ORDINANCE NO. 7/
AN ORDINANCE CREATING A MUNICIPAL DEFENSE AND DISASTER RELIEF
COMMITTEE AND PROVIDING THE POWERS OF THAT COMMITTEE: CREATING
THE OFFICE OF MUNICIPAL CIVIL DEFENSE COORDINATOR AND PROVIDING
THE DUTIES AND RESPONSIBILITIES OF THAT OFFICE: CREATING AN
OPERATIONAL ORGANIZATION: GRANTING NECESSARY POWERS TO COPE
WITH EMERGENCIES THREATENING LIFE AND PROPERTY IN THE CITY OF
WYLIE: AUTHORIZING COOPERATIVE AND MUTUAL AID AGREEMENTS FOR
RELIEF WORK BETWEEN THIS AND OTHER CITIES OR COUNTIES AND FOR
RELATED PURPOSES: PROHIBITING UNAUTHORIZED WARNING AND ALL=
CLEAR SIGNALS AND MAKING VIOLATIONS A MISDEMEANOR PUNISHABLE
BY FINE NOT EXCEEDING $200.00.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS :
Section 1. There is hereby created the Municipal Civil Defense
and Disaster Relidf Committee of the City of Wylie, Texas, which shall
consist of the following:
a. The Mayor of the City of Wylie, who shall serve as Chairman
of the Committee, and who shall also be known as Municipal
Civil Defense Coordinator of the City of Wylie.
b. The Assistant Civil Defense Coordinator of the City of Wylie,
who shall be charged with the preparation of a civil defense plan for
the City of Wylie, together with such other duties as the Coordinator
may prescribe. The Assistant Coordinator shall be appointed by and hold
his position at the pleasure of the Municipal Civil Defense Coordinator.
The Assistant Coordinator shall serve as Vice-Chairman of the Municipal
Civil Defense and Disaster Relief Committee of the City of Wylie.
c. The Directors of Divisions and Chiefs of Services of such
Divisions as may be provided for by resolution by the City Councilor
by directive of the Municipal Defense Coordinator.
d. Representatives not to exceed three in number from civic,
business, industry, labor, veterans, professional, or other groups,
to be selected and appointed by the Mayor.
Section 2. The powers and duties of the Municipal Civil Defense
and Disaster Relief Committee shall include the recommendation for
adoption by the City Council of a civil defense plan for the City of
Wylie, and the recommendation for adoption by the City Council of any
and all mutual aid plans and agreements which are deemed essential for
the implementation of such civil defense plan. The duties of such
Civil Defense and Disaster Relief Committee shall also include the
making of a survey of the availability of existing personnel, equipment,
supplies and services which could be used during an emergency, as
provided for herein, as well as a continuing study of the need for
amendments and improvements in the civil defense plan adopted by the
City Council. The Civil Defense and Disaster Relief Committee of the
City of Wylie, shall meet upon the call of either the Chairman or
Vice-Chairman.
Section 3. The Mayor of the City of Wylie is hereby authorized
to join with the County Judge of the County of Collin, and the Mayors
of the other cities in said county in the formation of a Civil Defense
and Disaster Relief Council for the County of Collin and shall have the
authority to cooperate in the formation of a civil defense plan for the
County of Collin and in the appointment of a Civil Defense Director for
the County of Collin, as well as all other powers necessary to partici-
pate in a county-wide program of civil defense and disaster relief in-
sofar as said program may affect the City of Wylie.
Section 4. The Office of Municipal Civil Defense Coordinator is
hereby created. The Municipal Civil Defense Coordinator shall have the
authority to request the declaration of the existence of an emergency
by the City Councilor by higher authority. In the event it is deemed
necessary to declare the existence of an emergency without delay, the
Coordinator may, if the City Council is not in session, do so, but such

