AN ORDINANCE OF THE CITY OF WYLIE REPEALIN:i ORDINANCE 71-10,
THE PLUMBlOO CODE OF THE CITY OF WYLIE: AND ADOPTING THE 1973
EDITION OF THE UNIFORM PLUMBING CODE WITH CERTAIN ADDITIONS AND
DELETIONS: PROVIDlOO A SAVINGS CLAUSE, A SEVERABILITY CLAUSE:
PENALTIES FOR VIOLATION, AND EFFECTIVE DATE: AND PROVIDING FOR
THE PUBLICATION OF THE CAPTION OF THIS ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS:
SECTION I. That Ordinance 71-10, the plumbing code of the City
of Wylie, is hereby repealed and without force and effect from and
after the adoption of this Ordinance.
SECTION II. That the 1973 Edition of the Uniform Plumbing Code,
as adopted by the International Association of Plumbing and Mechanical
Officials at its forty-third annual conference, be and is hereby made
a part of this Ordinance and is adopted and designated as the Plumbing
Code of Wylie, Texas, to the same extent as if such code was copied
at length herein, subject to the ommissions, amendments, and additions
prescribed in Section Three (3) of this Ordinance.
SECTION III. That the following additions, deletions, and
amendments to the 1973 Edition of the Uniform Plumbing Code be and are
hereby approved:
(A.) On Page 25, Chapter 3, entitled "General Regulations, General
Instructions and Requirements", add the following two sections:
SECTION 300-A-License Required.
No person shall engage in the business of installing, maintaining,
altering or repairing of water, gas, sewage, or storm water sewer lines
used for the conduction of water, gas, or storm water without first
obtaining a permit from the Administrative Authority to do so. Nor
shall any person in any manner undertake to execute such work, unless
such person is the holder of a valid license is~ued under the provisions
of Article 6243-101, Vernon's T~x~~ ~~~~_ ~tatutes, as amended, (known
as liThe Plumbing License Law of 1947") or unless such person is
specifically exempted from the provisions of said Article 6243-101.

SECTION 300-B Specifically Exempted Persons
All exempted persons shall comply with all provisions of this code
with the exception of obtaining a valid license under the provisions
of Article 6243-101, Vernon's Texas Civil Statutes, as amended,
(known as liThe Plumbing License Law of 1947"). The City Council
may grant a special work permit to engage in plumbing to persons in
order to avoid unnecessary hardships that would deprive that person
from earning a livelihood. The City Council may establish any
requirements deemed necessary to insure quality work prior to granting
an exemption and may cancel said work permit at any time that there
is a violation of this code or any additional requirement as set
forth by the City Council.
SECTION 300-C Surety Bond Required
Before engaging in business and/or annually on or before January
1st of each year, every Master Plumber shall give and maintain in force
for the remainder of the calendar year a bond made payable to the City
of Wylie. The bond shall be in the principal sum of One Thousand
Dollars ($1,000.00) and shall be conditioned that the Master Plumber
will comply with all the provisions and requirements of this Code, and
other ordinances of said City, relating to plumbing, gas fitting,
drainage, etc., and will indemnify and hold the City of Wylie harmless
against any and all claims of damages or injuries against the City of
Wylie by third parties arising out of the carelessness or negligence
of said Master Plumber and against any and all costs, expenses, damages
and injuries sustained by the City, its agents or employees arising
out of the carelessness or negligence of said Master Plumber.
(B) Add SECTION 306-A to read as follows:
SECTION 306-A-Permit Fees.
The permit and inspection fees herein provided shall be paid to the
City of Wylie before the issuance of a permit and before any work is
started. The fees shall be as follows:
Type of Work Permit $1.00 Inspection Fee
Each fixture to be installed $1.00
For each re-inspection $1.00
Each septic tank $10.00
(when allowed)

(C) Table "N' Plumbinq Material Standards, pp. 21-22, to be
changed as follows: Nonmeta1ic Pipinq: (pp.21-22)
(1) Delete "Homogenous biturninized fiber drain and sewer pipe. II
(2) Delete "Polyethylene building supply (water service lines)...
(Installation) ".
(3) Amend "A.crylonitri1e - butadiene - styrene (ABS) - DWV pipe
and fittings (Insta11ation)1I to read "acrylonitrile - butadiene-
styrene (ABS - Schedule "40") DWV Pipe and Fittingsll.
(4) Amend IIpoly (vinyl chloride) (PVC) - DWV Pipe and Fittings"
to read IIpoly (vinyl chloride) (PVC-Schedule "40")-DWV Pipe
and fittingsll.
(5) Add "PVC Schedule 114011/ and ABS Schedule "40" DWV or better
may be used for drain, waste, and vent provided it is used
above the floor (six inch 611 min.) and installed in buildings
that do not exceed two stories in height. Schedule "40"
PVC and ABS pipe and fittings are not interchangeable and
will not be permitted within the same struc;:.t:-ure.
(6) Add: "Lead Pipe connections to water closets: Lead Pipe
connections to water closets may be used in combination with
Schedule 40 ABS or PVC soil pipe When and if the plastic adapter
is the same material as the waste and vent systems. Bonding
material shall be a semi-flexible two-component epoxy-based
adhesive creating a bond between the lead and the plastic
adapter equal to plastic-to-plastic socket-weld joint. The
lead bend or lead stub must be reduced to an outside diameter
which will allow the plastic adapter to slide over the reduced
portion with a force-fit, leaving approximately one-eighth
(1/811) inch of lead protruding from the end of the adapter.
Bonding material shall be applied to the outside of the lead
pipe and to the inside of the plastic adapter before it is
forced over the lead. The protruding 1/811 portion of lead
shall be swaged over the end of the adapter and trimmed flush
with the outside of the adapter."

