10-12-2020 (Library) Agenda Packet Library Advisory Board NOTICE OF MEETING Agenda October 12, 2020 — 7:00 pm Virtual Meeting via Zoom Link: https://us02veb.zoom.us/j/82028586655 NOTICE An emergency and urgent public necessity exists because of the COVID-19 pandemic, making it difficult or impossible for a quorum of the Library Board to convene at one location and/or making it inconsistent with guidance from the Centers for Disease Control and Prevention and guidance/orders from the State of Texas, Collin County and Dallas County for members of the public to congregate at the meeting location. Accordingly, a quorum or more of the Library Board will conduct this meeting via video conference pursuant to the Texas Governor's Order temporarily suspending certain provisions of the Texas Open Meetings Act and guidance received from the Texas Attorney General's Office. Any member of the public wishing to participate in the meeting should use the following web link online at: https://us02web.zoom.us/j/82028586655. Accessing the link at the meeting time will make the meeting audible to members of the public and allow for two-way communication. PRESENTATION No presentations were given at the meeting. BUSINESS ITEMS 1. Consider and act upon approval of the Minutes of the August 10, 2020 Library Board Meeting. Board Action: The Library Board Minutes of Monday,August 10, 2020 were unanimously approved as presented. 2. Consider and act upon the Animals in the Library Policy. Board Action: The policy, which was reviewed by the City Attorney, was presented to the Board for consideration. The Board reviewed and discussed the Policy. It was recommended that a clause be added to hold owners liable for any damages caused to the library by their animals. Ofilia will modify the policy to add this and will send it through the City Attorney for review. REGULAR AGENDA—DISCUSSION ITEMS 1. Review REALM Project Test 4 Results: The Institute of Museum and Library Sciences has been conducting an on-going research project to provide information about how materials should be handled to mitigate COVID-19 exposure from library October 12,2020 Library Advisory Board Regular Meeting Agenda Page 4 of 10 materials. Ofilia provided the latest research updates and shared/discussed with the Board the course of action(s) the Smith Public library is currently taking to mitigate COVID-19 exposure. The library will continue to monitor the study and will adjust procedures if necessary, going forward. 2. Review of Summer Learning Club Statistics: Ofilia presented the board with an overview of the statistics from this year's virtual Summer Learning Club programs. All programs were presented virtually/online this year, including Reading Challenge log submissions. The Board reviewed and discussed the likely reasons behind any differing numbers between online versus in-person attendance in the various categories. 3. Review Status of Meeting Room Policy and Collection Development Policy: • Meeting Room Policy: The Meeting Room Policy is currently in the editing phase to make all of the new changes. Once completed, it will be sent to the City Attorney for review. • Collection Development Policy: the librarians have had an initial meeting to discuss this policy, and it is a current work in progress. The Board briefly discussed the policy and some ideas to consider while moving forward. 4. Review Staffing Update and Return to Regular Hours: Ofilia updated the Board on staffing updates within the library. Candidates are currently being searched to fill the following positions: • Adult Services Librarian(full-time) • Youth Services Reference Assistant (part-time) 5. Overview of Current Virtual Programming: All library programming will remain virtual at least for the remainder of this calendar year. Janice Borland, Chair Rita and Truett Smith Public Library October 12,2020 Library Advisory Board Regular Meeting Agenda Page 5 of 10 Animals in the Library October 12, 2020 Policy It is the policy of the Rita and Truett Smith Public Library to prohibit all animals from entering Library facilities, with the exception of service animals, service animals in training, and animals featured in programs sponsored by the Library. Definitions "Assistance animal" and "service animal" mean a canine that is specially trained or equipped to help a person with a disability and that is used by a person with a disability. Other species of animals, whether wild or domestic,trained or untrained, are not service animals for the purposes of this definition. The work or tasks performed by a service animal must be directly related to the handler's disability. "Person with a disability" means a person who has: - A mental or physical disability; - An intellectual or developmental disability; - A hearing impairment; - Deafness; - A speech impairment; - A visual impairment; - Post-traumatic stress