CALL TO ORDER
Announce the presence of a Quorum.
Chair Jason Potts called the meeting to order at 6:30pm and announced the presence of a
quorum. Board Members in attendance; Chair Jason Potts, Vice Chair Byron Betler, Board
Member Andres Gonzalez, Board Member Lisa Shields and Board Member Dan Norris. Board
Members absent:, Board Member Shaun Chronister and Board Member Robert Blair.
�+ Staff present were Mr. Jasen Haskins, Planning Manager, Mr. Kevin Molina, Senior Planner and
Ms. Mary Bradley, Administrative Assistant.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a
non-agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three(3)
minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented
during citizen participation.
No one addressed the Board.
CONSENT AGENDA
All matters listed under the Consent Agenda are considered to he routine by the Board and will he enacted by one
motion. There will not be separate discussion of these items. If discussion is desired, that item will he removed from
the Consent Agenda and will be considered separately.
A. Consider and act upon approval of the Minutes for the March 16, 2020 Meeting.
Board Action
A motion was made by Board Member Gonzalez, and seconded by Board Member Shields, to
approve the minutes as submitted. A vote was taken and carried 5 —O.

1. Hold a Public Hearing to consider and act upon a request by Linda Altier for a
variance to Section A.3 of Planned Development 1999-32 to allow for the
construction of an eight foot tall wooden fence, property located at 1500 Reagan Dr,
Lot 1, Block B of Creekside Estates. ZBA 2020-05
Staff Comments
Mr. Molina stated that the subject property is located at 1500 Reagan Drive and is currently
zoned within the Creekside Estates Planned Development Ordinance (PD 1999-32).
The applicant is seeking a variance to allow for the construction of an eight foot tall wooden
fence in lieu of the maximum six feet allowed by the Planned Development.
Public comment forms were mailed to 19 property owners. Four responses were received in
favor and none received in opposition of the request. One of the responses included a letter from
the Homeowners Association approving the request for an eight foot fence.
Board Discussion
Board Members questioned the difference between current Zoning Ordinance and the Planned
Development 1999-32. Stated stated that the Zoning Ordinance allows for an eight foot fence,
but when the property was, zoned, the Planned Development Conditions required a six foot
height requirement.
Public Comments
Chair Potts opened the Public Hearing.
Ms. Shelia Young 1502 Reagan, adjacent property owner to the subject property, spoke in favor
but wanted confirmation that the applicant was paying for the fence. Staff responded that the
applicant is replacing, the entire fence and will have full financial responsibility.
Chair Potts closed, the Public Hearing.
Board Action
A motion was made by Vice Chair Bcticr, and seconded by Board Member Gonzalez, to grant
the variance to Section A.3 of the Planned Development Ordinance 1999-32 to allow for the
construction of an eight foot tall wooden fence. Property located at 1500 Reagan Drive, Lot 1,
Block B of Creekside Estates. A vote was taken and carried 5 —0.

2. Hold a Public Hearing to consider and act upon a request by Erick Castellanos for a
variance to Section 3.2.B of the Zoning Ordinance to allow for a rear setback of 10'
for the placement of an attached carport located at 1201 Maritime Lane. ZBA

Staff Comments
Mr. Molina stated that the property is located at 1201 Maritime Lane and is currently zoned
Single Family 10/24.
The applicant is seeking a variance to allow for a 10' rear setback for the placement of an
attached carport that measures 480 square feet. The 10 foot rear setback request is in lieu of the
normally required 25 foot rear setback. The carport will be placed on an existing driveway and
accessed from the rear alley. Staff would recommend if approved, to stipulate carport to be
unenclosed.
Public comment forms were mailed to 26 property owners. Three responses received in favor
and none in opposition of the request.

Chair Potts opened the Public Hearing.
Mr. Erick Castellanos, 1201 Maritime Lane, the applicant, stated that the carport will protect
three to four vehicles. Additional concrete may be poured to extend the driveway. The carport
will have a metal roof.
Chair Potts closed the Public Hearing.
Board Action
A motion was made by Board Member Gonzalez, and seconded by Chair Potts, to grant the
variance to Section 3.2.B. of the Zoning Ordinance to allow for a rear setback of 10 feet for the
placement of an attached unenclosed carport located at 1201 Maritime Lane A vote was taken
and carried 5 —0.
3. Hold a Public Hearing to consider and act upon a request by Collin College for a
variance to Section 22-448 of the Sign Ordinance to allow for an increase of the
width and area of two monument signs located at 391 Country Club Rd. ZBA

".' Mr. Molina stated that the applicant is seeking a variance to allow for two monument signs with
a maximum width of 33 feet and a maximum square footage of 264 square feet. A hardship may

exist in this case due to the size of the applicant's property and building. Maximum monument
sign sizes are determined based on average development sizes.
Public comment forms were mailed to 32 property owners. One response in favor and none in
opposition of the request was received.
Public Comments
Chair Potts opened the Public Flearing.
Mr. Patrick Gurley, RA, Page Southerland Page, Inc, 1800 Main Street, Suite 123, Dallas, Texas,
architect for Collin County College, stated that he misunderstood the building permit approval,
in that the sign was not approved. Both sign monuments are installed, and will not be increased
in size.
Chair Potts closed the Public Hearing.
Board Action
A motion was made by Vice Chair Betler, and seconded by Board Member Gonzalez, to grant
the variance to Section 22-448 of the Sign Ordinance to allow two monument signs with a
maximum width of 33 feet and a maximum square footage of 264 square .fect. A vote was taken
and carried 5 — O.
ADJOURNMENT
A motion was made by Vice Chair Betler and seconded by Board Member Norris, to adjourn the
meeting. A vote was taken and carried 5 0.
