AN ORDINANCE OF THE CITY OF WYLIE, TEXAS ESTABLISHING THE
MAXIMUM SPEED LIMITS ON FM 1378 (COUNTRY CLUB) PROCEEDING
FROM FM 544 TO FM 2514 (PARKER ROAD), WITH SUCH STREET BEING
LOCATED IN THE CITY OF WYLIE, TEXAS, COLLIN COUNTY, TEXAS;
PROVIDING FOR NOTIFICATION OF THE MAXIMUM SPEED LIMIT BY
THE INSTALLATION OF SIGNS AND MARKERS TO REGULATE
VEHICULAR SPEED ON THE DESIGNATED STREET; PROVIDING FOR A
PENALTY FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING FOR
REPEALING, SAVINGS AND SEVERABILITY CLAUSES; PROVIDING FOR
AN EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING FOR THE
PUBLICATION OF THE CAPTION HEREOF.
WHEREAS, Section 545.356 of the Texas Transportation Code provides that whenever the
gove:ming body of the municipality shall determine upon the basis of an engineering and traffic
investigation that any prima facie speed therein set forth is greater or less than is reasonable or prudent
under the conditions found to exist at any intersection or other place or upon any part of a street or
highway within the City of Wylie, Texas, taking into consideration the width and condition of the
pavernent and other circumstances on such portion of said street or highway, as well as the usual traffic
thereon, said governing body may determine and declare a reasonable and prudent prima facie speed
limit thereon by the passage of an ordinance, which shall be effective when appropriate signs giving
notice thereof are erected at such intersection or other place or part of the street or highway; and
WHEREAS, the City Council of the City of Wylie, Texas ("Wylie") finds it is necessary for the
protection and safety for the citizens of Wylie to declare a reasonable and prudent speed for FM 1378
from FM 544 to FM 2514 as set forth in the study attached hereto as Exhibit "A" and incorporated for
all purposes as if fully set forth herein.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WYLIE, TEXAS:
SECTION 1: Findings Incorporated. The findings set forth above are incorporated into the
body of this Ordinance as if fully set forth herein.
SECTION 2: Establishment of Prima Facie Speed. Upon basis of an engineering and traffic
investigation heretofore made, and as authorized by the provisions of §545.356 of the Texas
Tran.sportation Code, the prima facie speed limit(s) for FM 1378 proceeding from FM 544 to FM 2514
shall be as set forth in the study attached hereto as Exhibit "A" and incorporated for all purposes as if
fully set forth herein.
SECTION 3: Placement of Sig�ns. The City Manager or his/her designated representative is
hereby authorized and directed to cause the placement of signs on FM 1378 proceeding from FM 544 to
FM 514 indicating the maximum speed allowed. The signs shall be placed at the most advantageous
points to be conspicuous to approaching vehicular traffic. The sign shall be permanently affixed to a

statioriery post or installed on permanent buildings or walls or as approved by the City Manager or
his/her designated representative. The sign shall in no way be obstructed from view, and shall comply
with a.pplicable state laws.
SECTION 4: Savings/Re_pealin Cg lause. All provisions of any ordinance in conflict with this
Ordinance are hereby repealed to the extent they are in conflict; but such repeal shall not abate any
pending prosecution for violation of the repealed ordinance, nor shall the repeal prevent a prosecution
from being commenced for any violation if occurring prior to the repeal of the ordinance. Any
remaining portions of said ordinances shall remain in full force and effect.
SECTION 5 Severabilitv Should any section, subsection, sentence, clause or phrase of this
Ordinance be declared unconstitutional or invalid by a court of competent jurisdiction, it is expressly
provided that any and all remaining portions of this Ordinance shall remain in full force and effect.
Wylie hereby declares that it would have passed this Ordinance, and each section, subsection, clause or
phrase thereof inespective of the fact that any one or more sections, subsections, sentences, clauses and
phrases be declared unconstitutional or invalid.
SECTION 6: Penalt�Provision. Any person violating this Ordinance shall be deemed guilty of
a misdemeanor, and upon conviction thereof shall be fined a sum of not less than One Dollar ($1.00)
nor rr�ore than Two Hundred Dollars ($200.00). Wylie retains all legal rights and remedies available to
it pursuant to local, state and federal law.
SECTION 7 Effective Date This Ordinance shall be effective upon its passage and
publication as required by law.