disorder; or - Any health impairment that requires special ambulatory devices or services Service Animals Regulations (a) A person with a disability cannot be asked to remove his or her service animal from the premises unless: (1) The animal is out of control and the animal's owner does not take effective action to control it(for example, if a dog barks repeatedly or if it is not trained to relieve itself outdoors); or (2) The animal poses a direct threat to the health or safety of others. (b) Allergies or fear of animals are not valid reasons for denying access to the Library facility or refusing Library service to persons with service animals. (c) Any service animal that displays vicious behavior toward patrons may be excluded. (d) The owner and/or handler of a service animal is responsible for any damage to any property and any injuries to employees,patrons or other persons caused by the service animal. (e) The Library is not required to provide care or food for a service animal or provide a special location for it to relieve itself. (f) The only persons permitted to bring service animals or service animals in training into Library facilities are persons who require the assistance of such an animal or service animal trainers. All service animals must remain under the responsible person's control and on a leash at all times. October 12,2020 Library Advisory Board Regular Meeting Agenda Page 6 of 10 (g) Staff are not allowed to request any documentation for the service animal, require that the service animal demonstrate the task it is trained to perfoi m, or inquire about the nature of the person's disability. If a person's disability is not readily apparent, for purposes of admittance to the Library with a service animal, staff may inquire about: (1) Whether the service animal is required because of the person has a disability; and (2) What type of work or task has the service animal is trained to perform? If the animal does not meet the criteria of a service animal, then the animal's presence in the Library is a violation of this policy. Companion animals — companion animals and other pets that are not service animals are not allowed in the Smith Public Library. October 12,2020 Library Advisory Board Regular Meeting Agenda Page 7 of 10 Rita & Truett Smith Public Library Mobile Wi-Fi Hotspot Policy October 12, 2020 The Smith Public Library has established a Wi-Fi hotspot lending program to provide patrons in our community with high-speed internet access. Borrow one of the mobile Wi-Fi hotspots to receive Internet access on the go or at home. This project is made possible by a grant from the U.S. Institute of Museum and Library Services (Grant#LS-246193-OLS-20)* to the Texas State Library and Archives Commission under the provisions of the Library Services and Technology Act. (2021) The Internet enables access to a wealth of material that is personally,professionally, and culturally enriching to individuals of all ages,but it also enables access to material that some may find offensive, disturbing, inaccurate or incomplete. The availability of information does not constitute endorsement of the content by the Smith Public Library. The mobile Wi-Fi hotspots provide an open wireless connection and the Smith Public Library is not responsible for information read, viewed or accessed using this device or for personal, confidential or other sensitive information shared over the Internet. The responsibility for what users of the Wi-Fi hotspot lending program read, view or access on the Internet rests entirely upon those utilizing this service and not the City of Wylie or its employees, volunteers or agents. The responsibility for what minors read, view or access on the Internet rests with their parents or guardians. The City of Wylie is not responsible for any: • Data breach and/or identity theft. • Damage to or theft of any electronic device. • Theft, damage or misuse of patrons' computing devices or peripherals and other mobile devices. Eligibility: Adult (18 & older) cardholders in good standing, with fines no greater than $5.00 are eligible to check out a hotspot. Checkout is limited to one per household at any given time. Loan Period/Availability: Hotspots may be checked out for 7 days and are available on a first-come, first-served basis. Additionally, hotspots may be placed on hold,but the library cannot guarantee their availability for a specific date or time. Hotspots are able to be renewed up to two times as long as there are no holds from other library users. Fines /Liability: Overdue hotspots will have Internet access disabled and there is a $.50 per day overdue charge. A lost, damaged, or stolen hotspot will have a replacement cost of$100 (Device replacement fee: $85 + replacement parts and processing fee: $15). Additionally, for any part missing upon return there will be a replacement parts and processing fee of$15.
