Board Member Byron Betler called the meeting to order at 6:33pm and announced the presence of a quorum. Board Members in attendance; Board Member Byron Betler, Board Member Robert Blair, Board Member Richard Covington, and Board Member Andrew Wight. Board Members absent: Board Member Shaun Chronister and Board Member Lance Kiser. Staff present were Mr. Jasen Haskins, Planning Manager, Mr. Kevin Molina, Senior Planner and 111 Ms. Mary Bradley, Administrative Assistant. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non-agenda form prior to the meeting in order to speak. The Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No one approached the Board Members. CONSENT AGENDA All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately A. Consider and act upon approval of the Minutes for the July 20, 2020 Meeting. Board Action A motion was made by Board Member Wight, and seconded by Board Member Covington, to approve the minutes as submitted. A vote was taken and carried 4—0. Hold a Public Hearing to consider and act upon a request by Roger Whan for a variance to Section 22-444(7) & 22-445(6) of the Sign Ordinance to allow for the placement of two movement control pole signs with a max height of 8' and max width of 4'.Property located at 807 Woodbridge Parkway. ZBA 2020-14 Staff Comments Mr. Molina stated that the subject property is located at 807 Woodbridge Parkway. The applicant is seeking a variance to allow for two movement control pole signs with a maximum height of eight feet and maximum width of four feet. The purpose of the signs is to give notice to parents and students of the Wylie High School not to use Pet Supplies Plus access as a drop-off or pickup site. According to the Wylie Police Department stopping in a Fire lane or access drive is not an enforceable offense. Additionally, during pick-up times, staff observed that vehicle stacking did not significantly affect traffic flow or access to the site. Public comment forms were mailed to six property owners. One comment form was received in favor and no comment forms received in opposition of the request. Board Discussion Mr. Brad Quine, Quine and Associates, Inc and Mr. Roger Whan, 2602 Lakeside Drive, McKinney, applicants for the request. Mr. Whan stated that the current school year is lighter than last year, parents use the access along the side of the building and in front of the building as a drop off for students. Board Members discussed different options for signs. Mr. Quine stated that an option considered to include towing will be enforced upon those dropping off students. Board Members encouraged applicants to communicate the concern with the Wylie Independent School District. Public Comments Chair Betler opened the Public Hearing. Board Action A motion was made by Board Member Newson, and seconded by Board Member Covington, to grant the variance to Section 22-445(6) of the Sign Ordinance to allow a maximum of two temporary "A Sandwich" type signs, not to exceed six feet in height nor 18 square feet per side, and to be placed during Pet Supplies Plus regular business hours on school days only. Property located at 807 Woodbridge Parkway. ZBA 2020-14. A vote was taken and carried 4—0. 2. Hold a Public Hearing to consider and act upon a request by Jill Bresnan for a variance to Section 5.1.F.21 of the Zoning Ordinance to allow for a reduction in required parking for a restaurant without drive-thru. Property located at 960 FM 544. ZBA 2020-15 Staff Comments Mr. Molina stated that the property is located at 960 W. FM 544 and is currently zoned Commercial Corridor. The applicant is proposing to renovate an existing restaurant with a drive-thru by removing its drive-thru aisle and converting it to a patio dining space. This change would increase the square footage of the restaurant by 1,299 square feet and reclassify the restaurant use as one without a drive-thru. The applicant is proposing to renovate the site in two phases. Phase I includes the addition of a covered patio that measures 1,115 square feet and the addition of 14 new parking spaces. Phase II includes the addition of 184 square feet and providing 10 additional parking spaces. Public comment forms were mailed to nine property owners. One comment form was received in favor and no comment forms received in opposition of the request. Board Discussion Ms. Jill Bresnan, Manager for Josephine's Neighborhood Bistro, stated that intent is to complete construction within 36 months. Board Members discussed with the applicant the location of the parking spaces and the renovation time frame. Board Members recommended that a total of 47 parking spaces and renovation be completed within 36 months. Public Comments Chair Betler opened the Public Hearing. Board Action A motion was made by Vice Chair Blair, and seconded by Board Member Wight, to grant the variance to Section 5.1.F.21 of the Zoning Ordinance to allow current 31 parking spaces to meet the parking requirement during the addition of a maximum 1,300 square feet renovation and to add 16 additional parking spaces within 36 months for a total of 47 parking spaces. Property located at 960 W. FM 544 . ZBA 2020-15. A vote was taken and carried 4—0.