action shall be subject to confirmation by the city Council at its
next meeting.
The duties and responsibilities of the Municipal Civil Defense
Coordinator shall include the following:
1. The control and direction of the actual operation or training
efforts of the civil defense and disaster relief organization of the
City of Wylie:
2. The determination of all questions of authority and respon-
sibility that may arise within the civil defense and disaster relief
organization of the City of Wylie:
3. The maintenance of necessary liaison with other municipal,
district, State, county, regional, Federal, or other civil defense
organizations~
4. The marshaling, after declaration of an emergency as provided
for above, of all necessary personnel, equipment or supplies from any
department of the City of Wylie to aid in the carrying out of the civil
defense plan~
5. The issuance of all necessary proclamations as to the existence
of an emergency and the immediate operational effectiveness of the civil
defense plan~
6. The issuance of reasonable rule, regulations or directives
which are necessary for the protection of life and property in the City
of Wylie, such rules and regulations shall be filed in the office of the
City Clerk and shall receive widespread publicity unless will be of aid
and comfort to the enemy~
7. The supervision of the drafting and execution of mutual aid
agreements, in cooperation with the representatives of the State and of
other local political subdivisions of the State, and the drafting and
execution, if deemed desirable, of an agreement with the county in which
said city is located and with other municipalities within the county,
for the county-wide coordination of efforts in defense and disaster
relief.
8. The superv1s10n of and final authorization for the procurement
of all necessary supplies and equipment, including acceptance of private
contributions~
9. The authorizing of agreements, after approval of the City Attorney.
for the use of private property for public shelter and other purposes.
Section 5. The operational civil defense and disaster relief
organization of the City of Wylie, shall consist of the officers and
employees of the City of Wylie designated by the Municipal Civil Defense
Coordinator as well as all volunteer municipal civil defense workers.
The functions and duties of this organization shall be distributed among
such divisions, services and special staff as the City Council shall
prescribe by resolution or the Municipal Civil Defense Coordinator
shall provide by directive. Any such resolution or directive shall set
forth the form of organization, establish and designate divisions and
services, assign functions, duties, and powers, and designate officers
and employees to carry "out the provisions of this ordinance, Insofar
as possible, the form of organization, titles and terminology shall
conform to the recommendations of the State Defense and Disaster Relief
Council of the State of Texas and of the Federal Government.
Section 6. Each person serving as a member of the Municipal
Civil Defense and Disaster Relief Committee, or as an officer, employee
or volunteer in any capacity in the Municipal Civil Defense and Disaster
Relief Organization created by resolution or directive pursuant to the
authority herein conferred, shall prior to assuming their duty or duties,
take an oath which shall be substantially as follows:

"I, , do solemnly swear (or affirm) that I
will support and defend the Constitution of the United States and the
Constitution of the State of Texas, against all enemies, foreign and
domestic~ that I will bear true faith and allegiance to the same~ that
I take this obligation freely, without any mental reservation or purpose
of evasion~ and that I will well and faithfully discharge the duties upon
which I am about to enter. And I do further swear (or affirm) that I
do not advocate, nor am I a member or an affiliate of any political
party or organization, group or combination of persons that advocates
the overthrow of the Government of " the United States or of this State
by force or violence~ and that during such time as I am a member of the
Municipal Civil Defense and Disaster Relief Committee of the City of
Wylie, Texas I will not advocate nor become a member or an affiliate of
any organization, group, or combination of persons or of any political
party that advocates the overthrow of the Government of the United States
or of this State by force or violence."
Section 7. Any unauthorized person who shall operate a siren or
other device so as to simulate a warning signal, or the termination of
a warning, shall be deemed guilty of a violation of this ordinance and
shall be subject to the penalties imposed by this ordinance.
Section 8. At all times when the orders, rules and regulations
made and promulgated pursuant to this ordinance shall be in effect, they
shall supersede all existing ordinances, orders, rules and regulations
insofar as the latter may be inconsistent therewith.
Section 9. This ordinance shall not be construed as to conflict
with any State or Federal statute or with any Military or Naval order,
rule or regulation.
Section 10. This ordinance is an exercise by the City of its
governmental functions for the protection of the public peace, health
and safety and neither the City of Wylie, the agents and representatives
of said City, or any individual, receiver, firm, partnership, corporation,
association, or trustee, or any of the agents thereof, in good faith
carrying out, complying with or attempting to comply with, any order,
rule or regulation promulgated pursuant to the provisions of this
ordinance shall be liable for any damage sustained to persons or property
as the result of said activity. Any person owning or controlling real
estate or other premises who voluntarily and without compensation
grants to the City of Wylie a license or privilege, or otherwise permits
the City to inspect, designate and use the whole or any part or parts
of such real estate or premises for the purpose of sheltering persons
during an actual, impending or practice enemy attack shall, together
with his successors in interest, if any, not be civilly liable for the
death of, or injury to, any person on or about such real estate or
premises under such license, privilege or other permission or for loss of,
or damage to, the property of such person.
Section 11. No person shall have the right to expend any public
funds of the City in carrying out any civil defense activity authorized
by this ordinance without prior approval by the City Council, nor shall
any person have any right to bind the City by contract, agreement or
otherwise without prior and specific approval of the City Council.
Section 12. It shall be unlawful for any person wilfully to obstruct,
hinder, or delay any member of the civil defense organization in the
enforcement of any rule or regulation issued pursuant to this ordinance,
or to do any act forbidden by any rule or regulation issued pursuant to
the authority contained in this ordinance. It shall likewise be unlawful
for any person to wear, carry or display any emblem, insignia or any
other means of identification as a member of the civil defense organization
of the City of Wylie, unless authority so to do has been granted to such
person by the proper officials. Convictions for violations of the provis-
ions of this ordinance shall be punishable by a fine of not less than
Twenty-Five Dollars nor more than two hundred dollars.
Section 13. If any portion of this ordinance shall, for any reason,
be declared invalid, such invalidity shall not affect the remaining
provisions hereof.
Section 14. The immediate passage of this ordinance is deemed

