Vice Chair Bryan Rogers called the regular meeting to order at 6:01 PM and announced a quorum present.

acres, property generally located at the northeast corner of State Highway 78 and
Springcreek Parkway.
Commission Action
A motion was made by Commissioner Newsom, seconded by Commissioner Riner, to approve the

1. Consider, and act upon, a Site Plan for Wylie Logistics Park Building 2, an office,
warehouse and distribution use on 24.74 acres. Property generally located on the northeast
corner of State Highway 78 and Springcreek Parkway.
Staff Discussion
Mr. Molina approached the Commissioners, stating that the applicant is proposing to develop a 490,289
square foot office, warehouse and distribution structure. The property is part of the Wylie Logistic Park
Planned Development Ordinance 2021-33. The site plan represents the first development of the planned
development and is one out of the six proposed buildings for the entire site.
The proposed site plan provides 416 parking spaces with twelve of them being ADA accessible.
The landscaped area totals 31 percent and contains a 40 feet landscape buffer with a four feet wide
meandering sidewalk along State Highway 78. A four feet in height landscape Berm with a 4:1 slope and
Eastern Red Cedar plantings is also provided along the eastern side of building 2.
Board Discussion
Commissioner Newsom questioned if the environmental elements were included. Mr. Nick Crawford,
Northpoint Development, stated that LED lights will be provided for the interior and exterior and white
roofing and concrete paving. Drought resistant plants will be installed for landscaping.
Commissioner Lorraine questioned if the water from the detention pond will be used for irrigation. Mr.
Crawford stated that unless a tenant desires large landscaping then it can be used for irrigation,but overall
no.
Commission Action
A motion was made by Commissioner Newsom and seconded by Commissioner Lorraine,to approve the
Site Plan as presented.A vote was taken and the motion carried 6-0.
Ms. Bradley stated that there will be a meeting on September 7,2021.

A motion was made by Commissioner Newsom, and seconded by Commissioner Butler, to adjourn the
meeting at 6:09PM.A vote was taken and carried 6-0.

The applicant has submitted a final plat for Wylie Lake Townhomes, creating 21 residential lots and three HOA lots on
4.839 acres. The subject property is zoned within Planned Development 2003-18 and townhomes are an allowed use by
right.
The preliminary plat for this development was approved in March of 2020. A minor modification to the depth of the
lots was made in comparison to the preliminary plat due to grading and sewer connectivity requiring the ROW of
Debby Courty to be slightly shifted. The residential lots remain in conformance with the required lot depth and width
of the Planned Development.
The Planned Development limits the number of Townhome (TH)lots to 80.The development currently contains 55 TH
lots which limits new TH development to 25. This final plat is in compliance with the Planned Development as it is
providing 21 lots,being four less than what is allowed by the Planned Development.
All of the open space lots are to be owned and maintained by this subdivision's HOA. This plat dedicates 120' of
R.O.W for the future extension of Park Boulevard and provides a 40' wide landscaped buffer adjacent to the future
thoroughfare along with a buffer along existing Spencer Lane.
The plat is technically correct and abides by all aspects of the City of Wylie Subdivision Regulations including
preliminary Engineering documentation. Approval is subject to additions and alterations as required by the City
Engineering Department.

The applicant has submitted a Preliminary Plat for Kreymer at the Park. The plat consists of 48 residential lots and two
open space lots on 16.48 acres zoned within the SF 10/24 district. The property was zoned SF 10/24 in 2019 and the
single family residential use is allowed by-right. A preliminary plat for this site was previously approved in March of
2021; however modifications to the street access and lot layouts were made requiring a resubmittal.
The plat dedicates the necessary rights-of-way and utility easements, including a pedestrian easement for a trail
connection to the southwest. All open space lots are to be dedicated to and maintained by the H.O.A. Lastly, a note has
been added to the plat requiring all homes to provide NFPA 13D fire sprinkler systems to meet fire standards.
The plat is technically correct and abides by all aspects of the City of Wylie Subdivision Regulations including
preliminary Engineering documentation. Approval is subject to additions and alterations as required by the City
Engineering Department.

II, a maintenance/office use, on 8.2 acres.Property located at 201 East Brown Street.

Discussion
OWNER: North Texas Municipal Water District APPLICANT: Stantec
The applicant is proposing to develop a maintenance facility for the North Texas Municipal Water District with 26,760
sq.ft. on the first floor and 17,044 sq.ft. on the second floor.The site plan also proposes for the construction of two sheds
and a guard house.
The proposed site plan provides 132 parking spaces with five of them being ADA accessible;representing a parking ratio
of approximately 1 parking space for every 330 sq.ft. of building area.
The site provides one point of access from Brown Street. All fire lanes surrounding the property are required to be 26'
in width due to the 44' height of the main structure.
The landscaped area totals 31% and preserves the existing tree line bordering the St. Louis and Southwestern Railroad
Right of Way.
The structure's exterior material consists of painted concrete and metal panels.
As presented, this site plan is in compliance with the design requirements of the Zoning Ordinance. Approval of the site
plan is subject to additions and alterations as required by the City Engineering Department.
The Planning and Zoning Commission must provide a written statement of the reasons for conditional approval or
disapproval to the applicant in accordance with Article 212, Section 212.0091 of the Texas Local Government Code.
