AN ORDINANCE ADOPTING THE NATIONAL ELECTRIC CODE CURRENT EDITION~ REGULATING ELECTRICAL WORK AND PERFORMING SAME; ESTABLISHING LICENSING~ PERMIT~INSPECTION~ AND REVIEW PROCEDURES AND MINIMUM STANDARDS AND SPECIFICATIONS FOR CURRENT LICENSES~ PERMITS, BONDS AND FEES, THEREFORE: PROVIDING FOR SEVERABILITY, PROVIDING PENALTIES FOR VIOLATION AND PROVIDING FOR PUBLICATION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WYLIE, COLLIN COUNTY, TEXAS, THAT: CHAPTER 1 ~~~tiQD_!~!!_I!Ib~: The title of this ordinance shall be the "Wylif? Electl'-ical Code~I" and may be cited as such and it l-Ji 11 bl~ l'-efel'"l'"ed to in thi s Ol.-di nance c;.s "thi s COdE?" ~~~tiQD_!~~: The National Electl'"ic Code, CUl'"l'"ent Edition~ is hel'"eby adopted as part of this code to the same effect as if it wel'"e copied vBl'"batim hel'"ein and shall be in effect except as it may be in conflict with the pl'"ovisions of this Dt-.di ni:3.nce' ~~~tiQD_!~~!_~gQE~: The Code shall govBl'"n all installations of electrical conductors 01'" equipment hereafter made, and all existing installations which al'"e altel'"ed, or for which the use has changed. Repail'" and maintenance wOl'"k shall be SUC~i th21.t if any 11 f?l eetT i ci:i.l eonductDF. 01'" equi pment 11 is remDved and lateI'" replaced, same shall be replaced in accDrdance with the prDvisions of this code. ~~~tiQD_!~1!__bQ~_~~~B~Y__g!BgY!I~: Permit requirements of this cDde shall not apply tD low vDltage electl'"ical conductol'"s or equipment, installation meeting the I'"equirements of Al'"t. 720 and Art. 725 Df the NatiDnal Elf:?ctl'-ic Code" ~~~tiQD_!~~!__B~~EQ~~!~!b!IY_EQB__~BE~_~QBr: This code shall nDt be construed to I'"elieve from or lessen the respDnsibility or liability of any person owning~ Dperating~ Dr installing electrical conductor devices, appliances, fixtures, apparatus, mDtors~ or equipment, fol'" damages tD persDns Dr buildings caused by any defect therein nol'" shall the City be held liable fol'" any damages by I'"eason of enforcement of this code. ~~~tiQD_!~~!__EYBEQ~~: To I'"educe the personal and fire hazards from electrical causes, and tD establish licensing and pel'"mit and inspection procedul'"es tD assul'"e quality electrical WDl'"k. TD accomplish this, the requirements set 1 forth are intended to be minimum standards for electrical ~\IC)l'"' k. ~~~tiQD_!~Z!____Y~bB~EYb__BgI~__EBQ~!~!I~Q: It shall be unlawful fol'" any pel'"son, as ownel'", agent, lessee, I'"enter 01'" Dtherwise, to violate, disobey~ 01'" refuse tD comply with, or resist, 01'" oppose the execution Df this cDde, and it shall be unlawful fDr any person to occupy DI'" maintain any building 01'" structure in which the electrical work, wiring or appliances are in violatiDn of this code. Any pel'"son who commits any acts declared to be unlawful, or fail to perform and act required by this code, shall be subject tD the provisiDns of this code. Any electrical installations erected or altered in violation of this code shall be summarily condemned and I'"emoved at the expense Df the person erecting or altering or allowing the same. ~~~tiQD__!~~: It shall be unlawful interfere with the enforcement Dfficial Df any duty imposed by this code. fol'" any pel'"son tD in the performance ~~~tiQD_!~9: All ol'"dinances or parts of ol'"dinances in conflict with this ordinance are herby repealed. CHAPTER 2: DEFINITIONS ~~~tiQD_~~!!___~QBBQ. The CDnstl'"uction Trades Board of the City of Wylie as appointed by the City Council. ~~~tiQD_~~~!__g!IY. corporate limits of City shall mean the tel'"l'"itory within the City of Wylie. ~~~tiQD_~~~!___g~!~E__~b~gIB!gBb_!~~E~gIQB. the City appointed by the City Manager. The employee Df ~~~tiQD_~~1!__b!g~~~~Q_~b~gIB!g!B~. A licensed electrician under provisions of this cDde; that he has paid the necessary license fee to date and that his name is carried in the records of the Chief Electrical Inspector as a person authol'"ized to dD electrical wOl'"k as defined by this code. ~~~tiQD_~~~!