NOTICE
An emergency and urgent public necessity exists because of the COVID-19 pandemic, making
it difficult or impossible for a quorum of the Library Board to convene at one location and/or
making it inconsistent with guidance from the Centers for Disease Control and Prevention and
guidance/orders from the State of Texas, Collin County and Dallas County for members of the
public to congregate at the meeting location.
Accordingly, a quorum or more of the Library Board will conduct this meeting via video
conference pursuant to the Texas Governor's Order temporarily suspending certain provisions
of the Texas Open Meetings Act and guidance received from the Texas Attorney General's
Office.
Any member of the public wishing to participate in the meeting should use the following web
link online at: https://us02web.zoom.us/j/82028586655. Accessing the link at the meeting time
will make the meeting audible to members of the public and allow for two-way communication.
A recording of the meeting will be made available to the public upon request.

CALL TO ORDER
Announce the presence of a Quorum.
Board Chair, Janice Borland called the meeting to order at 7:03pm. The following Library Board members were
present: Juan M. Azcarate III, Arthur Borgemenke, Janice Borland, Irene Chavira, Rosalynn Davis, Toshia
Kimball, Carla McCullough, Ofilia Ban-era,Board Liaison. There were no absences.

BUSINESS ITEMS
1. Consider and act upon approval of the Minutes of the August 10,2020 Library Board Meeting.
Board Action:
The Library Board Minutes of Monday, September 14, 2020 were unanimously approved as
presented.
2. Consider and act upon the Animals in the Library Policy.
Board Action:
As discussed by the Board at the last meeting, a clause was added to the policy that holds owners liable
for any damages caused to the library by their animals, and the updated policy has been reviewed by the
City Attorney. The Board completed a final review of the policy and noted a few minor grammatical
errors that need to be fixed.

Rosalynn Davis made a motion to approve the new Animals in the Library Policy with the few
grammatical error corrections, as noted. The motion was seconded by Arthur Borgemenke. The
Animals in the Library Policy was unanimously approved by the Board Members.
3. Consider and act upon the Mobile Wi-fi Hotspot Policy.
Board Action:
As part of the TSLAC Cares Grant received by the library this year, the library has established a Wi-fi
hotspot lending program to provide patrons in our community with high-speed internet access. A policy has
been developed to govern the use of this program. Ofilia provided an overview of the new program, and the
Board reviewed and discussed the new policy developed to govern the program.
Juan M. Azcarate made a motion to approve the new Mobile Wi-Fi Hotspot Policy as presented. The motion
was seconded by Carla McCullough. The Mobile Wi-Fi Hotspot Policy was unanimously approved by the
Board Members.
REGULAR AGENDA—DISCUSSION ITEMS
1. Review REALM Project Test 5:
Ofilia provided the newest research updates in the on-going research project to determine how items
should be handled to mitigate COVID-19 exposure from library materials. She shared/discussed with
the Board the course of action(s)the Smith Public library is taking to mitigate COVID-19 exposure.
2. Review Circulation Statistics Since Pandemic:
Ofilia presented the board with an overview of the changes in the library's circulation statistics since
the start of the COVID-19 pandemic. The Board reviewed and discussed the results of the statistics.
3. Update Status of Meeting Room Policy and Collection Development Policy: • Meeting Room
Policy: The Meeting Room Policy is currently in review with the City Attorney.
• Collection Development Policy: this policy is currently in the development phase and being
worked on.

Wylie residents and non-residents are eligible for a library card.
Applicants are required to present a valid photo identification to receive a library card. The
following types of photo ID. are acceptable: State Driver's License, State issued identification
card, Passport.
No person may be registered for more than one active library card. To protect the user, a
library card or a valid picture I.D. is required for all library transactions. New cardholders will be
limited to 5 items on their initial checkout.
Minors, ages 17 and under, must have the signature of a parent or legal guardian to be issued
a card. The adult must meet the requirements noted above.

A lost library card may be replaced for 1.00. To replace a lost card, proof of identification is
required. It is the patron's responsibility to report a lost or stolen card or change of address.

Library cards expire every three years so that patron's information may be updated. All fines
and fees must be paid prior to renewing the library card.

