NOTICE
An emergency and urgent public necessity exists because of the COVID-19 pandemic, making it difficult
or impossible for a quorum of the Parks and Recreation Board to convene at one location and/or making it
inconsistent with guidance from the Centers for Disease Control and Prevention and guidance/orders from
the State of Texas,Collin County and Dallas County for members of the public to congregate at the meeting
location.
Accordingly, a quorum or more of the Parks and Recreation Board will conduct this meeting via video
conference pursuant to the Texas Governor's Order temporarily suspending certain provisions of the Texas
Open Meetings Act and guidance received from the Texas Attorney General's Office.
Any member of the public wishing to participate in the meeting should use the following web link online

CALL TO ORDER
Board Chairperson Robinson called the virtual meeting to order at 6:30 p.m. with Board Member Willford,
Board Member Allen, Board Member Stewart, and Board Member Mullis in virtual attendance. Board
Member Swendig arrived late to the virtual meeting at 6:46 p.m., and Board Member Board Member
Suarez was not in attendance.
Staff members virtually present were Parks and Recreation Director Robert Diaz, Parks Board Secretary
Janet Hawkes, Parks Manager Brent Stowers, Recreation Manager Carmen Powlen, and Recreation
Programmers Ally Holman and Jeni Lambert.
CITIZENS PARTICIPATION
No citizens came forward.
REGULAR AGENDA ITEMS
1. Consider and act upon approval of the Minutes from the February 8, 2021
virtual regular Meeting.
Board Action:
Board Member Mullis made a motion to approve the Minutes from the February 8, 2021 virtual
regular Meeting. Board Member Allen seconded the motion, and a vote was taken and passed
5-0.
DISCUSSION ITEMS
• Recreation Division updates.
In a power-point presentation staff reviewed with the Board the recently published Activity Menu,
as well as an explanation of the Recreation Division's operations, revenue, programs, and
promotional efforts. Staff also shared the Recreation Center's ten year anniversary celebration
activities, in-place COVID-19 safety protocols, upcoming activities and summer camps, as well as
the recent challenges that the center is currently facing.

• Public Art projects.
Director Diaz advised that the Public Art Advisory Board, overseen by former City Secretary Carol
Erlich, is working on a few upcoming art projects. They are considering the placement of two art
pieces along the Wylie Municipal Complex Trail behind City Hall. The Public Art Advisory Board
will be putting out a call for artists to submit art proposals for their review. A special art project
committee will then be formed, of which will include one Parks and Recreation Board member.
This committee will recommend the art selection and planned location thereof. The Parks and
Recreation Department typically funds the infrastructure for art projects i.e. power, water, and
landscape to the art piece(s). The Public Art Advisory Board raises money to fund art projects
from special events such as Bluegrass on Ballard and the Wylie Arts Festival.
• Wylie Recreation Center operations and fee update.
The Recreation Center hours are still limited since the COVID-19 Pandemic began with Fridays
remaining closed and Sunday hours still reduced to 1:00 pm to 5:00 pm. City Council was
involved in the initial Recreation fee implementation but have since given limited guidance, only
approving minor modifications in 2015. Since the opening of the Recreation Center, there has
been a significant increase in users as well as operational costs with no substantial changes in
the fees. Recent direction from the City Council during a joint work session was for staff to hire a
consultant to initiate a Recreation Center fee study. It is possible that this fee study could be
added to the ongoing Lavon Lake Study and be included in the current fiscal year budget.
• Bond Committee formation update.
The City Council will form a bond committee with each Council Member selecting two citizens, of
which must be registered voters residing in Wylie, to serve on this 14-person committee. Director
Diaz encouraged the Board to reach out to a City Council Member if interested in serving on the
Bond Committee. The Bond committee is expected to meet five or six times prior to making their
recommendation to City Council during the June 22nd meeting this year. All meetings will be
posted and the public is welcome to attend. The bond committee was implemented this spring in
order for the bond to be included on the November ballot. Potential Bond Projects include an
aquatics facility, Lavon Lake facility, Founders Park improvements, Municipal Complex Trail
lighting, Braddock Park development, Parkside Park development, Wylie Senior Center
expansion and updates, Wylie Recreation Center expansion, and Park Service Center expansion
and updates. Other items that could possibly be Included in the bond are the expansion and
improvement of McMillan Road, as well as a new Fire Station two.
• Project updates.
The Twin Lakes/Southbrook Trail Connection project is complete. Staff is working on plans for a
new playground installation this summer pending funding approval by City Council during their
April meeting.
The consultants are finalizing the amended graphics, and the Founders Park Master Plan
updates will be reviewed by the Board during the May meeting.
Staff is pursuing quotes for phase one of the Brown House improvements project. The Texas
Historical Commission and the Texas Department of Licensing and Regulation approved the
accessibility ramp, and it will likely be installed in the summer of 2021.
The recent winter storm caused some delay, but the Avalon Park Fence project has now been
completed. In addition, new soccer goals were added to the Avalon Park soccer fields. Only
some minor grading and cleanup remain to be done.