essential to the public health, safety and welfare and it shall take
immediate effect.

EMERGENCY OPERATIONS PLAN
I . AUTHORITY
Texas Civil Protection Act of 1951
Texas Emergency Operations Plan of 1966
City Ordinance
II. PURPOSE
To provide, in cooperation with the State and Federal governments, a
workable plan for Wvlie.' :, Texas, designed to save lives and
minimize damage, and restore and rehabilitate society and property
in a national emergency or natural disaster.
To provide an educational and training program for the general public
in accordance with changing concepts and latest available information
and equipment, and it shall be in compliance with recommendations
of the State and Federal Civil Defense program.
III. OBJECTIVE
To safeguard life and property by making maximum use of available
manpower, equipment and protection and to survive and condust
recovery and rehabilitation operations as early as consistent with
the post attack environment, or as quickly as possible following a
natural disaster.
To provide adequate shelter, food, and health services to the
citizens of Wylie.
To actively support the remainder of Collin County and adjacent
areas, as a secondary mission, should they be attacked or experience
natural disaster.
IV. SITUATION AND ASSUMPTIONS
A. Situation
1. The City of Wylie has a peak population of 7000. There are
no fall-out shelters in Wylie. Adequate shelter space for
the entire population can only be obtained by a public
shelter construction program, augmented by home shelters.
Once adequate shelter is provided, future building con-
struction, if properly distributed, could provide additional
space to accommodate increased population.
2. Wylie is served by State Highway 78, northeast and southwest,
FM 544, east and west.
3. Wylie is in southern Collin County.
B. Assumptions
1. It is accepted that a potential enemy has the capability
of attacking the United States with thermo-nuclear weapons
of a size to be determined by the enemy delivered by aircraft,
from submarines, from ICBM, from IRBM and/or by clandestine
means.
2. It is assumed that Dallas is a possible strike area.
3. Wylie would likely receive heavy fallout based on a strike
within this or other areas within this geographic location.
Attacks might be by aircraft bursts to increase blast and
fire damage or by surface bursts to increase the potential
damage by fallout.

4. Although the assumed prime target in this geographic area is
listed in (2) above, other points in Texas might be hit by
bombs or missiles:
a. either as a result of deliberate attack,
b. error in attack, or
c. accident.
5. The weight of an attack on the United States might be such
that no appreciable support from outside the State can be
depended upon for some days or perhaps weeks.
6. That preparations to cope with military attack will be kept
continually concertible to protection against natural disaster.
V. GENERAL PLAN
A. Orqanization
1. The city of Wylie will operate and be responsible for the
incorporated area of the city.
2. Responsibility of Support Services
a. Administration and Personnel: The Mayor will serve as
Chief of Civil Defense Administration and Personnel and
will have the responsibility of caring for all admini-
strative details arising during and after attack, or
natural disaster, and will also secure personnel as
required to support the Chiefs in administrative assign-
ments.
b. Leqal: The City Attorney is the Chief of the Civil
Defense communications and warning, to maintain
a communications net and emergency legislation
and to advise or act on legal matters.
c. Communications: The Fire Chief is responsible for Civil
Defense communications and warning, to maintain a
Communications net and emergency equipment, including
generators.
d. Public Information: The Public Information Officer is
responsible for keeping the public informed of impending
attack, emergency measures for survival, conditions during
attack, and post attack recovery, and maintain contact
with the Emergency Broadcast Station.
e. Traininq: Necessary training will be under the direction
of the Civil Defense Coordinator.
3. Responsibility of Operation Services
a. Police: The Chief of Police is responsible for Civil
Defense Police Services within the city, to maintain
law and order, provide communications, to control traffic,
prevent panic, and protect life and property.
b. Fire and Rescue: The Fire Chief is the Chief of Civil
Defense Fire and Rescue Services with the function of
providing fire and rescue capability during an emergency
for the prevention of death and suffering, and to direct
volunteer firemen. He will also be responsible for
radiation detection and control.

