NOTICE
An emergency and urgent public necessity exists because of the COVID-19 pandemic, making it difficult
or impossible for a quorum of the Citizens Bond Advisory Committee to convene at one location and/or
making it inconsistent with guidance from the Centers for Disease Control and Prevention and
guidance/orders from the State of Texas, Collin County and Dallas County for members of the public to
congregate at the meeting location.
Accordingly, a quorum or more of the Citizens Bond Advisory Committee will conduct this meeting via
video conference pursuant to the Texas Governor's Order temporarily suspending certain provisions of the
Texas Open Meetings Act and guidance received from the Texas Attorney General's Office.
Any member of the public wishing to participate in the meeting should use the following web link online
at: https://zoom.us/j/94171593568. Accessing the link at the meeting time will make the meeting audible
to members of the public and allow for two-way communication. A recording of the meeting will be made
available to the public upon request.

COMMENTS ON NON-AGENDA ITEMS
Any member of the public may address the Committee regarding an item that is not listed on the Agenda.Members of
the public must fill out a form prior to the meeting in order to speak. The Committee requests that comments be limited
to three minutes for an individual, six minutes for a group. In addition, the Committee is not allowed to converse,
deliberate or take action on any matter presented during citizen participation.

minutes.

determine that a closed or executive meeting or session of the Committee or a consultation with the attorney
for the City should be held or is required, then such closed or executive meeting or session or consultation
with attorney as authorized by the Texas Open Meetings Act,Texas Government Code § 551.001 et. seq.,
will be held by the Citizens Bond Advisory Committee at the date, hour and place given in this notice as
the Citizens Bond Advisory Committee may conveniently meet in such closed or executive meeting or
session or consult with the attorney for the City concerning any and all subjects and for any and all purposes
permitted by the Act, including, but not limited to, the following sanctions and purposes:

§ 551.071 —Private consultation with an attorney for the City.
The Wylie Municipal Complex is wheelchair accessible. Sign interpretation or other special assistance for

CALL TO ORDER
Committee Chair Aaron Jameson called the regular meeting to order at 6:00 p.m. The following Committee
members were present: David Goss,Lance Goff,Aleksandra Rolfson, Scott McDonald,Todd Pickens,Brooke
Lopez (attended virtually), Nahum Razo, Sandra Stone (6:08 p.m.), Wes Dorsey (attended virtually), Renee
Young, Keith Stephens, and Matthew Soto. Becky Welch was absent.
Staff present included: City Manager Chris Holsted; Assistant City Manager Brent Parker; Assistant City
Manager Renae 011ie; Finance Director Melissa Beard; Fire Chief Brandon Blythe; Assistant Fire Chief Brian
Ritter; Parks and Recreation Director Rob Diaz; Public Works Director Tim Porter; and City Secretary
Stephanie Storm.
CITIZEN COMMENTS ON NON-AGENDA ITEMS
Charles and Carrie Lindsey addressed the Committee regarding a potential horse facility at the lake parks.
Mark Burnett,representing Wylie Football League,addressed the Committee regarding needed improvements
at Founders Park.
DISCUSSION ITEMS
1. Consider, and act upon, approval of April 22, 2021 Citizens Bond Advisory Committee Meeting
minutes.
A motion was made by Committee member Goss, seconded by Committee member Soto,to approve the April
22,2021 Citizens Bond Advisory Committee Meeting minutes. A vote was taken and motion passed 13-0 with
Committee member Welch absent.

2. Capital Improvements Project list.
Staff answered questions from the Committee regarding the purpose of the steering committee, a splash park,
increase in property taxes, percentage of responses to Park survey, details of the potential lease with Army
Corp of Engineer, and the purpose of the Bond Committee.
3. Bond Committee Priorities.
City Manager Hoisted gave a presentation on the indoor and outdoor aquatics and Lake Lavon Study feedback.
from Council. Parks and Recreation Director Diaz reviewed potential improvements to Founders Park and
Senior Recreation Center renovations. Fire Chief Blythe gave a presentation on the Fire Station facility projects
which included the relocation of Fire Station 2 and future Fire Station 5.Holsted reviewed bond proposal ranks
and costs.
Staff answered questions regarding lengths of stay for RV parks users, security at the lake parks, docks, swim
beach, capacity of parks, staffing costs, Founders Park, statistics and events at the Senior Recreation Center,
fire station facilities, Braddock and Parkside Parks, and county matching funds for roads.
There was discussion amongst the Committee regarding the proposed projects and their rankings.
Direction from the Committee was for staff to send out another survey to the Committee including the top
priorities for an additional ranking to determine the top projects.
ADJOURNMENT
A motion was made by Committee member McDonald, seconded by Committee member Stone, to adjourn
the meeting at 8:10 p.m. A vote was taken and motion passed 13-0 with Committee member Welch absent.