__BEEB~~I!g~_~b~gIB!g!B~. A pel'"son whD is learning the tl'"ade of an electrician and who wOl'"ks under the direct supel'"visiDn of a mastel'" Dr jDurneyman electrician and who is licensed as an appl'"entice as provided in this code. ~~~tiQD_~~~!___~B!~I~~B~g~. Maintenance shall mean the act of keeping in a state Df safe opel'"ating condition any conductor or piece of equipment used inside Dr Dutside, attached or connected to any building electrical system by replacement of units Dr elements thel'"eDf, but shall nDt include additions to, or replacement of an existing system DF' b t-' an c I-I.. 2 ~~~iiQD_~~Z!__~b~gIB!gBb_~QBr. Any act in connectiDn with the installing, altel'"ing, or repairing of electrical wires, conduits, appal'"atus~ or Dthel'" electrical installation, designed 01'" capable of cal'"rying electrical energy, which act ol'"dinarily requires the use of tools. ~~~tiQD_~~~!___~b~gIB!gBb__~XE~B!~~g~. Active and pl'"actical experience during which nD less than two-thirds of one's time~ exclusive of normal periods of rest and recl'"eation, has been spent doing electrical work in or on I'"esidential DI'" commercial type buildings 01'" premises. A bachelol'"'s degl'"ee in Electrical Engineering from a college 01'" university which requires at least four years of study in I'"esldence as a prel'"equisite to such degree shall be considel'"ed the equivalent of three years of experience~ and the satisfactory completion of Dne hundred and twenty semestel'" houl'"s of WDl'"k required tor such degree shall be considered the equivalent of one yeaI'" of experience. ~~~tiQn__~~~L____BQY~~=!~__~QBr. Initial rough work of installing~ altering, repail'"ing 01'" maintaining of electl'"ical wires, conduits, apparatus 01'" other electl'"ical installation, performed so that all such WDl'"k is easily visible and may be easily corrected or changed. ~~~tiQD_~~!Q!___B~BQ!bY__Bgg~~~!~b~. CHAPTER 3: ADMINISTRATION AND ENFORCEMENT ~~~tiQD_~~!!___B~~IB!gI!Q~_Q~_~~EbQY~~~. No employee of the Building Inspection Division~ shall be financially interested in the furnishing of labol'", material, 01'" equipment tOI'" the installation, alteration, 01'" maintenance of electl'"ical wiring, fixtures, DI'" equipment or in the making of plans or specifications therefol'", unless he is the Dwner Df the pl'"operty on which the installation exists or is planned to take place. ~~~tiQD__~~~L____g~!~E__~b~gIB!gBb__!~~E~gIQB. The Chief Electrical Inspectol'" is hel'"eby designated as the person respDnsible fDr the administration and enforcement of this cDde, and who shall dischal'"ge the duties and have the authority hel'"eafter provided. The Chief Electrical InspectDr may delegate said authol'"ity tD inspectDrs and othel'" employees of the Building Inspection Department as may be requil'"ed to carry out his duties. It shall be unlawful for any person to interfere with the enforcement official 01'" his/her assistants in the dischal'"ge of their duties or to prevent or any manner attempt to prevent them frDm carrying DUt the pl'"ovisions of this code. .J,A)_..,...."...~..~~.t.1JNA.I.IQN~, ..tt) ?'in E,':;,; ami. nat i Dr', f 01'- a mastet-' s ], i, CenSf? shall be of such nature as to show the applicant's satisfactory thorough knowledge of the National Electl'"ical Code, this code and 4 other I'"ecognized I'"equil'"ements pertaining to electrical work and his ability to corl'"ectly diagl'"am and to instruct othel'" persons in the making of practical electl'"ical installations with cOl'"rect sizes and values of required materials and dr~vi ces. (2) An examinatiDn for any othel'" character of license shall be of such a nature as to show the applicant.s satisfactory ability to follow and understand written and ol'"al instructions and satisfactory thol'"Dugh knowledge of the National Electrical Code, this code and other recognized requirements pel'"taining to electrical wOl'"k he is required to