CALL TO ORDER
Announce the presence of a Quorum.
Chair Cory Plunk presided over the meeting and called the meeting to order at 6:00PM.
Commissioners present: Chair Cory Plunk, Vice Chair Bryan Rogers, Commissioner Brian Ortiz,
Commissioner Taylor Newsom, and Commissioner Dan Norris.
Staff present: Mr. Jasen Haskins, Planning Manager, Kevin Molina, Senior Planner and Tina
Link, Deputy City Secretary.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Ortiz gave the invocation and Commissioner Newson led the Pledge of
Allegiance.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Commissioners regarding an item that is not listed on the Agenda. Residents must fill out a
non-agenda form prior to the meeting in order to speak. Commissioners requests that comments be limited to three
(3)minutes. In addition, Commissioners not allowed to converse, deliberate or take action on any matter presented
during citizen participation
No one approached the Commissioners.
CONSENT AGENDA
A. Consider and act upon approval of the Minutes from the August 4, 2020 Regular
Meeting.
B. Consider, and act upon a recommendation to City Council regarding an Amended
Plat for Lot 1 of Alanis Addition to establish new fire lane and utility easements on
1.888 acres, located at the northeast corner of Alanis Dr and Ballard Ave.

Commission Action
A motion was made by Vice Chair Rogers, seconded by Commissioner Newsom, to approve the
Consent Agenda Item A, and B vote was taken and the motion carried 5-0.
WORK SESSION
1. Discuss the automotive repair, minor use as it pertains to allowed zoning districts
Staff Comments
Mr. Haskins stated that planning staff has researched a request by Chair Plunk if the current
zoning allowances of the automotive repair, minor use differed from those of surrounding cities
and was a change to the Zoning Ordinance to require a Special Use Permit(SUP) appropriate. In
staff's finding it was determined that a SUP for the use may be appropriate. Staff discovered that
surrounding cities generally require special use permits when the use is located within a
commercially and/or light industrially zoned area. Some cities have additional conditions on the
for an SUP, such as visual screening or distance requirements. Staff, with the support of the
Wylie Economic Development Corporation, also expressed concern about the difficulties in
redevelopment of the use should the business fail.
Board Discussion
After some discussion, the commission directed staff to move forward with a change to the
Zoning Ordinance requiring a special use permit with conditions that varied per district and the
allowance of the automobile repair use, minor by right within the Light Industrial District with
additional provisions.
Chair Plunk closed the work session.
ADJOURNMENT
A motion was made by Commissioner Newsom, and seconded by Commissioner Norris, to
adjourn the meeting at 6:50 PM. A vote was taken and carried 5 - 0.
