In accordance with Section 551.042 of the Texas Government Code, this agenda has been posted at the Wylie
Municipal Complex, distributed to the appropriate news media, and posted on the City website: www.wylietexas.gov
within the required time frame. As a courtesy, the entire Agenda Packet has also been posted on the City of Wylie
website: www.wylietexas.gov.
The Board request that all cell phones and pagers be turned off or set to vibrate. Members of the audience are
requested to step outside the Council Chambers to respond to a page or to conduct a phone conversation.
The Wylie Municipal Complex is wheelchair accessible. Sign interpretation or other special assistance for disabled
attendees must be requested 48 hours in advance by contacting the City Secretary's Office at 972.516.6020.

Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non-
agenda form prior to the meeting in order to speak. Board request that comments be limited to three(3) minutes. In
addition, the Board is not allowed to converse, deliberate or take action on any matter presented during citizen
participation.
DISCUSSION ITEMS
A. Discussion regarding the 2020 Wylie Arts Festival. (C. Ehrlich Public Arts Advisory
Board Coordinator)
Executive Summary
The board and staff will discuss the upcoming event and vendor applications thus far. The board will also
discuss final plans for the event including committees, music, and booth numbers.
B. Discussion regarding art projects for FY2019/2020 and FY 2020/2021 including
a downtown mural. (C Ehrlich, Public Arts Advisory Board Coordinator)
Executive Summary
The board and staff will discuss the mural in the Historic Downtown Wylie area.
The board will discuss the collaboration with Collin County Community College, Wylie campus and the
selection of a selection panel to review submissions for student designs for the downtown mural. Also
discussed will be dates for these upcoming events (panel review and selection, fabrication of the mural
timeline)

2. Consider and act upon, nominations and approval of the Wylie Quad C design
for a mural in the Downtown Area. (C. Ehrlich, Public Arts Advisory Board

Executive Summary
The board will make nominations for a selection committee that will include citizens of Wylie, artists, a
board member and others specific to this project.

If during the course of the meeting covered by this notice, the Public Arts Advisory Board should determine that a
closed or executive meeting or session of the Public Arts Advisory Board or a consultation with the attorney for the
City should be held or is required, then such closed or executive meeting or session or consultation with attorney as
authorized by the Texas Open Meetings Act, Texas Government Code § 551.001 et. seq., will be held by the Public
Arts Advisory Board at the date, hour and place given in this notice as the Public Arts Advisory Board may
conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning
any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following
sanctions and purposes:

§ 551.071 —Private consultation with an attorney for the City.
§ 551.073—Discussing prospective gift or donation to the City.
§ 551.076—Discussing deployment of security personnel or devices or security audit.

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order by Chair Lily Courtney at 6:09 pm. Members present included: Chair Lily
Courtney, Steve Shank, Michael, Schwerin, and John Treadwell. Board members Anita Jones, Christina
Null, and Minerva Bediako were absent.
PAAB Coordinator Carole Ehrlich was also in attendance.

No citizens were present to address the board.
DISCUSSION ITEMS
All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one
motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed
from the Consent Agenda and will be considered separately.
A. Discussion Regarding the 2020 Wylie Arts Festival

Staff/Board Comments
PAC Ehrlich reported the council did decide to hold the event. The WAF will be held in the front
parking area of First Baptist Church Wylie. Booths will be distanced and all vendors will be
required to wear a mask while serving customers.

Booth fees were set at $300 for food vendors and $80 for craft and art vendors. Applications
coming in thus far show about 80 participants. Staff is hoping for around 130 vendors by the end
of the application process. Ehrlich reported the police will not be able to force visitors to wear
masks however the board will encourage this and will have masks available if someone needs one.
The board also discussed having music at the event and other children's activities. PAC Ehrlich
stated she would continue to review and process applications but no fees would be collected at this
time.
B. Discussion regarding art projects for FY 2019/2020 and FY 2020/2021 including

Board/Staff Discussion
Vice Chair Schwerin reported that he, Chair Courtney and PAC Ehrlich met with Dr. Erika Mcllnay, Arts
Professor at Collin Community College, Wylie Campus on Friday to discuss the downtown mural project.
He reported she was very excited to collaborate with the City and have students design and paint the mural.
Further information would be forthcoming.
PAC Ehrlich reminded members to bring nominations for the Selection Committee to view student designs
sometime in January. She reported the committee would be selected at the November meeting.

Board Action
A motion was made by board member Treadwell seconded by board member Schwerin to approve
the minutes of September 17, 2020 as presented. A vote was taken and the motion passed 4-0
with board members Bediako, Jones, and Null absent.

ADJOURNMENT
Board Action
A motion was made by board member Schwerin,seconded by board member Shank to adjourn the meeting
at 7:01 p.m. A vote was taken and the motion carried 4-0 with board members Jones, Null and Bediako
absent.
*WAF Selection. Committee (Lily Courtney and John Treadwell) met following the regular meeting and
reviewed applications for the 2020 Wylie Arts Festival. They will report back to the full board.
