04-22-2021 (Citizens Bond Committee) Minutes D„N Wylie Citizens Bond Advisory CITY OF Committee WYLIE Minutes Regular Meeting April 22,2021—6:00 p.m. Smith Public Library Multi-purpose Room 300 Country Club Road,Bldg. 300 Wylie,TX 75098 and via Zoom CALL TO ORDER Committee Chair Aaron Jameson called the regular meeting to order at 6:00 p.m. The following Committee members were present: Matthew Soto, Becky Welch (6:04 p.m.), David Goss, Lance Goff, Aleksandra Rolfson,Scott McDonald,Todd Pickens,Brooke Lopez(attended virtually),Nahum Razo, Sandra Stone,Wes Dorsey, and Renee Young. Keith Stephens was absent. Staff present included: City Manager Chris Hoisted; Assistant City Manager Brent Parker; Assistant City Manager Renae 011ie; Finance Director Melissa Beard; Assistant Finance Director Ron Arp; Parks and Recreation Director Rob Diaz; Public Works Director Tim Porter; and City Secretary Stephanie Storm. CITIZEN COMMENTS ON NON-AGENDA ITEMS There were no citizens present wishing to address the Committee. DISCUSSION ITEMS 1. Consider, and act upon, approval of April 8, 2021 Citizens Bond Advisory Committee Meeting minutes. A motion was made by Committee member Rolfson, seconded by Committee member Dorsey, to approve the April 8, 2021 Citizens Bond Advisory Committee Meeting minutes. A vote was taken and motion passed 13-0 with Committee member Stephens absent. 2. Date and Time of future Committee Meetings. The consensus of the Committee was to continue holding Thursday meetings at 6:00 p.m.with the next meetings held on May 6, May 20, and June 10 (if needed). 1 Minutes April 22,2021 Wylie Citizens Bond Advisory Committee Page 1 3. Capital Improvements Project list. • City Manager Hoisted reviewed a Capital Improvements Project list,which included the category,name, and estimated price. Staff answered questions from the Committee regarding parking lots, sidewalks, sleeping accommodation concerns at Fire Station 2,utilizing eminent domain/ROW acquisition on thoroughfare projects, aquatic center, existing infrastructure and drainage needs,purchasing quints for Fire Station 5 with bond money, and the relocation of Fire Station 2. 4. Bond Committee Priorities. City Manager Hoisted reviewed the survey results from the Bond Committee regarding the priorities of each Committee member. Twelve responses to the survey were received by staff Staff answered questions from the Committee regarding matching County funds for projects, 2005 Bond,add sidewalks with intersection improvements,Lake Lavon Study,Senior Recreation Center,dog park, trail lighting, Fire Station 1 relocation, Based on the Committee's survey results, the top projects for Streets include: McMillen Dr., Culvert/Bridge, Stone Rd., Traffic Signals, Downtown Improvements, and Intersection Improvements- Sidewalk/Pedestrian. Staff requested the Committee also consider reviewing additional information on Park Blvd. Based on the Committee's survey results,the top projects for Parks and Recreation include:Lake Lavon, • Senior Center expansion, Municipal Complex improvements such as trail lighting, dog park, amphitheatre, and destination playground, and aquatics. Committee member McDonald requested additional information on Braddock Park and Parkside Park.Staff requested the Committee also consider reviewing additional information on Founders Park. Based on the Committee's survey results,the top projects for Facilities include: Fire Station 2 relocation, Animal Shelter expansion,and Fire Station 5 Construction. Staff will bring back additional information on the top rated projects at the next Bond Committee meeting.