A library cardholder may checkout as many items as they would like within the exceptions
listed above. Cardholders accept full responsibility for all materials borrowed on their card and
for all associated charges.

The following items are not eligible for renewal.

• All materials available for checkout can be placed on hold except for board books and
magazines.
• There is a maximum of 10 holds for physical items and 5 for digital items per library
account.
• When a physical item becomes available for pickup, the item will be held for seven
days. If the item is not picked up in seven days, the next person on the list will be
contacted or the item will be returned to the shelf.
• If a person in the library tries to check out a book at the same time a patron online tries
to place a hold, the priority will be given to the person in the library. The online patron
will be put on the hold list.
• When a digital item becomes available, the item will be held for three days. Digital holds
may be set in "Account Settings" to checkout automatically.
Interli ra Loan (ILL)
Items not owned by the library may be requested via interlibrary loan. Only certain types of
materials may be requested. A patron may request specific titles and the time period to obtain
materials varies. Five requests per month are allowed per cardholder.
To borrow from interlibrary loan, patrons must be in good standing including adults who are
responsible for cards of minor children.
To obtain an item from ILL, a patron must fill out a loan request form available online or place
the request in person at the library. You must fill out an online form for each item you wish to
borrow. Interlibrary loan materials may not be renewed.
The lending library may determine the check-out period.

The lending library may designate material for in-house (non check-out) use only.
When the material arrives, the library will notify the patron through an automated telephone call
or email. Items will be held for seven days (including Saturday). Materials will be returned to
the lending library if the patron has not picked up the material(s) within seven days. There is a
$2.00 fine per item that is not picked up.
Patrons who do not return Interlibrary Loan materials will be charged a replacement cost by
the lending library. The lending library will set the exact amount for the item. Replacements are
not accepted for lost items. Late fees will be charged for items that are overdue in accordance
with the Smith Public Library's Borrower Policy.

Extended use fees accrue when an item is returned past the due date. Maximum extended use
fee is $5.00 per item. If a patron has more than a $5.00 balance on their card, they cannot
check out any additional items until the balance is paid. See Appendix C for Fee Schedule

It is the responsibility of the borrower to verify the due date of materials checked out on their
account and to return those materials to the Smith Public Library on or before the due date.
The library will notify the patron of overdue items as a courtesy. Borrowers are responsible for
the return and payment of fines even if no overdue notice is received.
Lost ite s (ordinance 2009-12)
When an item is 30 days overdue, it is considered lost and the patron's account will be
charged for the cost of the item plus a processing fee of $3.00. Replacements are not
accepted for lost items. If the item is returned in good condition, the cost of the item and
processing fee will be waived and an extended use fee will be charged.

If the item is returned in good condition after it has been paid for, the Library will refund the
money up to six months, minus the $3.00 processing fee. Refunds are not given after six
months.

Patrons are charged for the full cost of an item that is damaged beyond repair. Replacements
are not accepted for damaged beyond repair items. A $3.00 processing fee is added for
covering the cost of preparing items for checkout.
Other charges may be incurred for damaged DVD/CD cases, missing barcodes/spine
labels/RFID tags or items returned with damage to book covers, pages or artwork.

A claims returned can be placed on an item when the library records show the item is
outstanding but the patron claims to have returned it. Staff will search for the item for two
months. If located in the library, no charges are due. If not found in the library after two
months of searching, the patron is charged the cost of the item, plus a $3.00 processing fee.

All fines and fees are due as incurred. Valid forms of payment include cash, check or credit
card. Credit/Debit payments can be accepted over the phone.

Patrons violating the regulations and/or policies of the library may, at the discretion of the
Library Director, be asked to leave the premises and asked to forfeit the use of their library
card.

