection of State Highway 78 and Spring
Creek Parkway. A vote was taken and carried 5 —0.
Motion to remove Item B from the Table
Commissioners Action
A motion was made by Vice Chair Owens, and seconded by Commissioner Riner to remove Item
B from the table. A vote was taken and carried 5 —0.
B. Consider, and act upon, a Site Plan for a retail building, on Lot 1R-2, Block C of
Woodlake Village on 1.066 acres, located approximately 600' west of the intersection of
State Highway 78 and Spring Creek Parkway.
Staff Comments
Mr. Molina stated that the applicant is proposing to develop a 10,000 square foot multi-tenant
retail building on 1.066 acres. The plat is on the current agenda.
The current plan shows one access, but the ultimate plan is to have access easement on the west
side. The applicant is working on recording an off-site easement with the adjacent property
owner to extend the fire lane, meeting the City of Wylie's requirements. This will be completed
by a separate instrument.
Staff is recommending approval with conditions pending the construction of off-site fire lane
access easement that is acceptable to the Fire Marshal. According to the Subdivision Regulations
and the City's Design Manuals and Standard Construction Details Manual, the Fire Chief or Fire
Marshal shall the authority to approve the location and placement of all fire hydrants and fire

lanes at their discretion, modify fire hydrant spacing or fire lane placement based upon special
design or distance circumstances.
Commissioners Action
A motion was made by Vice Chair Owens, and seconded by Commissioner Rogers, to approve
the Site Plan with Conditions for Woodlake Village, Lot 1R-2, Block C. Property located
approximately 600 feet west of the intersection of State Highway 78 and Spring Creek Parkway.
The Conditions being that the applicant obtains easement on the west side of property, have Staff
review, and contingent upon Staff approval, the Site Plan will not need to come back to the
Commission. A vote was taken and carried 5 —0.
C. Consider, and act upon, a recommendation to the City Council regarding a Final Plat of
East Fork Springs, establishing two lots on 8.204 acres in the City of Wylie's Extra
Territorial Jurisdiction,property located at 7055 Bennett Road.
Staff Comments
Mr. Molina stated that the Final Plat will establish two lots on 8.204 acres within the City of
Wylie's Extraterritorial Jurisdiction. Lot 1 will develop a single-family home on 1.642 acres, and
Lot 2 on 6.562 acres will remain undeveloped at this time.
Commissioners Action
A motion was made by Commissioner Riner, and seconded by Vice Chair Owens, to recommend
approval to the City Council regarding a Final Plat of East Fork Springs, establishing two lots on
8.204 acres in the City of Wylie's Extra Territorial Jurisdiction, property located at 7055 Bennett
Road. A vote was taken and carried 5 —0.
D. Consider, and act upon, a Site Plan for Prestige Janitorial Service, an office/warehouse
building, on Lot 3R of Helmberger Industrial Park on one acre, located at 124 Hooper
Road.
Staff Comments
Mr. Molina stated that the applicant is proposing to develop a 1,170 square foot addition to an
existing building that measures 1.445 square feet. The purpose of this addition is to expand the
office and warehouse space of the existing janitorial services use. The project will create four
additional parking spaces and one labeled as an ADA compliant parking space.
The property is adjacent to residential property to the north. While the property to the north is
residential, it is zoned as Agriculture. The Zoning Ordinance requires a masonry screen wall
when adjacent to residential property. However, the applicant is proposing to use an existing tree
line and additional trees along the northern border as a living screen. Staff recommends allowing
the living screen due to adjacent property faces FM 544 and eventually will be zoned
commercial.

The property totals 0.331 acres and will create one lot to contain a tile retail and warehouse building that
measures 3,573 sf. A variance was granted on February of 2018 to allow for a rear setback of 5 feet. This
final plat complies with those setbacks by showing building setbacks of 5' in the rear and 25' on all other
sides.
This plat provides a visibility easement to restrict obstructions (signs, vegetation, etc.) from being placed in
the line of sight of vehicles turning at the intersection of Martinez Lane and Alanis Road.
The plat is technically correct and abides by all aspects of the City of Wylie Subdivision Regulations.
Approval is subject to additions and alterations as required by the City Engineering Department.

Discussion
OWNER: North Dallas Wylie Land Investors, LLC APPLICANT: Helmberger Associates, Inc.
The applicant is proposing to develop an 8,000 sf orthopaedic medical clinic on 1.461 acres. The property is zoned
within Planned Development 2018-12 and medical clinic uses are allowed by right.
The development is providing 54 parking spaces with three of them being handicapped spaces. The site will be
accessed by a new drive connected to existing access points to the south(B&B Theaters) and the north(Kroger).
The developer will also be providing a 10' wide landscape buffer that contains an existing 8' wide meandering
sidewalk.
The exterior material of the structure is comprised of stone, brick, and stucco. The structure will be required to be
sprinkled as it exceeds a square footage of 6,000 sf.
As presented,this site plan is in compliance with the design requirements of the zoning ordinance. Approval of the site
plan is subject to additions and alterations as required by the City Engineering Department.
The Planning and Zoning Commission must provide a written statement of the reasons for conditional approval or
disapproval to the applicant in accordance with Article 212, Section 212.0091 of the Texas Local Government Code.

