CALL TO ORDER
Announce the presence of a Quorum.
Board Chair, Janice Borland called the meeting to order at 7:00pm. The following Library Board
members were present: Juan M. Azcarate III, Janice Borland, Arthur Borgemenke, Kenneth Cash,
Rosalynn Davis, Carla McCullough, Irene Chavira, Rachel Orozco, Board Liaison. There were no
absences.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name
and address. Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to

converse, deliberate, or take action on any matter presented during citizen participation.
No citizens were present at the meeting.
PRESENTATION
No presentations were given at the meeting.
ACTION ITEMS
1. Consider and act upon approval of the Minutes of the March 9,2020 Library Board Meeting.
Board Action:
The Library Board Minutes of Monday, March 9, 2020 were unanimously approved as presented.
REGULAR AGENDA—DISCUSSION ITEMS
1. Introduction of Ofilia Barrera,Youth Services Supervisor:
Rachel Orozco announced that she is retiring from her position as Library Director of the Smith
Public Library. She introduced the Board to Ofilia Barrera,the current Youth Services
Supervisor. Ofilia has been training and working a succession plan with the goal of stepping into
the Library Director position upon Rachel's departure. The final decision process for the position
transfer is currently underway within City Management.
2. Review FY 21 Budget:111
Rachel and Ofilia reviewed the proposed FY 21 library budget with the Board.The Library's
proposed budget is an increase of about 1.6% over last years' budget.The Board reviewed and
discussed the details of the items in the proposed budget.

3. Review Upcoming Agenda Items and Summer Learning Club Programs:
Rachel shared the current measures and procedures in place for staff and patron safety during the
COVID 19 pandemic. The Board discussed the on-going plans for operations during this time.
Due to the current COVED 19 pandemic, the library's annual Summer Learning Club Program(s)
will all take place virtually this year.The Board received copies of the program agenda and
discussed the programs and the plans the library has in place for presenting them virtually.
STAFF REPORTS
The Board received and reviewed copies of the upcoming Summer Learning Club program
agenda for FY20.