Re: Speed Zoning Study along FM 1378 (Country Club Road)

Lee Engineering has conducted an analysis of vehicular speeds along FM 1378 within the City of
Wylie. This letter report presents the results of our study.
Speed zane studies wer�e performed along the following two sections of FM 1378:
North Se�ent betwecn Parker Road and Park Boulevard
South Segment between Perk Boutevard and Brown Street
Thc existing posted spced limit along FM 1378 on both the North Segment and South Segment is
55 miles per hour (mph). FM 1378 is a two-lane undivided roadway in the study area. The total
study area is 2.5 miles in length.
Trial runs were conducted in the study area to better understand the roadway conditions and the
traffic patterns. These nu�s were also helpfiil in de�termining potentiai sites for the collection af
spot spceds. Based on these ttial nuis, it was found that thc pavement surface of th�e rosdway
was uneven in many locations. This led to a rzduc�tion in speed a# those locations. F�rthermore,
since FM 1378 is a twalaae undivided madway, there are few opportunities available to the
roadway users to pass a slower moving vehicle.
SPEED DATA
A spot speed study was performed along FM 1378 within the existing poste� 55 mph speed zone.
Lee Engineering operated eight spot speed check stations for each travel direction The dete,
time, and location of spot speed check stations along FM 1378 are presented in Table 1.

Spot speeds for FM 1378 were measured using a handheld LIDAR speed measure�nent device
and speed data were record�i at each location until two hours of data collocbion was
perfornaed or the sample size excceded the 125 vehicle minimum. On1y free.flowing �ehicle
speeds wer� measured, and all measurements wer� performed during daylight and good
weather. Table 2 presents the spot speed results for each check station. Data sheets for each
study site are attached to this letter.
Ta�DOT Procedures for Establishing Speed Zones indicate that the spced limit for a sectiori of
roadway is typically set based upon the 85 percentile spot speed rouuded to the nearest 5
mph increment. For instance, a speed limit established based on Site 5's 85 percentile speed
would likely be 50 mph Other factors such as geometric constr�aints, driveway density,
development density and crash ltistory can be used to establish a speed zone at a speed lower
thaa the rounded 85 percentile valu�e.

CRASH ANALYSIS
Crash data were provided by the Wylie Police Department for crashes that occurred during
the previous twelve (12} months. According to the police reports, 36 crashes occuned along
FM 1378 within the siudy area, of which, speed was either cited or may have been a
contributing factor in approximately 20 percent of the crashes.
Based on the daily volume of 15,664 vehicles collected on Thursday, Uctober 12, 2006, the
estimated crash rate for the study roa�dway is approximately 2.52 crashes per million vehicle
miles traveled. This crash rate appears to be lower than comparable facilities based on
information contained in the TxDOT Access Management Mam�al and information provided
by the New York State Depariment of Transportation.
CONCLUSION
The spot speed data collected indicates that the 85 percentile speed is typically between 51
and 53 mph for this study area roadway. Based on this data, it is recommended that the
posted spced limit along FM 1378 between Bmwn Street and Parker Road be lowered ta at
least 50 mph.
However, according to th� TxDOT Procedures for Establishing Speed Zones, additional
roadway factors such as natrow roadway, high driveway density, etc. could contribute to
roducing the posted speed limit to as much as 10 mph below ttu 85'� percentile speed.
Due to the applicable additional roadway factors, high driveway density and lack of
shoulders, Lee Engineering, L.L.C. recommends the limit lx re�uced to 45 mph on FM 1378
within the study area.
