CITIZENS PARTICIPATION No citizens came forward. BUSINESS ITEMS 1. Motion to remove from table from December 9, 2019 Meeting: Consider and act upon approval of the Minutes from November 11, 2019 Meeting. Board Member Suarez seconded the motion, and a vote was taken and passed 4-0, with two abstentions, Board Member Jones and Board Member Willeford. 2. Board Member Suarez seconded the motion, and a vote was taken and passed 4-0, with two abstentions, Board Member Jones and Board Member Willeford. 4. Consider and act upon the dedication of parkland for Dodd Park by the developer Keles Group Inc. City of Wylie Senior Planner Kevin Molina explained that the Board review of the parkland dedication for Dodd Park by the Keles Group Inc. is an initial step prior to the Planning and Zoning Board and City Council review. He advised that the reason for the parkland dedication is to allow for the development of a convenience store that could offer a fuel station and beer and wine sales. Keles Group Inc. representative Todd Winters elaborated further by explaining that the primary purpose of the dedication was to clean up the plat in order to keep the store closer to a 300-foot proximity from the Dodd Elementary School, which is located just east of the proposed store. Mr. Winters also advised that a six-foot high ornamental tubular metal screening fence with a living screen of eastern red cedars will be installed adjacent to the border of Dodd Park in order to separate the two properties. Board Action: Board Member Swendig made a motion to approve the dedication of parkland for Dodd Park by the developer Keles Group Inc. Board Member Rose seconded the motion, and a vote was taken and passed 6-0. 5. Consider and act upon the vendor application for the Connectionpoint Church "Run for the Fatherless" Fundraiser 5K and Fun Run to be held at Founders Park on May 2, 2020. Connectionpoint Church representatives Mikayla Moore and Brittany Thomas attended the meeting to explained the 5K and fun run as well as answer any questions from the Board. Their request is for a new event organized by Connectionpoint Church to raise funds to benefit the Run for the Fatherless Organization. The date of May 2, 2020 was chosen to accommodate the attendance of the name sake of the event called Run for the Fatherless. It was explained that if needed, the timeslot could be amended to the afternoon of May 2, 2020. The fundraising goal is to raise a minimum of$10,000 with all funds going directly to the Run for the Fatherless Organization, with the exception of a small expense that will pay for event t-shirts. Connectionpoint Church will not be receiving any of the monies raised during the event. The Board expressed concerns to staff that the requested new 5K event would create a hardship on the spring league schedules utilizing Founders Park in the spring, especially due to the annual Run for our Heroes 5K event which takes place in April, the month prior. The Board requested that staff work with the Board to create a policy regarding 5K running events that use Founders Park in order to fairly allow use of the park. The Board also requested that staff include in the recommended policy, required feedback post-event from event organizers in order to receive updates on the success of events within our City parks. Board Action: Board Member Swendig made a motion to approve the vendor application for the Connectionpoint Church "Run for the Fatherless" Fundraiser 5K and Fun Run to be held at Founders Park on May 2, 2020. Board Member Jones seconded the motion, and a vote was taken and passed 6-0. DISCUSSION ITEMS • Projects Update. Director Diaz went over the projects update with the Board beginning with the Parks, Recreation, and Open Space Master Plan. Director Diaz explained that the final draft is being prepared by the consultants, Dunaway and Associates and it will be presented during the Board and City Council joint Work Session in late February or early March. The adoption date goal by the City Council and the Board would be following the work sessions in March or April. The adoption of the Master Plan would include the Braddock Park Plan as well as the Parkside Park Plan. Minutes January 13, 2020 Wylie Parks and Recreation Board Meeting Page 2 Director Diaz explained ho the Board that a master plan for the Municipal Complex was being added to the scope of work for the current Parks, Recreation, and Open Space Master Plan. The plan would also be conducted by Dunaway and Associates and the plan would identify the possible relocation of Wylie Fire Station Two and future parks and recreation identified needs. A draft plan will be presented at a joint Board and City Council Work Session during the February 11m Council Meeting. The Board expressed great interest in attending the February joint work session as they were collectively unhappy with the decision to utilize the city-owned Blackland Prairie property. Director Diaz noted to Board Members that the plan being discussed was a conceptual plan; however, the Board still expressed concerned to the staff that the use ofthis property could limit the potential for future construction of an aquatics or similar amenity. Director Diaz assured the Board he would relay to City Management their input and lack of support for the potential moving of Fire Station Two tothe B|aok|and Prairie property. Board Chairperson Robinson encouraged other Parks and Recreation Board Members to attend the February 1 1th joint work session with the City Council in order to axpnaoo their concerns in regards to this topic. Staff is working on the bid documents for the Twin La kes/South brook Trail Connection project with construction anticipated to begin within the next two months. Director Diaz stated that the Wylie Recreation Center feasibility plan was on the mid-tier of the priority list after the recent survey. Staff will be meeting with the consultant to consider different options available to expand or remodel the Recreation Center. The Founders Park Master Plan will be initiated in order to look at options for utilizing the remaining available property within the park. Staff is working on the construction documents with consultant Kimley Horn Associates for Phase One improvements to the Brown House. The Kirby and Friendship Parks new playgrounds have been ordered and are expected to be installed by this Spring Break (K4arch). Their modular designs will be similar to those ofEureka Park and Creekside Estates Park and will have some all-inclusive amenities as well. Infield improvements to Founders Park Softball Fields A and B as well as Community Park baseball game fields were completed the last week of December 201y. The Wylie Recreation Center gym floor replacement after water damage was completed in late December and was re-opened for use on December 3U. 201A. � Parks and Recreation Foundation Update' Parks Board Member Swendig updated the Board that he and his wife plan a second meeting with current foundation president, Ann Hiney, for further discussion of the foundation transition. Ms. Hiney advised Board Member Swendig and his wife that she would like to utilize the remaining funds of the Foundation to add some improvements to Pirate Cove Playground prior to the finalization of the transition process. This is the second year for this event. Per Ms. Callan's submitted information, these types of events are occurring around the country. Parks staff worked with Ms. Callan on the 2019 event without any issues. Ms. Callan is moving the date to May instead of March to coincide with the Wylie 500 Pedal Car Race event that will also be held in the downtown area.