c. Health and Medical: The City Health Officer is the Chief
of Health and Medical Services, to provide for the protect-
ion of the population through emergency health and sanitat-
ion measures, and provide medical support to any affected
area.
d. Enqineerinq: The City Manager will direct Civil Defense
Engineering Services, coordinating activities with public
utilities and public works~ The Water Department, Street
Department, and Electric Department are responsible for
normal functions, and all should be in a position to
perform these functions under emergency conditions.
e. Welfare and Manpower: The City Manager is the Chief of
Welfare and Manpower Services, to carry out functions of
mass feeding, lodging, clothing, recording availability
of manpower and manpower sources.
f. Supply: The City Manager is Chief of Civil Defense Supply
Services and is responsible for emergency procurement and
distribution prodedures and shall be in effect upon a
declaration of an emergency by the Civil Defense Coordinator
All requests will come through this service and no other.
g. Transportation: The City Manager is the Chief of Civil
Defense Transportation Services and functions to provide
necessary transportation For emergency supplies and
personnel, using local government vehicles and equipment,
and private methods of conveyance if the situation requires.
4. Full-time employees of City, not assigned to specific civil
Defense services, will support the Civil Defense Coordinator
by providing professional advice, records, protection, man-
power, or administrative assistance.
5. Evacuees, including organized Civil Defense services entering
the city from other areas will come under the jurisdiction
and control of the City Civil Defense.
B. Actions To Be Taken
1. Strateqic Warninq
a.Alert all emergency forces, including all city government
officials.
b. Contact all City Departments and adjacent counties for
coordination of emergency operations.
c. Wylie Civil Defense Department officials will activate
the City Emergency Operating Center and operate same on
24 hour basis.
2. Tactical Warninq
a. Warn population and implement plans.
b. Call Civil Defense officials and other key personnel to
Emergency Operating Center.
c. Establish necessary communications with various agencies
and the State Control Center.
d. Alert responsible authority to activate billeting
procedures, and activate reception and care centers.
e. With little or no warning, and an attack or act of
nature imminent, take best shelter available.

3. Post Attack Recovery
a. Determine fallout threat.
b. Government agencies implement emergency mission plans.
c. Furnish medical care, food, clothing, and refuge as
necessary.
d. Establish temporary economic controls on critical resources.
e. Direct distribution of resources, including manpower.
f. Evaluate requests, request support from the State office
if needed.
g. Maintain law and order within the city.
VI. RESOURCES CONTROL AND MANAGEMENT
A. Economic Controls
1. Freezing, rationing, or other resource controls, may be
imposed by direction of the Governor or local authorities
as necessary under emergency conditions and the situation.
All resources within the boundaries of the city, both public
and private, will be used when deemed necessary by city
government officials and upon orders of the City Council, only
during an emergency. Federal stockpiles may be available
to this city upon request to the state director.
B. Supply, Manppwer, Transportation
1. Supply services will be directed by the Chief of Civil Defense
Supply Service.
2. Manpower services will be directed by the Chief of Civil
Defense Welfare Services.
3. Transportation will be directed by the Chief of Civil Service
Transportation Services.
VII. COMMUNICATIONS AND CONTROLS
A. Communications
1. Responsibility for communications in the City of Wylie are
under the direct control of the Communications Officer,
including private nets~ will be reserved for emergency
purposes.
B. Control
1. The Wylie City government supersedes all other authority
within the period of an involved national emergency.
2. Lines of Succession, city government. The following lines
of succession are established:
a. Mayor - Civil Defense Director
b. Mayor Pro Tem
c. Assistant Civil Defense Director
3. Control Center
a. Primary Control Center - Police Station, 108 N Ballard
b. Alternate Control Center - Wylie High School, 1001 S. Ballarl

4. Alternate Plans: The Base Plan is flexible and can be
altered to fit any situation if the condition presents
itself, and can be changed in its entirety if found to be
in the best interests of the effected area.
VIII. NATURAL DISASTER
A. Emergency services will take such action as is deemed necessary
by the Civil Defense Director upon his receipt of notice of a
disaster with the city from any creditable source. A civil
Defense control element sufficient to exercise coordination of
the services responding will establish itself at the scene of
disaster if required by the Director.
B. In the event of a natural disaster of such proportions as to
require assistance from other than the city and county services,
such service will be requested only by the Mayor or Civil
Defense Director from State and Federal sources through established
Civil Defense channels.

BE IT RESOLVED by the City Council of the City of Wylie that
the "Emergency Operation Plan", a copy of which is attached
hereto, be and the same hereby adopted as the Emergency
Operational Plan for the said City of Wylie.