The Aquatics Feasibility Study is underway and the next joint meeting with City Council will take
place on April 13, 2021. This study is expected to be completed during the summer of 2021.
The Lavon Lake study is underway and the next joint meeting with City Council will take place on
April 27, 2021. This study is expected to be completed in late 2021.
Director Diaz informed the Board that the Parks and Recreation Department will be moving under
the direction of Assistant City Manager, Renae 011ie from Assistant City Manager, Brent Parker.
• PARB Tour April 24, 2021.
Director Diaz advised the Board that the plan is to meet at the Wylie Senior Recreation Center at
9:00 a.m. then have lunch upon returning at approximately 11:30am. Locations suggested for the
tour include Founders Park as well as Lavon Lake's Eastfork Park and Avalon Park.
ADJOURNMENT
There being no further business, a motion to adjourn was made by Board Member Allen. Board Member
Mullis seconded the motion, and a vote was taken and passed 6-0. The meeting was adjourned at 7:41
p.m.

Discussion
Daryl Herzog, son of Don Herzog,has requested that Woodbridge Park, currently under construction,be named Don
Herzog Park in memoriam of his late father Don. Don was a local developer that was instrumental in the development of
all the Woodbridge developments in Wylie and Sachse. One of Don's last development projects was the home and
townhome development where the current park is being constructed.
Per the current Park Naming Policy, the Board can recommend a name for a park to the City Council for consideration.
History of Don Herzog:
• Local developer in Wylie area for over 20 years.
• Contributed to local groups such as the Chamber of Commerce.
• Devoted to his family and was active in his church.
• U.S. Army Veteran.

PARK AND PARK FACILITY NAMING POLICY
I. POLICY ADMINISTRATION
1. The park and recreation board ("board"), will be responsible for
recommending a name for municipal parks and park facilities.
2. The board shall be responsible for research, study and recommendation
of a proposed name to the city council. Rationale for the recommended
name shall be given in writing and accompany the recommendation.
3. The recommended name will be forwarded to the city council for its
consideration and approval.
4. Municipal parks and park facilities shall be named immediately prior to or
during development, generally not later than 60 days after acquisition or
commencement of construction or at the earliest possible date.
5. A park name or park facility name may be changed no more frequently
than once every ten years.
II. GUIDELINES FOR NAMING MUNICIPAL PARKS AND PARK FACILITIES
1. Names of municipal parks and facilities should be familiar to the majority
of citizens, easy to recall, unique and lasting.
2. The following guidelines are listed in order of importance. Municipal parks
and facilities shall be named:
a) By outstanding and/or predominate physical characteristics of the
land such as:
1. Those naturally occurring, such as forested areas, streams,
rivers, lakes and creeks;
2. Manmade features such as subdivisions, streets,
office/industrial or commercial complexes;
3. Landmark significance, such as an identifiable manmade or
naturally occurring monument;
4. Historical significance, such as the names of early residents
or citizens and/or a significant event.
b) In honor of a living or deceased national, state, or community
leader.
c) Based on the activity, event, or function of the land.