OWNER:Northplace Church of The Assemblies of God APPLICANT:Tomden

The applicant is requesting to rezone one lot of 4.709 acres located at 701 South State Highway 78.
The property is currently zoned Community Retail.The reason for the requested rezoning to a Planned
Development is to allow for a church to use the existing non-confroming site and bring the overall site design
up to current design standards with the exception of the following special conditions:
1.A reduction in the parking stall dimensions from 10’ X 20’ to 9’ X 20’
2.An allowance of an increase to the parking space maximum from 207 to 270 spaces.
3.A reduction in the required Landscape Area from 20%to 15.8%representing 33,000 sf of landscaped
area.
4.A reduction on required landscape design desirables from four to three.
5.An elimination of the requirement for a meandering sidewalk along SH 78.

The applicant’s reason for the requested parking and landscaping allowances is due to the expected need for
parking of the church use.In addition,this Planned Development reverts to the baseline Community Retail
zoning development standards if the Northplace Church or any other church ceases to own or occupy the
subject property.
If approved,the proposed development will be providing improvements to the site by platting the fire &
access easements,providing landscape areas,and making architectural improvements to the existing structure
as shown on the exhibits.As such,an amended plat and a site plan submittal will be required before
redevelopment could begin
Notifications/Responses:Twenty-three notifications were mailed;with no response received in favor or
opposition of the request.
The Planning and Zoning Commission must provide a written statement of the reasons for conditional
approval or disapproval to the applicant in accordance with Article 212, Section 212.0091 of the Texas Local
Government Code.

Conditions For Planned Development
I.PURPOSE:
The purpose of this Planned Development (PD) District is to allow for a Church to occupy
the existing premises under the Community Retail (CR) Zoning District with the following
General and Special Conditions.
II. GENERAL CONDITIONS
1. This Planned Development District shall not effect any regulations within the Zoning
Ordinance or Code of Ordinances, current or as amended, except as specifically provided
herein.
2. All regulations of the Community Retail (CR) District as set forth in Article 4, Section
4.1B of the Zoning Ordinance (adopted as of September, 2019) are included by reference and
shall apply herein.
3. The conditions of this Planned Development revert to the baseline Community Retail
Zoning Development Standards if Northplace Church or any other church ceases to own or
occupy the subject property.
III. SPECIAL CONDITIONS
1. A reduction in the typical ordinary parking stall dimensions from 10’x20’ to 9’x20’.
Handicap spaces shall comply with the Ordinance.
2. Parking space count to exceed the maximum allowable. The current requirement is for
166 spaces minimum and 207 maximum. The proposed count shall not be more that 270
spaces.
3. A reduction in the required Landscape Area required from the current standard of 20%
of the Site being 208,561 sf x 20% = 41,713 sf. A minimum of 33,000 sf shall be required
representing 15.8% of the Site generally in accordance with the attached PD Landscape
Concept Plan.
4. No 4’ meandering sidewalk along SH 78 shall be required.
5. Site Design Requirements
The project complies with all of the site design requirements base standard as well
as the following four of eight desirables:
1. Front Facade oriented to the street.
2. Combined access points with adjacent Tracts.
3. Direct connection between buildings and street.
4. Service area (dumpster) not visible from public street but masonry screening is
provided.
6. Comply with three of four required Landscape Design desirable elements as follows:
1. Landscaping in side and rear yard not otherwise required.
2. Landscaping 10% or more in excess of 50 sf/ parking space.
266x50=13,300 x 1.1=14,630 sf required to meet desirable.
3. Increase in minimum width of Landscape Buffer along SH-78 by 20%
10’ x 1.2=12’ required to meet desirable. Approximately 29’ provided
7. Architectural Design Requirements
The project complies with all of the Architectural design requirements base standard
as well as the following three of six desirables:
1. Use of two complementary primary facade materials to help achieve facade
circulation, visual variety, and/or architectural detailing.
2. Copy same style entire block.
3. Use of architectural detailing and/or materials to provide variety in visual
appearance.
8. All in accordance with the attached Exhibit A1.00 Architectural Site Plan, dated 10/18
2019, and Exhibit L1.00 PD Landscape Concept Plan, dated 10/18/2019 which shall become
parts of this Ordinance.