perform under the license sDught. (3) No examination shall be necessal'"Y to obtain an apprentice electrician's license, but all other provisions of this code shall have fil'"st been cDmplied with by the applicant before the Chief Electrical InspectDr may authorize issuance of such license. (4) Examinations for licenses shall be held in the enfol'"cement official's office or such othel'" location as the Enforcement Official may designate. The Enforcement Official shall administer examinations to be held when he deems it necessary tD effect the intent of this code. 1~! All applications fol'" examinations shall be filed with the enforcement official at least five days prior to the examinatiDn. Results Df examinations shall be announced at the next meeting of the Board following the examination. ~~~tiQD_~~~~~: The enfol'"cement Dfficial shall make a thol'"ough inspection of all electrical work from time to time~ and whel'"e such electrical work is in a dangerous DI'" unsafe condition, or is deemed to be an interference with the work of the Fire Department, the official shall notify the person owning, using, or operating such electrical wOl'"k to place it in a safe, secul'"e and non-interfering cDndition. Any pel'"son failing, neglecting or refusing within a l'"easDnable amount of time to make the necessal'"Y changes 01'" I'"epair, and have the necessary wOl'"k completed within an reasonable amount of time, shall be deemed guilty of violation of this chapter and every day which shall elapse after the expiration of such I'"easonable time until such wire and apparatus are repail'"ed, removed or changed as required by the enfol'"cement official shall be considered a separate offense within the intent and meaning of this code. ~~~tiQn_~~~~~: The enforcement official shall require plans, specifications and a complete feedel'" layout of installations of electl'"ical work, and, when such plans, specifications, layouts are demanded, it shall be a violation of this code to install any pal'"t Df the electrical r.::- .....' work concerned until aproves installation" the enf cwcement officia.l :initially ~~~tiQD_~~~~!Q: (A) The enforcement official shall inspect and approve electrical wOl'"k aftel'" I'"ouqh-in work is cDmpleted and requests fol'" inspections al'"e made. (B) All I'"equests for inspection of electl'"ical work shall be made twenty-four hours before the electrical work concerned is to be concealed 01'" connected fDr sel'"vice, as the case may be by the pel'"mit electrician. (C) When any electl'"ical WDl'"k for which a permit lS required under this code has been installed, but not concealed or cDnnected fDI'" service, as the case may be, the electrician to whom the permit was issued shall request inspections by notifying the enforcement Dfficial in such manneI'" as the enforcement official may prescribe; the enforcement official shall inspect such electl'"ical wOl'"k as SODn as practical and within forty-eight houl'"s of notification except Satul'"days, Sundays and legal hDlidays. (D) No electl'"ical work fol'" which a permit is I'"equired under this cDde shall be concealed in any manner frDm access 01'" plain sight until such electl'"ical work has been inspected and approved by the enfol'"cement official, and no electrical work shall be connected to a soul'"ce of enel'"gy until such electrical work is cDmpleted and all Dutlets supplied with appl'"oved fixtures, devices or covers, and such electrical wOl'"k has been finally appl'"oved for service. (E) Whenever the complexity of electl'"ical wDrk may demand it, the enforcement official may schedule inspections to be made of phases of electrical work completed and ready fol'" inspection. It shall be unlawful for any pel'"son to fail tD I'"equest inspection pUl'"suant to such schedule and subsection (El) hf2l'"eof. (F) If the electrical wDrk upon final inspection meets all the I'"equil'"ements Df this code, the enforcement official shall immediately