NOTICE
An emergency and urgent public necessity exists because of the COVID-19 pandemic, making it difficult
or impossible for a quorum of the Citizens Bond Advisory Committee to convene at one location and/or
making it inconsistent with guidance from the Centers for Disease Control and Prevention for members of
the public to congregate at the meeting location.
Accordingly, a quorum or more of the Citizens Bond Advisory Committee will conduct this meeting via
video conference pursuant to the Texas Governor's Order temporarily suspending certain provisions of the
Texas Open Meetings Act and guidance received from the Texas Attorney General's Office.
Any member of the public wishing to participate in the meeting should use the following web link online
at: https://us02webezoom.us/j/98274911869. Accessing the link at the meeting time will make the meeting
audible to members of the public and allow for two-way communication. A recording of the meeting will
be made available to the public upon request.

Any member of the public may address the Committee regarding an item that is not listed on the Agenda.Members of
the public must fill out a form prior to the meeting in order to speak. The Committee requests that comments be limited
to three minutes for an individual, six minutes for a group. In addition, the Committee is not allowed to converse,
deliberate or take action on any matter presented during citizen participation.

will be held by the Citizens Bond Advisory Committee at the date, hour and place given in this notice as
the Citizens Bond Advisory Committee may conveniently meet in such closed or executive meeting or
session or consult with the attorney for the City concerning any and all subjects and for any and all purposes
permitted by the Act, including, but not limited to, the following sanctions and purposes:

CALL TO ORDER
City Manager Chris Hoisted called the regular meeting to order at 6:02 p.m. The following Committee
members were present: Matthew Soto,Becky Welch,Keith Stephens,Aaron Jameson,Lance Goff,Aleksandra
Rolfson, Scott McDonald, Todd Pickens, Brooke Lopez (arrived at 6:05 p.m.), Nahum Razo, Sandra Stone,
Wes Dorsey, and Renee Young. David Goss was absent.
Staff present included: City Manager Chris Hoisted; Assistant City Manager Brent Parker; Assistant City
Manager Renae 011ie; Finance Director Melissa Beard; Assistant Finance Director Ron Arp; Parks and
Recreation Director Rob Diaz;Public Works Director Tim Porter;Project Engineer Jenneen Elkhalid;and City
Secretary Stephanie Storm.
CITIZEN COMMENTS ON NON-AGENDA ITEMS
There were no citizens present wishing to address the Council.
DISCUSSION ITEMS
1. Introduction of Staff and Committee Members
Staff members introduced themselves stating their name and department. Committee members
introduced themselves stating their name, residency length, and project priorities/concerns.
2. Purpose and Process for Committee
City Manager Hoisted addressed the Committee giving an overview of the purpose of the Committee
reviewing Ordinance No. 2021-15 that was passed by Council.
3. Election of Chair and Vice-Chair
Committee member Lopez nominated Aaron Jameson, and Committee member Goff volunteered to
serve.

A motion was made by Committee member Stone, seconded by Committee member Lopez, to appoint
Aaron Jameson as Chair. A vote was taken and motion passed 13-0 with Committee member Goss
absent.
Chair Jameson nominated Brooke Lopez for Vice Chair.
A motion was made by Committee member Soto, seconded by Committee member Welch, to appoint
Lance Goff as Vice Chair. A vote was taken and motion passed 13-0 with Committee member Goss
absent.
4. Date and Time of future Committee Meetings
The consensus of the Committee was to continue holding Thursday meetings at 6:00 p.m. with the next
meeting being held on April 22, 2021.
Committee member Lopez requested a discussion on alternative meeting methods(teleconference/video
conference). Chair Jameson requested the discussion be tabled to the next meeting on April 22, 2021.
5. Financial Overview
Finance Director Beard gave a brief financial overview presentation including the total outstanding debt,
a list of outstanding debt issuances, historical tax rate and bond rating information, and bond program
projected tax rate increase.
Vice Chair Goff requested information on how our current tax rate compares to other local cities.
6. Capital Improvements Plan presentations
Public Works Director Porter gave a brief presentation of the Capital Improvements Plan regarding the
Thoroughfare CIP plan, roadway improvements, street and alley paving replacements, sidewalk
replacements, drainage repair, signal additions. Parks and Recreation Director Diaz gave a brief
presentation of the Capital Improvements Plan regarding the ranking from the Parks, Recreation, and
Open Space Master Plan, and parks and recreation potential bond projects. City Manager Holsted
presented the facilities needed for future fire stations.
Staff answered questions from the Committee.
Committee member Lopez requested the discussion for the ability for an alternative meeting method
prior to the next meeting. After discussion amongst the committee, the consensus was to proceed with
offering an alternative meeting format for future meetings.
ADJOURNMENT
A motion was made by Committee member Goff, seconded by Committee member Rolfson, to adjourn the
meeting at 8:22 p.m. A vote was taken and motion passed 13-0 with Committee member Goss absent.
