Board Member Allen arrived late to the meeting at 6:39 p.m. Staff members present were Parks and Recreation Director Robert Diaz and Parks Board Secretary Janet Hawkes. CITIZENS PARTICIPATION No citizens came forward. ELECTION OF BOARD CHAIR AND VICE-CHAIR Board Member Suarez nominated Board Chairperson Robinson to serve again as Board Chair. Board Member Swendig seconded the motion, and a vote was taken and passed 6-0. Board Chairperson Robinson nominated Board Member Suarez to serve as Board Vice-Chair. Board Member Swendig seconded the motion, and a vote was taken and passed 6-0. REGULAR AGENDA ITEMS 1. Consider and act upon approval of the Minutes from the June 8, 2020 Meeting. Board Action: Board Member Swendig made a motion to approve the Minutes from the June 8, 2020 Meeting. Board Member Willeford seconded the motion, and a vote was taken and passed 6-0. DISCUSSION ITEMS • Parks and Recreation Board welcome presentation. Board Chairperson Robinson led a welcome introduction to the Parks and Recreation Board that included introducing incoming Board Members Kim Mullis and Kevin Stewart. She mentioned that a possible Parks and Recreation Board tour will be planned for all Board Members in the fall. The tour will serve as an opportunity for Board Members to visit many of the Parks and Recreation Department's parks, amenities, and facilities. Director Diaz briefly went over the City mission, vision and values, as well as the Parks and Recreation Chapter 78 in the City Charter and the Parks and Recreation Board Bylaws. He noted that Prohibited Acts located in Chapter 78 of the City Charter are in the process of review by our City Attorney and possible updates will be forthcoming. Director Diaz encouraged the Board to view online the Master Plan story-map, developed as part of the Parks and Recreation Master Plan. The story map is located in the"Maps" section of the City of Wylie website. He stated that the story-map gives viewers an overview of the Parks and Recreation Master Plan utilizing GIS maps and other visuals. Director Diaz reviewed the Parks and Recreation Master Plan pointing out the highlights and purpose of the plan looking at both developed and undeveloped City property. The plan shows conceptual development of the Municipal Complex, plans for developing Braddock Park and Parkside Park, and development and management of two park areas at Lavon Lake. Priority rankings were developed using input from staff, a steering committee and public meetings, with 60 percent of the list based on the Citizen's survey results. Top priority rankings are as follows: 1) hike and bike trails connected throughout the City, 2)a spray-ground amenity, 3)expansion amenities at Lavon Lake, 4) hike/bike/walk nature trails along the Lavon Lake and dam, 5) indoor aquatic center, 6)outdoor aquatic center, 7) special events amenities within the parks, 8) additional park/trail lighting, 9) multipurpose athletic fields, 10)additional athletic practice fields, and 11) more park benches and sitting areas. • Parks Acquisition and Improvement Fund review and future projects. Director Diaz explained that Acquisition and Improvement(A&I)fund is money developers are required to pay the city and can only go towards the development of parks. Director Diaz advised the Board that the beginning fiscal year 2018 fund balance for all zones was $448,123. The total fund balance for all zones based on actual as of March 27, 2020 was $747,247 with an estimated fund balance of$448,711 as of September 30, 2020 for all zones. Projects anticipated to be completed in fiscal year 2019/2020 include the Twin Lakes Park Trail, Braddock Park Concept Plan, Parkside Park Concept Plan, and the Avalon Park fence project. Potential projects for fiscal year 2020/2021 include the aquatics feasibility study, a Lavon Lake study, and a trail connection project from the new Collin College to the Municipal Complex Trail. Potential projects for fiscal year 2021-2022 include lighting at the Municipal Trail as well as a playground for Twin Lakes Park. • Review of the Founders Park Master Plan Director Diaz presented the Founders Park Master Plan stating that the ten-year old park, located just behind Wylie High School, is Wylie's highest use athletic park utilized by Wylie football, softball and soccer leagues. The Founders Park Master Plan focuses mainly on increased parking throughout, improved football and soccer fields, larger plaza areas, shortened softball field's C and D reduced from 300 feet to 250 feet each, the development of improved road access through the park, and the addition of an all-inclusive playground to the replace the aging Pirate Cove Playground. The Founders Park Master Plan estimated cost are as follows: phase one $5,267,438; phase two $5,236,684; phase three $4,726,548; phase four$710,498; and a grand total estimated cost of$15,941,169 inclusive of all four phases. • Projects update. Director Diaz updated the Board on the current and ongoing Parks projects. The Parks, Recreation, and Open Space Master Plan, Municipal Complex Master Plan, Braddock Park Concept Park Plan, and Parkside Park Concept Park Plan have been completed by Dunaway and Associates and were all adopted by City Council in June 2020. The Twin Lakes/Southbrook Trail connection project has begun with an expected completion date of the fall 2020. The Wylie Recreation Center Feasibility Plan was completed and reviewed by the Parks and Recreation Board during the June 2020 meeting. Staff is working on construction documents for Phase 1 improvements to the Thomas and Mattie Brown House with the project's expected completion date to be fall of 2020. The accessible lift and possible ramp location at the Thomas and Mattie Minutes July 13, 2020 Wylie Parks and Recreation Board Meeting Page 2 Brown House were reviewed and approved by the Historical Review Commission. New playgrounds at Kirby Park and Friendship Park were installed and opened to the public. The Avalon Park fence project contract was finalized and staff is awaiting a start date from the vendor. • Parks and Recreation Month. Director Diaz noted that July is Parks and Recreation Month and this year many activities were modified due to the COVID-19 pandemic. Activities can be found in the Summer Activity Menu. Discussion Parks and Recreation staff have been working with consultants Halff Associates on an updated parks master plan for Founders Park. Phase 1 of Founders Park was completed as part of a city bond program in the late 1990's and it consisted of some parking, west side soccer fields, and two softball fields. Phase 2 of Founders Park was part of the 2005 city bond program and it expanded the offerings to accommodate additional parking, pavilions, restroom/concession facilities, and doubled our field capacity for soccer, softball, and also added football. The focus of this master plan and third phase of Founders Park was patron safety. Halff Associates worked with Parks staff on how the park is currently utilized and how park patrons can safely access all of the current park amenities. The updated plan currently shows development of four phases that create better patron access to all parts of the park. The plan creates a better north/south access road from Wylie Stadium to Hensley Lane. In addition to better access, the update features additional playing fields, additional parking, event/plaza areas, additional restroom/concession facilities, additional trail, use of undeveloped parkland in the northeast and southern portions of the park, and the update of Pirate Cove Playground to an all-inclusive playground. The consultant also created some estimate budgets for each of the development phases, and the total estimated budget for the update is approximately $16 million. The consultant did use the currently adopted Parks, Recreation, and Open Space Master Plan as a guide for development. The purpose of this agenda item is to approve the elements of the plan and formal recommendation. This recommendation will be used with the City Council and possible Bond Committee for future development.