make the necessary service recol'"ds to allow connectiDn of such electrical WDl'"k tD a SDurce of energy; provided that shDuld such electrical wOl'"k fail to meet such requirements, then wl'"itten notice by the enforcement official of existing deficiencies shall be given to the permit electrician, and such electl'"ician shall promptly corl'"ect the defects and request I'"einspection. (8) Whenevel'" a pel'"mit electl'"ician is given notice of defects in electrical work, he shall promptly corl'"ect same. Failul'"e to dD so within fifteen days of notice of defects shall be unlawful and a violation of this cDde and in addition to any othel'" penalties, the enforcement Dfficial shall refuse tD (~ issue any furthel'" pel'"mits for electl'"ical wOl'"k to such electrician until existing defects are cOl'"ected and approved in accordance with the pl'"Dvisions Df this code. (H) Aftel'" final inspection, a wl'"itten cel'"tificate of approval shall be issued, upon I'"equest, to a pel'"mit electrician to cover any electrical work done by him and approved by the enforcement official. (I) When a permit electrician does not have the cDntract for finishing the electl'"ical wOl'"k cDvered by his permit, he shall request an inspection in writing of the electrical work completed by him, specifying thel'"ein the extent of his obligation to install electrical work. (J) When any permit electl'"ician refuses tD request a final inspection on substantially completed wOl'"k covered by his permit, the DWnel'" or persDn in cDntrol Df the premises where the electrical work has been performed may request inspection. NDtice of such I'"equest shall be given to the permit electl'"ician by the enforcement official. CHAPTER 4: PERMITS AND FEES ~~~tiQD_!~!~!!___B~QY!B~Q=~~~~BBb__~~g~EI!Q~~. Except as othel'"wise specifically pl'"ovided in this code~ it shall be unlawful for any person to install or cause to be installed, or to pel'"mit any pel'"son to install, any electl'"ical wil'"ing fixtures 01'" equipment within 01'" on any building, structure Dr premises, publicly or pl'"ivately owned, or to make any alteration, additions, changes 01'" repairs within the scope of this code, without having pl'"ocured a permit therefol'" issued by the Chief Electrical Inspector except as pl'"ovided herein. Accessory buildings, toul'"ist cottages 01'" group houses shall not be cDnsidered sepal'"ate buildings when the work is to be installed as one complete pl'"oject, and at any one time; except where separate meter loops are installed. ~~~tiQD__1~!~~: There outstanding at the same electl'"ical equipment. ~5hall I:'jf.~ t.ime fol'" one permit issued any Dne installation ell'" Df ~~~tiQD_1~!~~: No service entl'"ance equipment shall be connected to the electric distl'"ibution system of the City~ unless it has been apprDved, a permit shall have been obtained and fees paid. ~~~tiQD_1~~!__E~B~!I_~QI_B~QY!B~Q. ~~~tiQD__1~~~!: ND permit shall be required for the replaCEment Df lamps, switch and receptacle plates, covel'"S, and fuses, or fDr the connection Df pOl'"table electl'"ical equipment to suitable permanently installed receptacles. 7 ~~~tiQD__1~~~~~ No pel'"mit shall be I'"equired for the installation of electrical conductol'"s 01'" equipment to be installed whel'"e such installation is in accol'"dance with the plans and specifications appl'"oved by the City, and where such installation will be within and on the premises with the contrDl and supervision of the State Highway Department Df Texas, and where such installation will be pal'"t of highway facilities operated, maintained 01'" contl'"olled by said State Highway Department. ~~stiQD__~~~~~: No pel'"mit shall be required for the installation of electl'"ical conductors 01'" equipment to be installed by or fol'" a plublic utility cDl'"poration in the generation, transmission, sale or use of electrical energy as Dutlined in their fl'"anchises; nor fDI'" the use Df such corporatiDn in