CALL TO ORDER
Announce the presence of a Quorum.
Chair Ron Smith presided over the meeting and called the meeting to order at 6:00PM.
Commissioners present: Chair Ron Smith, Vice Chair Randy Owens, Commissioner Mike
McCrossin, Commissioner Cory Plunk, Commissioner Charla Riner, Commissioner Bryan
Rogers and Commissioner Brian Ortiz.
Staff present: Mr. Jasen Haskins, Planning Manager, Mr. Kevin Molina, Senior Planner, and
Mary Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Rogers gave the invocation and Vice Chair Owens led the Pledge of Allegiance.
CITIZENS COMMENTS ON NON-AGENDA ITEMS-
Residents may address Commissioners regarding an item that is not listed on the Agenda. Residents must fill out a
non-agenda form prior to the meeting in order to speak. Commissioners requests that comments be limited to three
(3)minutes. In addition, Commissioners not allowed to converse, deliberate or take action on any matter presented
during citizen participation
No one approached the Commissioners.
CONSENT AGENDA
A. Consider and act upon approval of the Minutes from the March 17, 2020 Regular
Meeting.

B. Consider, and act upon a recommendation to City Council regarding a Final Plat of
Collin College Wylie, creating two lots on 96.524 acres, generally located on the
southwest corner of Brown Street and County Club Road.

C. Consider, and act upon a recommendation to City Council regarding a Final Plat for
Pheasant Creek Mixed Use Addition to establish 33 townhome lots, two open space
lots and one commercial lot on 4.825 acres located north of the intersection of County
Line Road and Neva Lane.
D. Consider, and act upon a recommendation to City Council regarding a Preliminary
Plat for Gregorian Homes, establishing one single family residential lot on 1.524
acres, located at 605 Parker Road.
E. Consider, and act upon a recommendation to City Council regarding a Final Plat for
Gregorian Homes, establishing one single family residential lot on 1.524 acres,
located at 605 Parker Road.
F. Consider, and act upon a recommendation to City Council regarding a Final Plat of
Wylie Industrial Park Lots 19R, 19X, and 20R, Block A, being a replat of Lots
16,17,18,19 and 20, creating three lots on approximately 1.579 acres, located at and
adjacent to 703 Cooper Drive.
Commission Action
A motion was made by Vice Chair Owens, seconded by Commissioner McCrossin, to approve
the Consent Agenda Items A through F. A vote was taken and the motion carried 7-0.
REGULAR AGENDA
A. Consider, and act upon, a Site Plan for an industrial manufacturing use on Lot 19R,
Block A of Wylie Industrial Park on 1.202 acres, located at 703 Cooper Drive.
Staff Comments
Mr. Molina stated that the applicant is proposing to expand an 11,663 square foot industrial
manufacturing use to 21,647 square feet on 1.202 acres located at 703 Cooper Drive. The
required number of parking spaces is 22, the plan proposes 33 parking spaces. The site will also
be 25 percent landscaped area.
Commissioners Action
A motion was made by Vice Chair Owens, and seconded by Commissioner Plunk, to approve a
Site Plan for an industrial manufacturing use on Lot 19R, Block A of Wylie Industrial Park on
1.202 acres, located at 703 Cooper Drive. A vote was taken and carried 7—0.
B. Consider, and act upon, a Site Plan for an office/warehouse use on Lot 7, Block B of
Regency Business Park Phase 2 on 0.47 acres, located at 123 Regency Drive.

Staff Comments
Mr. Molina stated that the applicant is proposing to develop a 5.963 square feet office/warehouse
building on 0.47 acres located at 123 Regency Drive. The required number of parking spaces is
eight, the plan proposes 12 parking spaces. The site will also be 17 percent landscaped area.
The exterior material of the structure is brick and stone and is compliant with the architectural
design standards of the zoning ordinance:
Approval of the-'site plait •is.'sdbjectto. additions and alterations as required by the City
Engineering Department.
Commissioners Action
A motion was made by Commissioner Rogers, and seconded by Commissioner McCrossin,ito
approve the Site Plan for an office/warehouse use on Lot 7, Block B.4f.Regacz(Biisinds .Park
Phase 2 on 0.47 acres, located at 123 Regency Drive. A vote was taken and carried 7 - O.
Commissioner Rogers was recused due to a Conflict of Interest on and Public Hearing Item 1.
PUBLIC HEARING
Motion to remove from Table.
A motion was made by Commissioner McCrossin, and seconded by Commissioner Riner to
remove Item 1 from the Table. A vote was taken and carried 6 - 0.
1. Hold a Public Hearing to consider, and act upon a recommendation to City Council
regarding a change of zoning from Planned Development 2018-30 (PD-LI) to Light
Industrial (LI), to allow for general Light Industrial development and uses on one
lot measuring 2.9068 acres, located at 32 Steel Road. (ZC 2020-04)
Staff Comments
Mr. Haskins stated that the applicant is requesting to withdraw the request.
Public Comments
Chair Smith continued the public hearing, no one approached the Commissioners. Chair Smith
closed the public hearing.
Commissioners Action
A motion was made by Commissioner Ortiz, and seconded by Commissioner McCrossin, to
recommend approval to the City Council regarding a request to withdraw the application for a
change in zoning. ZC 2020-04. A vote was taken and carried 6 - 0.
Commissioner Rogers rejoined the meeting.

Ms. Bradley stated that the next P&Z Meeting will be held on April 21, 2020.
ADJOURNMENT
A motion was made by Commissioner McCrossin, and seconded by Commissioner Rogers, to
adjourn the meeting. A vote was taken and carried 7 - 0.
