ORDINANCE # 79- 12
AN ORDINANCE OF THE CITY OF WYLIE, TEXAS, ESTABLISHING WATER AND SEWER RATES;
ESTABLISHING DEPOSIT FOR WATER SERVICE; ESTABLISHING A CHARGE FOR SETTING UP
AND TURNING ON WATER SERVICE; ESTABLISHING A CHARGE FOR TRANSFERRING OF AC-
COUNTS; PROVIDING A SERVICE CHARGE FOR ALL CHECKS RETURNED; PROVIDING A 10%
PENALTY ON PAST DUE ACCOUNTS; (REPEALING ORDINANCE #79-5); PROVIDING FOR A
PENALTY NOT TO EXCEED TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS:
SECTION 1. The following monthly rates are hereby establ ished and shall be
collected for water services furnished by the City to residents located within
the corporate limits of the City of Wylie, Texas:
First 2,000 gallons
(minimum monthly charge) $ 6.45
Next 4,000 gallons 1. 75 per 1,000 gallons
Next 4,000 gallons 1. 40 per 1 ,000 gallons
Over 10,000 gallons .90 per 1,000 gallons
SECTION 2. The following monthly rates are hereby establ ished and shall be
collected for water services furnished by the City to persons located and sit-
uated outside the corporate 1 imits of the City of Wyl ie, Texas:
First 2,000 gallons
(minimum monthly charge) $ 9.67
Next 4,000 gallon s 2.62 per 1 ,000 gallons
Next 4,000 gallons 2.10 per 1 ,000 ga lIons
Over 10,000 gallons 1. 35 per 1,000 gallons
SECTION 3. The following monthly rates are hereby established and shall be
collected for sanitary sewer services:
First 2,000 gallons
(minimum monthly charge) $ 4.80
Next 4,000 gallons 1. 30 per 1 ,000 g a I I on s

Over 10,000 gallons .55 per 1 , 000 gallons
Maximum sewer charge for Single Family Residential will be I imited to 8,000
gallons of $11.70.
All Sanitary Sewer charges are based on volume of water consumed. Any
Consumer who is using water in process but not discharging the same into the
sanitary sewers may wish to install flow meters to determine return flow at
the owner's expense and in compliance with the requirements set forth by Public
Works Director and/or City Engineers. Maintenance and guarantee of accurate
reading is also at the consumer's expense.
SECTION 4. Each consumer of water from the City of Wylie Water System shall
pay to the City a deposit in the following amount:
Residential Deposit of $30.00
Commercial Deposit of $40.00
Said deposit shall be applied to the payment of any unpaid bills, and, when so
used, the deposits shall be restored to the original amount. Any present de-
posit being held by the City in an amount less than the amount prescribed by
this ordinance shall remain in the original amount unless the service has been
cut off for non-payment.
Restoration of service will require the consumer to increase the deposit to the
amounts prescribed by this Ordinance Section.
SECTION 5. There is hereby established a charge for setting up a new account
on the utility records of $3.50 which shall be applied each time that a water
consumer changes his place of occupancy and requests water service.
SECTION 6. If it becomes necessary to cut off water service for non-payment,
or by request of the consumer, an additional charge o! $7.50 shall be paid
prior to restoring such service for non-payment, which are cut off between the
hours of 8:00 A.M. to 5:00 P.M. A charge of $10.00 shall be paid prior to
restoring such service for weekends, holidays, or after regular service hours.
Consumers requesting the cut-off f~r repair of lines may have the charge added
to their next monthly bill in lieu of payment at the time reconnection is made.

SECTION 7. Any check or bank draft, used as payment to the City for services,
which is returned for insufficient funds shall be charged an additional $5.00
per check.
SECTION 8. Utility bills are due on or by the 10th of the month following the
mailing on the first of the month for service of the preceeding month. If the
tenth falls on Saturday, Sunday, or a Legal Holiday, payments without 10% pen-
alty will be accepted on the following working day. Payments made after the
10th of the month will bear a 10% penalty of the unpaid balance of the account,
Any payment made without the penalty after the penalty date will be levied
against the water consumer's account. .Utility consumers with accounts unpaid
after the fifteenth of the month shall be notified of notice of cut-off for
non-payment giving one week before discontinuation of service.
SECTION 9. All contractors requesting new meters for construction purposes
shall be charged a flat rate of $10.00 with a 5,000 gallon maximum limit. Said
fee shall be charged in lieu of a meter. deposit and shall be paid at the same
time that the meter installation fee is paid.
SECTION 10. This Ordinance is cumulative of all other Ordinances on the sub-
ject and does not repeal any present Ordinance unless in conflict with this
Ordinance, except Ordinance #79-5, which is hereby repealed in full, in which
case this Ordinance shall govern.
SECTION 11. 'Any person, firm or corporation not complying with the provisions
of this Ordinance shall not receive water service from the City of Wylie, shall
be guilty of a misdemeanor, and upon conviction thereof, shall be punished by
a fine in any amount not to exceed two hundred ($200.00) dollars for each and
every v'iolation.
SECTION 12. The fact that water and sewer rates charged by the City needs to
be adjusted creates an urgency and an emergency and in the preservation of

public health, safety and welfare requires that this Ordinance shall take
effect ~ day of January, 1979, and will be reflected in the util ity service
bills dated day of March, 1979, and after its passage and the publ ication
of the caption, as the law in such cases provides.