the transmission of messages" ~~~tiQD_1~~~1: The I'"eplacemet Df a motor by another motDI'" of the same horsepowel'" and rating, solenoid valves, low pressure contl'"ols 01'" othel'" contl'"ols when the electrical supply to the same is or has been properly installed by a licensed electrician. i~~tiQD_1~~~~: Any work involved testing Dr servicing, altel'"ing 01'" equipment 01'" apparatus, except that include any permanent wiring. in the manufacturing, repail'"ing of electrical this exemption shall not ~~~tiQD_1~~~~: IAlOI'-k pE?t-fot-'med h i. ~:; eiTip 1 OYE!I'" . No permit shall be requil'"ed for maintenance by a licensed electrician on the premises of ~~siiQo__1~~!____BEEb!gBI!Q~__~~~~BBbbY. Application for permits shall be made in wl'"iting upon fOl'"ms provided by the City for that pUl'"pose. When requil'"ed by the Chief Electl'"ical Inspector, the application shall include a diagram 01'" plan showing clearly the character and kind of wil'"ing or installatiDn of fixtul'"es 01'" equipment work to be done. The plan or electl'"ical diagl'"am shall show the manner in which the electl'"ical installation is tD be made and/or the character of any repairs to any existing definite scale showing the point at which service cDnnection is I'"equired~ the site of the feeders and sub-feeders, the location at service switches and centel'"s Df distribution, the arl'"angement of circuits and the number of outlets connected thereto. The applications shall also contain the following infol'"mation: the date the application is submitted, the name of the pel'"son under whose authority the application is made, the name of the person actually offering the applicatiDn~ the address where electrical work is to be done, a descl'"iption Df the electrical WDl'"k to be done and Dthel'" pertinent information required by the enfDrcement official. ~~~tiQD_1~1!__E~B~!I~=IQ_~~Q~_!~~Y~Q B ~~~tiQD_1~1~!~ Pel'"mits shall be issued to licensed Mastel'" Electricians, qualified to secure permits as determined by this ol'"dinance pl'"oviding fDr licensing of electricians~ Dr theil'" duly authol'"ized agents, who shall be cel'"tified to the Chief Electl'"ical InspectDI'" by affidavit stating that said electrician assumes all and full responsibility for any permit taken out or applied for by said agent. This affidavit shall be kept on file after it has been approved by the City Attorney. ~~~tiQD__1~~~~: Pel'"mits shall be issued to a pel'"forming electrical wOl'"k 01'" maintenance wOl'"k with hands in a single family dwelling owned by him and as his homestead. pel'-~::;on hi s o~"-In c 1 i:i,i med ~~~tiQD_1~1~~: When the permit electrician fails or refuses to complete electrical wDrk~ in whole 01'" in part~ on any electrical wiring 01'" installation Df fixtures or equipment, a new permit may be issued upon written request of the ownel'" DI'" person in charge of constl'"uction, and fees therefor shall be assessed covering all electrical work done 01'" to be done, whether completed 01'" nDt at the time a subsequent pel'"mit is issued. Before any subsequent permit is issued, the enfDrcement official shall notify the pel'"mit electrician failing or refusing to complete the electrical wOl'"k, if he can be found, to show cause within ten days Dn I'"eceipt of written notice why a subsequent pel'"mit should not be issued to a subsequent electrician. All wl'"itten I'"equests fol'" subsequent permits shall set forth the reasons why the current pel'"mit electl'"ician has failed or I'"efused to complete electl'"ical WDl'"k. Where it appears that requests for subsequent permits are made tD defeat contractual obligations between electrician and owner or pel'"son in charge Df constl'"uction, no subsequent permit shall be issued. If subsequent permits are issued~ all subsisting permIts shall be cDncelled by the enfol'"cement official, and no fee~; (:jlJe therefor shall be refllnded or creditedN ~~~tiQD_~~1~1!