Complex, distributed to the appropriate news media, and posted on the City website: www.wylietexas.gov within the
required time frame. As a courtesy, the entire Agenda Packet has also been posted on the City of Wylie website:
www.wylietexas.gov.
The Chairman and Board request that all cell phones and pagers be turned off or set to vibrate. Members of the audience
are requested to step outside the Council Chambers to respond to a page or to conduct a phone conversation.
The Wylie Municipal Complex is wheelchair accessible. Sign interpretation or other special assistance for disabled
attendees must be requested 48 hours in advance by contacting the City Secretary's Office at 972.516-6020.

CITIZEN COMMENTS
Residents may address the board regarding an item that is not listed on the Agenda. Residents must fill out a non-agenda
form prior to the meeting in order to speak. Council requests that comments be limited to three(3)minutes. In addition, the
board is not allowed to converse, deliberate or take action on any matter presented during citizen participation.
DISCUSSION ITEMS
• Discussion regarding the 2019 Wylie Arts Festival and Final Plans for the Event.

November 14,2019 Wylie Public Arts Advisory Board Meeting Agenda
Executive Summary
Staff will discuss final plans for the 2019 Wylie Arts Festival. Items included will be committee
appointments, activities, vendors, set up and other items related to the event.
• Discussion regarding a Council change in Board and Commission Term Limits.

• Discussion regarding art projects for 2019/20 including a downtown mural. (C.

Executive Summary
Staff and the board will discuss a contest to paint one of the white walls in the downtown area of Historic
Downtown Wylie. Further discussion regarding small sculptures along the Municipal Trails will be
discussed in January 2020. Both of these projects would be funded from events revenue.

1. Consider, and act upon, approval of the minutes from the October 17, 2019 Public
Arts Advisory Board Regular Meeting. (C. Ehrlich, Public Art Coordinator)

If during the course of the meeting covered by this notice,the Public Arts Advisory Board should determine that a closed or executive meeting or session of
the Public Arts Advisory Board,or a consultation with the attorney for the City,should be held or is required,then such closed or executive meeting or
session or consultation with attorney as authorized by the Texas Open Meetings Act,Texas Government Code§551.001 et.seq.,will be held by Public Arts
Advisory Board at the date,hour,and place given in this notice as the Public Arts Advisory Board may conveniently meet in such closed or executive
meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act,including,but
not limited to,the following sections and purposes:
Texas Government Code Sections:
§551.071—Private consultation with an attorney for the City.
§551.073—Discussing prospective gift or donation to the City.

Regular Called Meeting
October 17, 2019 - 6:00 p.m.

CALL TO ORDER
The Public Arts Advisory Board meeting was called to order at 6:22 p.m. by Public Art Coordinator
Ehrlich. Members present included:, Board members Anita Jones, Minerva Bediako, John
Treadwell, and Lily Courtney. Board members Michael Schwerin, Ross Grant, Marjorie Bennett were
absent.
Staff present included Public Arts Coordinator Carole Ehrlich.
DISCUSSION ITEMS
• Committee report regarding fundraiser options for the 2019 Wylie Arts Festival.

Staff/Board Comments
Public Art Coordinator Ehrlich reported at the last meeting there was discussion regarding a
fund raiser. After some consideration and options from the committee, it was decided that in
lieu of a fund raiser, the board would help increase sponsorships. Ehrlich reported that board
member Treadwell had secured three Bronze Sponsorships for the event.
Board direction was to try and obtain additional sponsorships.
• Update regarding the Wylie Arts Festival Event and Sponsorships
Board Comments
Public Arts Coordinator Ehrlich reported there were over 153 vendors and sponsor booths at
the event. There were also 6 food vendors approved at this time.
Ehrlich explained that the meeting in November would be the final meeting prior to the event
and volunteers, work schedules, children's activities and other items would be finalized for the
event.
• Discussing Regarding the November 2019 PAAB meeting change.

Staff/Board Comments
Ehrlich reported that the November 21st meeting would be very close to Thanksgiving and
asked the board if they wanted to change the regular meeting to a special meeting on the 14th
in lieu of the November 21st meeting. The board agreed that the meeting would be better
moved to the 14th of November.
• Discussion regarding art projects for 2019/20. (C. Ehrlich, Public Arts Coordinator)
Board Comments
PAC Ehrlich reported she had been in contact with staff members to determine where in
Downtown Wylie an additional mural could be placed. She reported there were three white
walls in the downtown area that would be good sites for the art. She also reported she would
get in contact with Wylie ISD and the property owners to see if any are agreeable to providing
the student and placement of the mural on the property. City would issue a scholarship for
the work provided.
The board also discussed providing a call for artist to prepare for completion of a couple of
sites on the Municipal walking trails to provide small sculptures along the pathway. The board
directed that project to begin in January 2020.

Board Action
A motion was made by board member Treadwell seconded by board member Joes to
approve the September 19, 2019 Public Arts Advisory Board minutes. A vote was taken
and the motion passed 4-0 with members Ross, Bennett and Schwerin absent.
ADJOURNMENT
A motion was made by board member Treadwell, seconded by board member Jones to
adjourn the meeting at 7:34 p.m. A vote was taken and the motion passed 4-0 with board
members Schwerin, Ross, and Bennett absent.