(D) Amend Section 802 to add the following sub-paragraphs:
(0) Polyethylene Gas Pipe Joints: Heat fusion joints or
compression couplings shall be made in accordance with the
manufacturer's recommendations. Threaded pipe and fittings
shall not be used.
(P) Polyethylene Gas Pipe to Metal Pipe Joints: Joints between
polyethylene pipe and metal pipe shall be made with approved
mechanical compression fittings with integral metal stiffeners
built into the fitting.
(E) Amend Section 803 to add the following sub-paragraph:
(G) Polyethylene Pipe: Polyethylene yard service piping shall be
continous between the gas meter riser and house riser. Piping
accidently damaged shall be joined either by heat fusion or an
approved compression fitting.
(F) Amend Section 804 to add the following sub-paragraph:
(G) Polyethylene Pipe to other Materials: When connecting
plastic pipe to other types of piping use only approved types
of fittings and adapters designed for the specific transition
intended.
(G) Amend sub-paragraph (A) of Section 1212 and add sub-paragraph (E)
as follows:
(A) All pipe used for the installation, extension, alteration,
or repair of any gas piping shall be standard weight wrought
iron or steel (galvanized or black), yellow brass (containing
not more than seventy-five (75) per cent copper), or internally
tinned or equivalently treated copped or iron pipe size or
polyethylene (PE3406), (PE3306), and (PE2306).
(E) All polyethylene pipe size 1/2 inch and above used shall have
a standard dimension ratio (SDR) of eleven (11) or less and
shall have a minimum wall thickness of 0.090 inches.
(H) Amend sub-paragraphs II,AII and "D" of Section 1213 to read as follows:

(A) All ferrous joints in the piping system, unless welded,
shall be screwed joints, having approved standard threads.
Such screwed joints shall be made up with approved pipe joint
material, insoluble in the presence of fuel gas and applied to
the male threads only. Polyethylene pipe: Joints in poly-
ethylene piping shall be heat fused in accordance with the
manufacturer's recommendations. Joints between polyethylene
pipe and metal pipe shall be made with approved mechanical
compression fitting with integral metal stiffners. Polyethylene
pipe must be buried a minimum of 18 inches in the ground for
its entire length and may not be used within or under any
building, structure or mobile home.
(D) Ferrous piping installed underground in exterior locations
shall be protected from corrosion by approved coatings or wrappil
materials and all such horizontal piping shall have at least
twelve (12) inches of earth cover or other equivalent
protection. Risers shall be wrapped to a point of at least
six (6) inches above grade. The compression fittings employed
to connect polyethylene pipe with ferrous gas piping shall be
protected from corrosions by approved coating or wrapping
materials.
SECTION 4. For purposes of this Ordinance and interpreting the
1973 Edition of the Uniform Plumbing Code, the term "Administrative
Authorityll shall mean the Chief Building Official of the City of Wylie,
his agents and employees, who are hereby empowered by this City Council
with the authority to administer and enforce the provisions of this
Ordinance and Plumbing Code.
SECTION 5. It is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and phrases
of this Ordinance are severable, and if any phrase, clause, sentence
or section of this Ordinance shall be declared unconstitutional or
invalid by any judgment or decree of a Court of competent jurisdiction,
such unconstitutionality or invalidity shall not affect any othe~
remaining phrase, clause, sentence, paragraph or section of this ordinanCE
and the City Council hereby declares it woulj have p3S~Cj the remaining

portions even though it had known the effected parts would be held
unconstitutional.
SECTION 6. Any person, firm, company, partnership, corporation
or association violating any provisions of this ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof, shall
be fined in the sum of not less than One Dollar ($1.00) and not more
than Two Hundred Dollars ($200.00).
SECTION 7.
That this Ordinance shall become effective upon its
passage by the City Council of Wylie, Texas, and its publication as
required by law.