__E~B~!I_E~~~: Before proceeding with the installation, altel'"ation of, 01'" the addition to electrical wiring 01'" equipmrnt within the City, the applicant shall first file with the City an application requesting a pel'"mit to carryon such wOl'"k and the necessary inspections and pay fees to the City in accDrdance wity the fee ordinance of the City.. CA) If the Dffice of the Chief Electrical Inspector has not been notified within 24 houl'"s (Sat.~ Sun., & Legal Holidays excepted) after a specific job is started, then the permit fee shall be doubled. The collection made is to defray the additional cost of inspecting work already done and issuing a permit undel'" such circumstances and is not a penalty and 9 nDt preclusive of any remedy othel'"wise available tD the City to enforce this code. (B) Pel'"mit application covel'"ing the installation of motors Dn any job shall specify each motor individually and no grouping of motors 01'" other such gl'"ouping of horsepower shall be pel'"mitted. ~~~tiQQ_~~~!__~B~~=~QI_IQ_~~_!~~Y~Q_IQ_g~BIB!~_E~B~Q~~. Every original application for a license shall specify the experience Df the applicant and briefly describe the applicant, and shall state whether the applicant has heretofol'"e been licensed as an apprentice, journeyman, mastel'" or other classification of electrician, 10 and, if so, the date of and the reason for such suspension~ revocatiDn Dr refusal. ~~~tiQD_~~~~~: Every application shall be accDmpanied by the license and/or examination fee prescribed in this code. ~~~tiQD__~~~!_____~Q~Q___B~QY!B~Q__QE__~B~I~B__~b~gIB!g!B~~- ~~~~BBbbY. No pel'"son shall be issued a license as a master electl'"ician until he has made, executed and delivered to the city electl'"ical inspector a good and sufficient cOl'"porate surety bond, in the amount pl'"escribed in this section for such electrician~ payable to the city fDI'" the use and benefit of the city 01'" any person injul'"ed 01'" damaged by any act or neglect Df the principal 01'" his agents 01'" employees, or by reasons of failul'"e to repair any defective wDrk, device Dr installatiDn, or for failure tD pay any fees Dr other charges due the city, or fol'" failul'"e to remedy any defects DI'" faulty workmanship 01'" matel'"ial without additional cost to the pel'"son for whom the WDl'"k was done within the time pl'"escribed by the city's inspector for the completion Df such I'"emedial wOl'"k, and gual'"anteeing cDmpliance with the requirements of this Code of all wDrk installed by the principal~ his agents 01'" employees. Such information shall be in wl'"iting and shall be verified by t.he person familiar with the facts therein chal'"ged, and three copies Df the same shall be filed with the city secretary. Upon receipt of such information, the city secl'"etary shall retain one copy fDI'" the Dfficial recol'"ds of the city and shall convey two copies to the electrical bDard. Thel'"eupon the board, if it deems the enformation sufficient to support further action on its part, shall make an ol'"der setting the chal'"ges therein contained fol'" hearing at a specified time and place, and shall cause a copy of its Drdel'" and of the information to be sel'"ved upDn the accused by I'"egistered mail no less than ten days before the date appointed in the order of the heal'"ing. The accused may appear in pel'"son 01'" by counsel, or both, at the time and place named in the ol'"der and make his defense tD the same. All such hearings shall be open to the public. The city attorney shall be entitled to present evidence and argument at such heal'"ing, and if the accused fails or refuses to appeal'", the boal'"d may pl'"oceed to hear and determine the chal'"ges in his absences. If the accused admits the tl'"uth of the charges, 01'" if upon a hearing Df the chal'"ges the boal'"d by vote of foul'" or mOl'"e of its members shall find them to be true, it may entel'" an ordel'" suspending the license Df such an electrician. (3) EmplDying as a electrician any