Regular Meeting
November 11, 2019—7:00 p.m.

CALL TO ORDER
Announce the presence of a Quorum.
Board Chair, Janice Borland called the meeting to order at 7:00pm. The following Library Board
members were present: Juan M. Azcarate III, Arthur Borgemenke, Janice Borland, Kenneth Cash,
Rosalynn Davis,Jesse Meason, &Rachel Orozco, Board Liaison. Members absent: Carla McCullough.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name
and address. Board requests that comments be limited to three (3)minutes. In addition, the Board is not allowed to
converse, deliberate, or take action on any matter presented during citizen participation.
No citizens were present at the meeting.
PRESENTATION
No presentations were given at the meeting.
ACTION ITEMS
1. Consider and act upon approval of the Minutes of the October 14,2019 Library Board
Meeting.
Board Action:
Arthur Borgemenke made a motion to approve the Library Board Minutes of Monday, October 14,
2019 as presented. Juan M.Azcarate III seconded the motion. The motion carried unanimously.
REGULAR AGENDA—DISCUSSION ITEMS
1. Review Borrower Policy: The Board reviewed/discussed the Borrower Policy. Members
discussed current and future changes needed in the policy. The following current changes were
proposed/discussed:
a. Requirements for obtaining a card. Current policy requires a.valid U.S. Government
issued photo ID to obtain a card. Applicants under 18 must also have an adult sign for
them using this requirement. In order to make the policy more flexible and increase
access to the library, additional forms of photo ID will be allowed for applicants.

b. Claims Returned: the first sentence contains an extra comma that is unnecessary and
will be removed.
c. Reserving Materials: the following changes were noted:
• Under Number 4.the limit of 10 reserves per patron does not specify how often the
limit applies.The language will be updated to specify that the limit refers to"current
reserves"—you can have a maximum of 10 holds at any one time on your library
account.
• The last paragraph on page 3, in reference to due dates states, "The library will notify
the patron through an automated telephone call, e-mail or other method as determined
by the library staff"The language will be updated to specify what it is the patron will
be notified of
d. Extended Use Fees: The statement that begins"If a patron has more than$5.00 on their
card, he cannot check out any additional items..."will be changed so the statement is
consistent with"his/her"or"their/they".
e. Forfeiture of Library Usage: Policy will be amended to note that patrons cannot violate
library policy(in addition to regulations). "Patrons violating the regulations and/or
policies of the library may, at the discretion of the Library Director,be asked to leave the
premises and asked to forfeit the use of their library card."
Once the proposed changes have been made,the updated Borrower Policy will be brought to the
Library Board for approval.

My Very Own Book Club: Wednesday,November 13th or Friday,November 15th from 3:30-4:30pm
For lst and 2nd graders. Participants read the book, discuss the story and illustrations, have a snack and do
a craft.This month's book is A Sick Day for Amos McGee by Philip Christian Stead.
Voyagers: 3'Grade Learning Club: Thursday,November 14th from 3:30-4:30pm
Each month we explore a different topic and participate in a hands-on activity.This month's
topic/challenge is to Decorate Mugs &Make Your Own Trail Mix.
TEENS
Teen Book Club: Thursday,November 7th from 6:00-7:O0pm
For 6th through 12th graders only. Come discuss your thoughts about the book and enjoy some snacks at
each meeting.This month's selection is The Belles by Dhonielle Clayton.
ADULTS
Medicare 101:Wednesday,November 13th(&,, 10:30am

Meet with representatives from the city departments that help build your community. Learn about these
departments and how they work together to make Wylie a great place to live.
