02-10-2020 (Library) Minutes 11A/ IN Library Advisory Board CITY OF WYLIE Minutes Regular Meeting February 10, 2020—7:00 p.m. Smith Public Library—Conference Room 300 Country Club Road, Bldg. 300 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. Board Chair, Janice Borland called the meeting to order at 7:06pm. The following Library Board members were present: Juan M. Azcarate III, Janice Borland, Kenneth Cash, Rosalynn Davis, Carla McCullough, &Rachel Orozco, Board Liaison.Members absent: Arthur Borgemenke. Library Administrative Assistant,Tracey Tillman attended as a guest. Rachel announced that Jesse Meason has resigned from the Library Board, as he is moving. The Board will need to nominate a new Vice-Chair at the next meeting. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three (3)minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No citizens were present at the meeting. PRESENTATION No presentations were given at the meeting. ACTION ITEMS 1. Consider and act upon approval of the Minutes of the November 11,2019 Library Board Meeting. Board Action: The Library Board Minutes of Monday,January 13, 2020 were unanimously approved as presented. REGULAR AGENDA—DISCUSSION ITEMS 1. Review Meeting Room Policy: Rachel passed out copies of the Meeting Room Policy with the following proposed additions/changes for the Boards' consideration: a. All groups must comply with the library's Patron Behavior Policy. b. A meeting room is not considered reserved until an application is received,paid for, approved and confirmed by the Library. Reservations will be accepted in the order received and upon availability of appropriate rooms. Minutes February 10,2020 Library Advisory Board Page 1 c. In addition to the policy requiring applicants to have a Smith Public Library card,the applicant will also be required to be present for the duration of the meeting. d. The weekday reservation schedule will now begin at 9:00am to better compensate for staff arrival and shift times. e. Applicants must apply a minimum of three business days before the requested meeting. f. The policy allowing a maximum number of three reservations at one time will be expanded upon to provide further understanding of the policy. g. Meeting rooms may not be used for private parties such as a wedding showers,baby showers, birthday parties, dances or similar activities. h. Meeting rooms may not be used for a political rally or campaign for or against a specific ballot issue or candidate. i. All fire regulations must be followed while using meeting rooms. j. Activities in meeting rooms must not disrupt Library operations and the library reserves the right to deny applications for programs that are in conflict with established programs/services offered by the library. k. Groups that use publicity and marketing materials for meetings must adhere to a listed set of guidelines (included in the policy)to ensure the Library is not intimated as the sponsor or endorser of that group's meetings. In addition, announcements or notices to publicize meetings cannot be posted or distributed on library premises. 1. The Board also discussed some minor grammar and wording/phrasing changes for existing policies. The Board reviewed and discussed the proposed changes.Rachel will work on finalizing changes and document layout and have the City Attorney review before bringing back to the Board for further review and/or approval. STAFF REPORTS Up-Coming Library Programs: YOUTH SERVICES Children My Very Own Book Club(1st and 2nd Graders): February 12 and 14 This month's book selection is The Legend of Rock, Paper Scissors by Drew Daywalt. Voyagers (3`d Grade Learning Club): February 20 This month's topic is Pop Art Self-Portraits a la Roy Lichtenstein. Kids Winter Reading Challenge: December 16—March 14 For kids in Kindergarten—5th grade. Pick up a log at the Children's Desk and complete the reading challenge for a prize. Teens Teen Book Club (0-12th Graders): March 5 This month's book selection is Outrun the Moon by Stacey Lee. Teen Winter Reading Challenge: December 16—March 14 For 6th-12th graders only.Teens may pick four different reading"options" from twelve different choices. Anime MeetUp: Monday,March 2 a, 6:00pm Join our group for adult fans of anime,manga and Asian pop culture. Garden Swap &Demo: Saturday,March 7(AA,2:00pm Arrive a few minutes early to place out your seeds,bulbs, and cuttings.Master Gardeners will be on hand to answer questions and offer demos to get you started on the garden of your dreams. Adult Winter Ready Challenge: December 16-March 14 Read or listen to three books and record their titles to complete a log for prizes! Genealogy Boot Camp: Saturday,March 28 a, 10:00am Discover tips and resources to help you discover your family history.