Collection Development Policy Update Draft 112020
Collection Development Policy (CDP)
The Rita & Truett Smith Public Library collects materials, in a variety of popular formats, which support
its function as an information source for our community. The collection also serves the general
educational, recreational, and entertainment needs of the public, and reflects the racial, ethnic and
cultural diversity of the community.
Collection Development Priorities
• Acquire current high-demand, high-interest resources for all ages.
• Cultivate inclusive collections that meet a wide range of interests with varied viewpoints and
levels of ability.
• Maintain a high quality of materials by applying professional discretion and standards
established by the library profession and through the use of appropriate selection aids, including
book reviews, best seller lists, etc.
• The Library supports the principles of intellectual freedom.
o This support includes each customer's fundamental right of access to all expressions of
knowledge, creativity, and intellectual activity.
o The Library provides as wide a range of materials as possible.
o Patrons make individual choices regarding which materials they use and borrow.
o Parents and legal guardians retain the responsibility to oversee their children's use and
borrowing of library materials. The library staff does not serve in loco parentis. It is the
responsibility of the parent(s)/guardian(s)to restrict their children, and only their own
children, from access to library materials.
o The Library neither denies nor abridges access to materials because of a person's age.
• The library upholds the principles of the American Library Association's Library Sill of Rights,
Freedom to Read, Freedom to View, Statement on Labeling, and Free Access to Libraries for
Minors as well as to the Texas Library Association's Intellectual Freedom Statement.
Responsibility for Resources Selection
• The Library Director delegates selection to the professional library staff.
• Staff members and the general public are encouraged to recommend resources for
consideration.
• All professional library staff that collects resources are expected to adhere to the selection
priorities, guidelines, and criteria expressed in this policy; and to apply their expertise in making
selection decisions.
• Professional staff, as selectors, may look for one or more positive reviews from one or more of
these sources: Booklist, Horn Book, Kirkus, Library Journal, The New York Times Book Review,
Publisher's Weekly, School Library Journal, or VOYA.
• If reviews are not available from the aforementioned sources, selectors may use their judgment
to add resources if they determine it enhances the quality of the collection.

When selecting resources for collections, the selectors will consider such criteria as:
1. Accuracy and currency of information
2. Authority and reputation of author, illustrator, publisher, or producer
3. Availability of similar resources within the community and other area libraries
4. Cost and space required relative to the contribution of the resource to the collection
5. Durability
6. Evaluation in reputable review sources
7. Lack of other available resources on the subject
8. Literary quality
9. Objectivity
10. Popular demand
11. Present and potential relevance to community needs
12. Price, format, and ease of use
13. Relation to the existing collection and other material on the subject
Collection Maintenance
• Resources that no longer meet the collection management objectives of the library are
identified, withdrawn, and discarded according to accepted professional practices.
• Withdrawn materials are disposed of in accordance with city and library procedures.
• The withdrawal of worn, out-dated, and damaged resources will be carried on continuously.
• The Texas State Library and Archives Commission's CREW: a Weeding Manual for Modern
Libraries, along with statistical data reports from the integrated library system are the primary
sources used to assist selectors in deselection.
• Generally, discarded materials are given to the Friends of the Rita and Truett Smith Public
Library. The Friends have permission to sell discard materials with income to benefit the library.
Damaged items are not given to the Friends to sell.
Donations and Gifts
• The library accepts gifts of materials for the collection using the same collection criteria that are
applied to the purchase of materials. Please see our donations guidelines in order to understand
what types of donations we accept. (There will be a hyperlink to the guidelines once I finish
creating them.)
• The library retains the right to dispose of donated materials by sale or discard.
• Once something has been donated it is considered property of the library and will not be
returned.
• Other money gifts, gifts of stock, bonds, endowments, estates, land, etc., are welcomed,
providing the Friends of the Library approve the conditions of such gifts.
Reconsideration of Library Materials
Smith Public Library selects a wide variety of library materials that satisfy the diverse interests of our
community. The Library's varied collection is available to all; however, it is not expected that all of the
collection will appeal to everyone.

A current Smith Public Library cardholder may request the reconsideration of materials by the following
process:
• Must have completed reading, watching or listening to the item in question.
• Must read this collection development policy in its entirety
• Discuss their concerns with the supervisor that oversees the section that houses the material(s)
in question.
• If not satisfied, then discuss with the Library Director.
• If not satisfied, a formal letter of reconsideration may be submitted to the Library Board of The
Smith Public Library.
The Library Board will review the request and with the Director to decide on an appropriate action. The
material in question will remain in the collection pending the decision of the Library Board and the
Director.
Frequency of Policy Review
This collection development policy will be reviewed by the Library Director and Library Board not less
than once every five years.
