11-19-2020 (Public Arts Advisory) Minutes ` / Public Arts Advisory Board IN ' CITY OF WYLI E Minutes Special Called Meeting November 19,2020—6:00 p.m. Wylie Municipal Complex—Council Chambers 300 Country Club Road,Bldg. 100 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. The meeting was called to order by Chair Lily Courtney at 6:12 pm.Members present included: Chair Lily Courtney, Steve Shank, Michael, Schwerin, Christina Null, Minerva Bediako, and John Treadwell.Board member Anita Jones was absent. PAAB Coordinator Carole Ehrlich was also in attendance. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address the Board regarding an item that is not listed on the Agenda. Residents must fill out a non- agenda form prior to the meeting in order to speak The Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No citizens were present to address the board. DISCUSSION ITEMS All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. A. Discussion Regarding the 2020 Wylie Arts Festival (C. Ehrlich, Public Arts Advisory Board Coordinator) Staff/Board Comments PAC Ehrlich reported the council did decide to hold the event. The WAF will be held in the front parking area of First Baptist Church Wylie. Booths will be distanced and all vendors will be required to wear a mask while serving customers. Booth fees were set at $300 for food vendors and $80 for craft and art vendors. Staff believes around 130 vendors by the end of the application process. Ehrlich reiterated the police will not be Minutes November 19,2020 Public Arts Advisory Board Page 1 able to force visitors to wear masks however the board will encourage this and will have masks available if someone needs one. She asked for volunteers to be by the entrances to the church parking are and the park which will hold the overflow of vendors. Members Steve Shank, John Treadwell, Michael Schwerin and Chair Lily Courtney volunteered to be at the event around 6:30 am to assist vendors. Ehrlich noted the importance of all members being able to assist during the day. She reported the ROTC students would also be attending the early morning set up as well as the take down around 4 pm. All vendors must be out of the area by 5:00 pm to utilize the parking for the church service. The board also discussed other children's activities. PAC Ehrlich stated supplies had been purchased and Chair Courtney would be preparing handouts of crafts for the children to take home. Ehrlich stated there were hundreds of masks, sanitizers and phone sanitizers donated by Blue Cross-Blue Shield for distribution at the event. B. Discussion regarding art projects for FY 2019/2020 and FY 2020/2021 including a downtown mural. (C Ehrlich, Public Arts Advisory Board Coordinator) Board/Staff Discussion Erika Mcllany,Art Professor at Collin Community College,Wylie Campus addressed the board stating that the students were working on their design submissions for the mural. She stated that there are three students that have worked very bard and hoped to bring their designs to the board soon. REGULAR AGENDA 1. Consider and act upon,the Public Arts Advisory Board minutes of September 17,2020. (C. Ehrlich, Public Arts Advisory Board Coordinator/Secretary) Board Action A motion was made by board member Null, seconded by board member Treadwell to approve the minutes of October 8, 2020 as presented. A vote was taken and the motion passed 6-0 with board member Jones absent. 2. Consider and act upon, nominations and approval of the Wylie Quad C Mural Selection Panel for the Historic Downtown Mural to be located at the corner of South Ballard and Oak Street. (C. Ehrlich, Public Arts Advisory Board Coordinator/Secretary) Board Discussion PAC Ehrlich asked for nominations for the mural selection panel. Six names were proposed for the panel. They included:Janet Smith,manager of the lot where the mural will face;Cindy Ingram,Art Curator;Karen Minutes November 19,2020 Public Arts Advisory Board Page 2 Newman,citizen and graphic artist;Emily Gilchrist,artist,and Roger and Karen Nitz,mural artists.Ehrlich also asked for a volunteer to serve on the panel from PAAB. Steve Shank was nominated for the position. Board Action A motion was made by Michael Schwerin seconded by board member Null to approve Steve Shank,Janet Smith, Cindy Ingram,Karen Newman,Emily Gilchrist, and Roger and Karen Nitz to serve on the Historic Downtown Mural art project. A vote was taken and the motion passed 6-0 with board member Jones absent. EXECUTIVE SESSION If during the course of the meeting covered by this notice, the Public Arts Advisory Board should determine that a closed or executive meeting or session of the Public Arts Advisory Board or a consultation with the attorney for the City should be held or is required,then such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act,Texas Government Code§ 551.001 et. seq.,will be held by the Public Arts Advisory Board at the date, hour and place given in this notice as the Public Arts Advisory Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act, including,but not limited to, the following sanctions and purposes: Texas Government Code Section: §551.071—Private consultation with an attorney for the City. §551.073—Discussing prospective gift or donation to the City. §551.076—Discussing deployment of security personnel or devices or security audit. There were no executive sessions held. ADJOURNMENT Board Action A motion was made by board member Schwerin, seconded by board member Treadwell to adjourn the meeting at 7:58 p.m. A vote was taken and the motion carried 6-0 with board member Jones absent.
