CALL TO ORDER
Chairman Dennis Larson called the meeting to order at 6:33PM. Those present besides
Chairman Dennis Larson were; Vice-Chairman Phillip Johnston, Commissioner Willie
Osborne, Commissioner John Manganilla, Commissioner Ruthie Wright and
Commissioner Tim Bennett. Commissioner Ramona Kopchenko arrived late.
Staff present was Renae 011ie, Planning Director, Charles H Lee, Senior Planner, Jasen
Haskins, Assistant Planner, and Mary Bradley, Administrative Assistant, Shane Colley,
Construction Manager.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Osborne gave the invocation and Vice Chairman Johnston led the pledge
of allegiance.
CITIZENS COMMENTS
Chairman Larson opened the Citizens Participation. No one approached the
Commissioners; Chairman Larson closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the November 4,
2008, Regular Meeting.
A motion was made by Vice Chairman Johnston, and seconded by Commissioner
Osborne, to approve the minutes from November 4, 2008 Regular Meeting, as submitted.
Motion carried 6—0, with Commissioner Kopchenko absent.

Action Agenda
1. Consider a recommendation to the City Council regarding a Final Plat
creating six Light Industrial lots for Regency Business Park Phase III ,
generally located at the east end of Capital Street.
Mr. Haskins stated that the applicant is New Heights Baptist Church, and the property is
7.097 acres. The Plat creates six lots with Light Industrial District zoning, however no
Site Plan has been submitted at this time.
The Preliminary Plat was approved by City Council in June 2008. The Final Plat
conforms to the Preliminary Plat except for the relocation and width of an easement to
the eastside of the property, which will be filed by a separate instrument. The filing of
the easement will be completed before the Plat is considered by City Council.
With no questions for the applicant or Staff, a motion was made by Vice-Chairman
Johnston, and seconded by Commissioner Osborne, to recommend approval to the City
Council for the Final Plat Regency Business Park Phase III, creating six Light Industrial
lots. The property is generally located at the east end of Capital Street. Motion carried 6
—0, with Commissioner Kopchenko being absent.
2. Consider and act upon approval of a Site Plan for Wylie Civic Center
Addition, Block A, Lot 1. Subject property being generally located on the
southeast corner of E. Brown Street (F.M. 3412) and Country Club
Boulevard (F.M. 1378).
Mr. Lee stated that the applicant is the City of Wylie. The City is proposing a one story
44,231 square foot library, two-level 47,456 square foot recreation center and a 3-story
46,034 square foot city hall. The property is 19.674 acre site and is zoned Business
Government(BG)District.
Construction for temporary detour (bypass) of County Club Road's northbound lanes shall
occur in the near future to accommodate timely construction of Civic Center site. Therefore,
the primary and secondary entry onto site will be Country Club Road, approximately 700
hundred feet south of Brown Street intersection with secondary entry-point located along the
temporary detour roadway (1,400 feet north of F.M. 544).
In conformity with the City's Zoning Ordinance 348 parking spaces are being provided for
the site.
The building primary exterior along the front façade will be constructed of White Austin
Stone. The side & rear elevations will consist of Red Clay-Tile exterior materials. Portions of
the Library and Council Chambers exterior walls shall consist of an Accent Metal Panel
system.
Commissioner Kopchenko arrived at the meeting.

The Preliminary Plat is on the current agenda for consideration.
The Commissioners discussed in length the design of the building, and the adequacy of the
parking. Staff explained the amount of money allocated within the 2005 Bond Program to
the Commissioners and that the budget prevents re-design of the overall project. The parking
is more than adequate for the use, however additional parking may be added to the property
once the parks and amenities are designed.
Commissioner Wright questioned the Wisteria plant, which is shown on the south side of the
building, around the rain water harvesting tanks. Mark Scruggs, ArchiTexas, 1907 Manilla
Street, Dallas, Texas, stated that the tanks which will collect the rainwater into metal tanks
that have a stone base around them. There will be seven tanks total, which will be painted
with high performance, and made out of recyclable materials. The height of the tanks
graduate from seventeen feet around the City Hall, to nine feet around the Library, and the
tanks are seventeen feet in diameter. The Wisteria plant will grow and cover the sides of the
tank. The Wisteria plant will require maintenance,but it is environmentally good.
Commissioner Kopchenko questioned the windows. Mr. Scruggs stated that due to the scale
of the buildings the Site Plan does not truly depict the actual size of the windows. The
windows are eighteen inches from the floor and go up at least seven feet, some windows are
taller in parts of the building. There is a large overhang on the south side of the building,
which will encourage community use.
A motion was made by Vice Chairman Johnston, and seconded by Commissioner Bennett, to
approve the Site Plan for Wylie Civic Center Addition, Block A, Lot 1 generally located on
the southeast corner of E. Brown Street (FM 3412) and Country Club Boulevard (FM 1378).
Motion carried 7—0.
3. Consider a recommendation to the City Council regarding a Preliminary
Plat creating four (4) lots on 260.09 acres, generally located north of FM
544, south of FM 3412 (Brown Street), and east and west of FM 1378
(Country Club Drive).
Mr. Lee stated that the property total 260.09 acres and creates and establishes four lots for the
development of City Hall, Recreation Center and Library on Lot 1. The Site Plan for the City
Hall,Recreation Center and Library was considered on the current agenda.
Designated access points will be located off FM 1378 to include a divided entrance with one
lane ingress to the subject property and two lanes of egress.
Commissioner Bennett questioned the North Texas Water Municipal District easement
directly under the building. Mr. Dave Littleton, Halff Associates, 1201 N. Bowser,
Richardson, Texas, stated that the thirty foot easement is noted that the NTWMD easement
will be abandoned by separate instrument.
A motion was made by Commissioner Osborne, and seconded by Vice Chairman Johnston,
to recommend approval to City Council for a Preliminary Plat Wylie Civic Center,
establishing four (4) lots on 260.09 acres, generally located north of FM 544, south of FM
3412 (Brown Street), and east and west of FM 1378 (Country Club Drive). Motion carried 7
—O.

ADJOURNMENT
A motion was made by Vice Chairman Johnston, and seconded by Commissioner Wright,
to adjourn the meeting at 7:20PM. All Commissioners were in consensus.