pel'"son code. master, Journeyman or apprentice not then licensed as provided in this (8) The suspension provided for in this code shall in the first instance be for a periDd of six mDnths. In the event any license shall be suspended undel'" the pl'"ovision of this code fDr a second time, such second suspension shall be fol'" a pel'"iod of one vear" (e) The suspension of any license shall be automatically extended upDn the licensee being convicted of pel'"forming electl'"ic work while the license of such person is suspended with such extended period of suspension being for a like period as the original suspension, and in addition to any Dther penalty assessed, as pl'"Dvided in this code. ~~~tiQD_~~!Z!_~YBB~~Q~B_B~Q_B~IYB~_QE_b!g~~~~. Any license which has been suspended undel'" this code shall be surrendered to and be retained by the enforcement Dfficial. The city cDuncil shall set the matter fol'" hearing upon fDurteen days written notice to the aggrieved person thereupon take testimony and examine into the facts of the case, and determine whether the petitiDner is entitled to a license or lS subject to suspension of this license undel'" the pl'"ovisions Df this cDde. CHAPTER 6: INSPECTIONS ~~~tiQn_~~!!_!~~E~gI!Q~~_B~QY!B~Q. It shall be unlawful fol'" any pel'"son, firm or cOl'"poration to make connections from a source of electl'"ical energy to any electrical wiring, devices DI'" equipment on an installation fol'" which a pel'"mit is required, as set forth in this code, until it has been approved by the Chief Electrical Inspectol'" authol'"izing such connection and the use of such wiring devices 01'" equiment. ~~~tiQn_~~~!__BQY~~_!~~E~gI!Q~: When the I'"ough wiring 01'" installatiDn wOl'"k is completed on any pl'"emises, the person responsible therefol'" shall notify the Chief Electl'"ical Inspector that the job is I'"eady for inspection, giving pl'"oper identification Df the wDrk and address. The Chief Electrical Inspector shall then make an inspection of the electl'"ic installation. If said wiring 01'" installatiDn work has been installed in accordance with the terms and provisions of this Code the Chief Electl'"ical Inspector shall sign the inspection cal'"d, noting thel'"eon the date of approval of the work. More than one rDugh inspection may be made withDut charge when the progress of constl'"uction I'"equires such inspection. 1Bl_EBYbIY__~QBr: If the wil'"ing or installation of fixtures 01'" equipment is found to be faulty or incol'"rectly 01'" defectively installed, the Chief Inspectol'" shall notify the I'"esponsible person who installed such work of the changes necessary to be made in ol'"der that the wOl'"k may conform to thi s Codf.? 1~1_gQBB~gI!Q~__QE_EBYbIY__~QBr: the permittee shall within fDrty eight (48) houl'"s fl'"om the time of notification make 01'" start to make the changes ol'"dered and shall pl'"oceed with the work until the same is completed. Upon completion thereof and payment of the Reinspection Fee, he shall notify the Chief Electl'"ical Inspectol'" tD the effect that faulty work has been corrected. The latter shall then cause the reinspection to be made~ and if said wOl'"k is found tD comply with this code, he shall sign the inspectiDn card, noting thel'"eDn the date Df appl'"oval of the work. If the Chief Electrical Inspector shall again find the wDrk incDrrectly installed, he shall notify the pel'"mittee of the necessal'"Y changes, and the pel'"mittee shall pay an additional 16 Reinspection Fee If the pel'"mittee fails to correct the faulty work within 72 hDUl'"s time, the Chief Electrical Inspector shall refuse to issue to any such person any fOl'"thel'" pel'"mits until said wDrk in question is corrected and appl"'oved. ~~~tiQD_~~~!__E!~Bb_!