Announce the presence of a Quorum.
Chair Ron Smith presided over the meeting and called the meeting to order at 6:00PM.
Commissioners present: Chair Ron Smith, Vice Chair Randy Owens, Commissioner Mike
McCrossin, Commissioner Cory Plunk, Commissioner Bryan Rogers and Commissioner Brian
Ortiz. Those absent: Commissioner Charla Riner.

Commission Action
A motion was made by Vice Chair Owens, seconded by Commissioner McCrossin, to approve
the Minutes from the March 3, 2020 meeting. A vote was taken and the motion carried 6-0.
REGULAR AGENDA
A. Consider, and act upon adoption of amended Rules and Procedures for the Planning
and Zoning Commission to reflect changes to State Law, City Ordinances, and other
matters.
Staff Comments
Mr. Haskins stated that due to changes in State Laws, City Ordinances, and other considerations
such as technological changes, the final amended Rules and Procedures is updated.
The City Secretary made some minor changes, and City Council approved the amended Rules
and Procedures on March 10, 2020.
Commissioners Action
A motion was made by Commissioner Ortiz, and seconded by Commissioner McCrossin, to
recommend adopting the amended Rules and Procedures for the Planning and Zoning
Commission. A vote was taken and carried 6 —0.
Commissioner Rogers was recused due to a Conflict of Interest on Regular Agenda Item B and
Public Hearing Item 1.
B. Consider, and act upon, a Site Plan for an office showroom/warehouse and
caretakers quarters use on Lot 1, Block 1 of Torres Addition on 0.331 acres, located
at 2001 Alanis Drive.
Staff Comments
Mr. Molina stated that the applicant is proposing to amend a previously approved site plan for a
3,573 square feet showroom/warehouse use to include a second use on the second floor as a
Caretakers Quarters.
Staff is asking for interpretation of the Zoning Ordinance definition for Caretakers Quarters
allowed within the Light Industrial District. The Zoning Ordinance defines a Caretakers Quarters
as "an independent, self-contained dwelling unit located on the same lot as the principal use or
structure and which provides residential accommodations for a property manager or security
personnel.

Commissioners Action
A motion was made by Vice Chair Owens, and seconded by Commissioner Ortiz, to approve the

Tones Addition on 0.331 acres, located at 2001 Alanis Drive. A vote was taken and carried 5 - 0.

1. Hold a Public Hearing to consider, and act upon a recommendation to City Council

Mr. Haskins stated that the applicant is requesting the item to be tabled until April 7, 2020. The
applicant is working on a Developers Agreement with Staff.

Chair Smith opened the public hearing, no one approached the Commissioners to speak at this
time.

A motion was made by Vice Chair Owens, and seconded by Commissioner McCrossin, to table
the request until April 7, 2020, for a change of zoning from Planned Development 2018-30

Commissioner Rogers rejoined the meeting.
Ms. Bradley stated that the next P&Z Meeting will be held on April 7, 2020.

Discussion
OWNER: Collin County Community College District APPLICANT: RLK Engineering
The applicant has submitted a final plat for Lot 1, Block A and Lot 1, Block B of Collin College Wylie on
96.524 acres. The preliminary plat was approved in September 2018. This final plat is substantially similar
with the property south of Lakefield Drive seperated into a seperate lot, becoming Lot 2, Block A.
The plat provides the fire, utility, and access easements for the Collin College Wylie Campus.
The plat is technically correct and abides by all aspects of the City of Wylie Subdivision Regulations.
Approval is subject to additions and alterations as required by the City Engineering Department.
The Planning and Zoning Commission must provide a written statement of the reasons for conditional approval
or disapproval to the applicant in accordance with Article 212, Section 212.0091 of the Texas Local
Government Code.

Discussion
OWNER: AA Asset Management APPLICANT: Roome Land Surveying
The applicant is developing a mixed use development to include one commercial lot, 33 townhome lots and
two open space lots. The preliminary plat was approved in February 2019.
The property is zoned in the Neighborhood Services district and allows for townhome development when
approved and developed concurrently with a commercial use.
The residential development will be accessed by a newly created street with access from Neva Lane. The
commercial portion of this development will have two points of access from County Line Road and from the
newly created street Mayeda Lane. This plat will be dedicating 17.5 feet of Right of Way for the future widening
of County Line Road and dedicates the necessary utility and access easements. All open spaces lots are to be
owned and maintained by the developments HOA.
The plat is technically correct and abides by all aspects of the City of Wylie Subdivision Regulations.
Approval is subject to additions and alterations as required by the City Engineering Department.
The Planning and Zoning Commission must provide a written statement of the reasons for conditional approval

OWNER: Vijay Thangugal APPLICANT: Boundary Solutions
The applicant is proposing to create one residential lot for the development of a single family home located at
605 Parker Road. The site is zoned within the Single Family 10/24 district and allows for the construction of a
single family structure.
The plat includes a 20' wide utility easement along the frontage of Parker Road.
Per Section 2.4.B of the Subdivision Regulations, and due the relative simple nature of the plat, staff has granted
the applicant's request for concurrent review of the preliminary and final plats. The preliminary plat is also on
this agenda for consideration.
The plat is technically correct and abides by all aspects of the City of Wylie Subdivision Regulations.
Approval is subject to additions and alterations as required by the City Engineering Department.
The Planning and Zoning Commission must provide a written statement of the reasons for conditional approval

Discussion

The applicant is proposing to expand an 11,663 sf industrial manufacturing use to 21,647 sf on 1.202 acres located at 703
Cooper Drive. This development is part of a planned development that allows for the industrial manufacturing use within
the Commercial Corridor zoning district(PD 2020-19).
The parking required for the stated use is 22 spaces. The applicant is providing 33 spaces with one of those spaces being
a handicapped space. PD 2020-19 allows for the exciting parking spaces adjacent to Cooper Road to back on to the
Cooper Road right of way. The site will also be providing 25%of landscaped area.
The exterior material of the structure is comprised of cultured stone, CMU and EIFS secondary architectural elements.
As presented, the site plan is in compliance with the design requirements of PD 2020-19 and of the zoning ordinance.
Approval of the site plan is subject to additions and alterations as required by the City Engineering Department.

The applicant is proposing to develop a 5,963 sf office/warehouse building on 0.47 acres located at 123 Regency Drive.
The property is zoned in the light industrial zoning district and is platted on Lot 7, Block B of Regency Business Park
Phase 2.
The parking required for the stated use is eight spaces. The applicant is providing 12 spaces with one of those spaces
being a handicapped space. The site will also be providing 17%of landscaped area of a required 10%.
The exterior material of the structure is brick and stone; and is compliant with the architectural design standards of the
zoning ordinance.
As presented,the site plan is in compliance with the design requirements of the zoning ordinance. Approval of the site
plan is subject to additions and alterations as required by the City Engineering Department.
The Planning and Zoning Commission must provide a written statement of the reasons for conditional approval or
disapproval to the applicant in accordance with Article 212, Section 212.0091 of the Texas Local Government Code.
