CALL TO ORDER
Interim Chairman Tim Bennett called the meeting to order at 6:36PM. Those present
besides Interim Chairman Tim Bennett were; Commissioner Willie Osborne,
Commissioner Ramona Kopchenko, and Commissioner John Manganilla, Commissioner
Ruthie Wright arrived late. Chairman Dennis Larson and Vice-Chairman Phillip
Johnston were absent.
Staff present was Renae 011ie, Planning Director, Charles H Lee, Senior Planner and
Mary Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Interim Chairman Bennett gave the invocation and Commissioner Kopchenko led the
pledge of allegiance.
CITIZENS COMMENTS
Interim Chairman Bennett opened the Citizens Participation. No one approached the
Commissioners; Interim Chairman Bennett closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the October 7, 2008,
Regular Meeting.
A motion was made by Commissioner Osborne, and seconded by Commissioner
Manganilla, to approve the minutes from October 7, 2008 Regular Meeting, as submitted.
Motion carried 4 — 0, with Chairman Larson, Commissioner Wright, and Vice-Chairman
Johnston absent.

Action Agenda
1. Consider a recommendation to the City Council regarding a Final Plat for
Magnolia Estates, Block A, Lot 1 creating one single family residential lot
generally located south of Hensley Lane and approximately 433 feet east
of(Jerry Wayne Combest) Founders Park entry road.
Mr. Lee stated that the applicant is Mr. Charles Cheshire. The property was originally
annexed into the City in 1995 and totals 10.052 acres. The property is zoned Agricultural
(AG/30). The Plat will establish lot boundaries for a single family residential lot and dedicate
right-of-way for Hensley Lane and utility easement located along the frontage northern
boundary. The remaining portion of the property will be used as agricultural and animal
husbandry purposes. Applicant was not present.
With no questions for Staff, a motion was made by Commissioner Kopchenko, and seconded
by Commissioner Osborne, to recommend approval to City Council for a Final Plat for
Magnolia Estates, establishing one single family residential lot, generally located south of
Hensley Lane and approximately 433 feet east of (Jerry Wayne Combest) Founders Park
entry road. Motion carried 4—0, with Commissioner Wright arriving late. Chairman Larson
and Vice-Chairman Johnston were absent.
MISCELLANEOUS
Ms. 011ie reminded the Commissioners that October was National Community Planning
Month. The Wylie Independent School District will be submitting artwork and Ms. 011ie
asked the Commissioners to vote on each one at their leisure by November 5, 2008. On
November 11th, City Council will be awarding the superior artwork.
Commissioner Wright arrived at 6:42pm.
Ms. 011ie stated that in recognition of Community Planning Month, we will be
recognizing Sanden International at the City Council meeting on October 28, 2008, for its
participation in providing environmental safeguards in their facility. A tour of the facility
is being planned, as soon as the date is set an email will be sent to all the Commissioners
for their availability.

ADJOURNMENT
A motion was made by Commissioner Osborne, and seconded by Commissioner
Manganilla, to adjourn the meeting at 6:45PM. All Commissioners were in consensus.