~~E~gI!Q~: Upon the completion of all electl'"ical wil'"ing and installation of fixtul'"es or equipment in any building~ or any pl'"emises~ the permittee shall notify the Chief Electrical Inspectol'" that the wOl'"k is ready fol'" final inspection~ giving the Street Addl'"ess: and the Chief Electl'"ical Inspector shall then make the inspection, and if any faulty or defective wiring 01'" equipment is found, the permittee shall be notified Df the changes to be made in order that such work shall confol'"m to this Code. If such work is found to be cOl'"l'"ectly installed, I'"eplaced 01'" I'"epaired, the Chief Electrical Inspectol'" shall endorse his approval upDn the inspection cel'"tificate stating that the wiring or installation wOl'"k has been installed in accordance with the pl'"ovisions of the Code. ~~~tiQD_~~1!__!~~E~gI!Q~_BEI~B__E!B~: An inspection shall be conducted by the Electl'"ical Inspector~ Dn any building Dr structure that has been damaged by fil'"e. ~~~tiQD_~~~!__~QBr_b~EI__QE~~: It shall be unlawful for any pel'"son to covel'" or cause to be covel'"ed any part of a wiring installation with flool'"ing~ lath, wall boal'"d or Dthel'" material until the Chief Electrical Inspector shall have approved the wil'"ing installation in part 01'" as a whole except as hel'"ein set forth. ~~~tiQD_~~~!__!~~E~gIQB:~_B~~Q~Bb__B~QY~~I: It shall be the duty of the chief Electl'"ical Inspectol'" to cause all abandDned dead wil'"e, unused poles or electrical apparatus on the outside DI'" inside Df the buildings 01'" in the street 01'" alleys to be l'"emDved at the expense of the owners thereof, by giving the said Dwners wl'"itten nDtice. ~~~tiQD_~~Z!__!~I~BE~B~~g~: It shall be unlawful for any unauthorized pel'"son to in any manner change or alter electl'"ical conductDrs Dr equipment in 01'" on any building. If in the course of el'"ectiDn of a building or stl'"ucture~ electrical conductDrs Dr equipment have pl'"eviously been installed in such pDsition as to intel'"fel'"e with the erection 01'" completion of the structul'"e, notice shall be immediately given to the authorized person 01'" firm using the electrical conductol'"s 01'" equipment, and he shall be required to accomplish this needed change in accDrdance to this Code. ~~~tiQD__~~~!___E~B!QQ!g__~~~~BBb___!~~E~gI!Q~: The Chief Electrical Inspector shall inaugurate thrDugh periodic reinspections Df installations of all electrical wiring, electric devices~ and electric equipment now installed, or 17 that thereaftel'" be installed within, and within the scope Df the CDde, and when the installation of any such wiring, devices or equipment is fDund to be defective, dangerous DI'" in an unsafe condition. the person, firm 01'" cOl'"poration owning, using DI'" opel'"ating the same shall be notified in writing and shall make the necessary I'"epairs or changes requil'"ed to place such wil'"ing, devices 01'" equipment in a safe condition within five days, or any longer pel'"iod specified by the Chief Electrical InspectDr in said notice. The Chief Electrical Inspectol'" shall immediately order the discDnnection Dr discontinuance of electl'"ical services to such wiring devices,or equipment until the same has been made safe as dil'"ected. ~~~tiQD_~~2!__~b~gIB!gBb_~~B~!g~_-gQ~~~gI!Q~: It shall be unlawful fol'" any pel'"son, fil'"m 01'" cDrpol'"atiDn tD make connections from a source of electrical energy to any electrical wiring device Dr equipment which has been disconnected by ordel'" of the Chief Electrical Inspector or the use of which has been prohibited fo~ reasons herein set forth until a certificate Df appl'"oval has been issued by him authDrizing the reconnection and use of such wil'"ing devices or equipment~ The Chief Electrical Inspecto~ or" his authDrized agent shall then notify TPL, and authorize the permanent service to be connected. An order to comply with the term of such ordel'" or notice shall be sent by mail in a sealed envelope with postage pl'"epaid and directed tD the address of the owner, lessee or occupant of the premises where the effects recited in the order al'"e alleged to exist and shall be equivalent tD the pel'"sonal service of such order.
