Complex, distributed to the appropriate news media, and posted on the City website: www.wylietexas.gov within the
required time frame. As a courtesy, the entire Agenda Packet has also been posted on the City of Wylie website:
www.wylietexas.gov.
The Chairman and Board request that all cell phones and pagers be turned off or set to vibrate. Members of the audience
are requested to step outside the Council Chambers to respond to a page or to conduct a phone conversation.
The Wylie Municipal Complex is wheelchair accessible. Sign interpretation or other special assistance for disabled
attendees must be requested 48 hours in advance by contacting the City Secretary's Office at 972.516-6020.

Residents may address the board regarding an item that is not listed on the Agenda. Residents must fill out a non-agenda
form prior to the meeting in order to speak. Council requests that comments be limited to three(3)minutes. In addition, the
board is not allowed to converse, deliberate or take action on any matter presented during citizen participation.

Executive Summary
Staff will discuss an overview of the 2019 Wylie Arts Festival, and discuss any changes to the 2020
event.
• Discussion regarding art projects for 2019/20 including a downtown mural. (C.
Ehrlich, Public Arts Coordinator)
Executive Summary
Staff will update the board regarding a contest to paint one of the white walls in the downtown area of
Historic Downtown Wylie.
Further discussion regarding small sculptures along the Municipal Trails will be discussed. Both of these
projects would be funded from events revenue.

1. Consider, and act upon, approval of the minutes from the January 16, 2019 Public

- Food vendors must provide power unless prior arrangements are made. No additional power will be provided beyond
that requested in this application.
Non-Profit Vendors '
•Application will be reviewed for approval in same manner as all vendors.
•Vendor must have non-profit status (i.e. must be an IRS certified not-for-profit, such as a charity or civic group).
" Limited to one booth space per non-profit group.

• Items to be sold must be approved in advance; no services may be sold from the space. �

1. Registration must be received on or before Nov. 1, 2019.Applications received after the deadline will be placed on a

8. Products offered must be handmade and appropriate for afestive, family event.
S. Vendors may only sell the items or conduct the activities that have been specifically approved in writing; additional
items will be removed. The number of vendors offering the same or similar items will be limited. The City is not
responsible for duplication of items among vendors. The City reserves the right to request removal of any items
deemed to be illegal or in poor taste. Vendors may be asked to leave the premises immediately at the Citv'adiscretion.
10. Vendors shall not sublet or assign this contract to any other person, or any of the privileges conveyed herein.
11. All vendors must remain open from 9arn -4pnn
12. The City reserves the right to cancel any vendor and the terms of this agreement ot any time for any reason,
without penalty to the City of Wylie. All decisions made by the City of Wylie will be final.
Festival Policies
No Refunds. The City of Wylie cannot guarantee any vendor a certain number of customers, nor do we promise any
type ofprofit. No refunds due to inclement weather. As with any festival, show, or event, the vendor makes the decision
to participate on their own. Should the event be postponed or canceled for an act of God, public safety, welfare or for
any reason whatsoever, vendor hereby releases and forever discharges the City of Wylie, its officers, employees and
agents from any and all liability and claims for damages which result from such postponement or cancellation.
Contact Information. For event communications Vendor may receive text messages at the cell phone number
provided.
Security. Security will be provided during the event; however, merchandise left overnight is at the owner's risk and
responsibility. The City ofWylie assumes no responsibility for any property placed on the premises, and is released
from any liabilities for any loss, injury or damage to person or property that are sustained by reason of the occupancy
of the event site under this contract. All watchmen or other protective service desired by vendor must be arranged by �
prior special agreement with the representative of the City ofWylie. '
Liabilities. Vendor shall indemnify the City of Wylie, its officers, employees and agents against, and hold the City of
VVv|ia' its offinara, amnp|oyeao, and agents harmless from any and all c|ainno' motiona, causes of action, liability, lawsuits,
'udgnnento, damages, injuries, cost orexpenses, including reasonable aUorney'a fees, or injury to person or property or

death of any person resulting from or based upon, in whole or in part, any act performed or omission in the
performance of this contract by vendor, its agents, officers and employees. This indemnity is intended to protect the |

City of Wylie, its agents, officers and employees from the consequences of their own negligence. The provisions of this i
paragraph shall survive the termination cf this contract. |

CALL TO ORDER
The Public Arts Advisory Board meeting was called to order at 6:12 p.m. by Chair Michael Schwerin.
Members present included: Board members Michael Schwerin, Marjorie Bennett, Anita Jones,
Minerva Bediako, and John Treadwell. Board members Ross Grant and Lily Courtney were absent.
Staff present included Public Arts Coordinator Carole Ehrlich and Public Information Officer Craig
Kelly.
DISCUSSION ITEMS
• Overview and discussion regarding the 2019 Wylie Arts Festival.
Board Comments
Public Information Officer Craig Kelly gave a short overview of the intent of the Wylie Arts
Festival. He reminded board members that the festival began as a way to raise revenue to
support the commissioning of art pieces and to strengthen the historic Downtown Wylie area
with crowds to visit the event and merchants downtown. He explained that the events have
made the downtown area more vibrant and sales for the merchants have been high on the
days the events have taken place.
The board spoke about another event in the fall or spring that could be held at the Municipal
Complex with parking at the Collin College campus across the street from the complex. Chair
Schwerin stated that he was in contact with college staff to inquire about the cost of renting
the events center at the college and whether the college would allow parking for a weekend
event.
The board requested revenue from the last 5 years of the Wylie Arts Festival to compare the
events and a copy of the survey of vendors that was completed in 2019. Chair Schwerin also
requested a copy of the event application to review at the next meeting in February.

Board Comments
PAC Ehrlich reported she had been in contact with the Wylie High School Fine Arts
Coordinator and he stated that after speaking with the art teachers, he was going to decline
participating in the mural contest and completion. He stated that it was hard to get the students
to work outside the class environment after hours and did not believe they would be able to
handle the job.
Ehrlich reported she had been in contact with Julie Shipp from Collin College, Plano Campus
and she wanted to hear more about the mural project and thought she might be able to help.
Ehrlich reported it would be sometime in February/March before the Parks Master Plan which
will include placement of sculptures on the walking trails would be completed and approved
by council. She noted at that time the board could provide a call for artists to provide a couple
of small sculptures along the Municipal Complex walking trails.
BUSINESS ITEMS
1. Consider, and act upon, approval of the minutes from the November 14, 2019
Public Arts Advisory Board Regular Meeting. (C. Ehrlich, Public Art Coordinator)
Board Action
A motion was made by board member Bediako, seconded by board member Jones to
approve the November 14, 2019 Public Arts Advisory Board minutes. A vote was taken and
the motion passed 5-0 with members Lily Courtney and Ross Grant absent.
ADJOURNMENT
A motion was made by board member Jones, seconded by board member Bediako to
adjourn the meeting at 7:15 p.m. A vote was taken and the motion passed 6-0 with board
members Courtney and Grant absent.
