Members of the audience are requested to step outside the Council Chambers to respond to a page or to conduct a phone conversation. The Wylie Municipal Complex is wheelchair accessible. Discussion regarding art projects for 2020/2021 including the downtown mural, Walking trails art, and Fire Station #4. Executive Summary The board will hear an update on the mural design by Shea Ameen and timeline for the revised contract to be presented to Council. Also during the discussion the board will hear an update regarding the Call for Artists for Fire Station#4 and an update regarding the electrical and water quote for art along the trails. B. Discussion regarding the Bluegrass on Ballard. Executive Summary The board will hear an update on approved vendors for the June 26, 2021 Bluegrass on Ballard. The board will discuss volunteers and other committees needed for the event. REGULAR AGENDA 1. Consider and act upon, the Public Arts Advisory Board minutes of March 18, 2021. (C. The meeting was called to order by Vice Chair Schwerin at 6:10 pm. Members present included: Anita Jones, Minerva Bediako, John Treadwell, and Christina Null. Steve Shank and Chair Lily Courtney were absent. PAAB Coordinator Carole Ehrlich, and WFR Captain Andrew Johnson were also present. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address the Board regarding an item that is not listed on the Agenda. In addition, the Board is not allowed to converse, deliberate, or take action on any matter presented during citizen participation. No citizens were present to address the board. DISCUSSION ITEMS All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. A. Discussion regarding art projects for FY 2019/2020 and FY 2020/2021 including a downtown mural. (C Ehrlich, Public Arts Advisory Board Coordinator) Board/Staff Discussion Mural Discussion PAAB Coordinator Ehrlich explained to the board that during the City Council meeting of February 23, 2021 the City Council and staff discussed the downtown mural project. Ehrlich reported that the property owners had decided not to sign the lease agreement allowing the art to be placed there for a definitive period of time. Due to the lease agreement failure the art could not be placed on the wall and would need to be placed at another location. She reported the Council felt the walls downtown were not the appropriate place Minutes March 18,2021 Public Arts Advisory Board Page 1 for the design and preferred it be placed in another location. They stated that the vacant lot could be changed to a permanent structure in the future which would hide the mural completely. She noted, Council had asked for an item to come back to them with the location and timing left open but approving the design and scholarship to Quad C, Wylie Campus Art Department for the $5,000. Ehrlich reported the City Attorney was revising the contract between the City and Quad C and she would present it to the Council as soon as it became available along with a couple of options for the final design for Council to review. Fire Station #4 Art Discussion PAC Ehrlich presented the Call for Artists based on suggestions from the board and WFR. She noted the call had been published on Café,City of Dallas list serve of artists,and Americans for the Arts. The deadline for submissions is April 15, 2021 with the final install taking place around April/May of 2022. Captain Johnson spoke to the board about the theme "NEVER FORGET" wanting to obtain a piece of the Twin Towers and if obtained have it as part of the mural or sculpture. He noted that a water feature would be great if it could somehow be incorporated into the design. He answered questions for the board. Walking Trails Art PAC Ehrlich reported she had been in contact with Robert Diaz,Parks and Recreation Director on a couple of occasions to try and obtain a quote for two site locations close to the buildings to get electrical and water to those locations. She reminded the board that Mr. Diaz had told the board in 2020, there was $20,000 within the Parks budget to provide that service so the board could begin placing art in those areas. She reported the funding for the art had been carried over from last year, waiting on the electrical and water stub-ins from the Parks Department. She stated she was hopeful those would be coming soon. B. Discussion regarding the 2021 Bluegrass on Ballard (PAC Carole Ehrlich) Board/Staff Discussion PAC Ehrlich reported the Bluegrass on Ballard was going to take place on June 26, 2021. It would be in Olde City Park with vendor pricing at $100 and food vendors at $325. She noted the applications would be published and the City newsletter would be going out soon. She expected submissions to start coming in. REGULAR AGENDA 1. Consider and act upon, the Public Arts Advisory Board minutes of January 28, 2021. (C. Ehrlich, Public Arts Advisory Board Coordinator/Secretary) Board Action A motion was made by board member Jones seconded by board member Bediako to approve the minutes of January 28, 2021 as presented. A vote was taken and the motion passed 5-0 with board members Courtney and Shank absent. 2. Consider and act upon a Selection Panel for the Wylie Fire Station #4 Art Project. (C. Ehrlich, Public Arts Advisory Board Coordinator/Secretary) Minutes March 18,2021 Public Arts Advisory Board Page 2 Board/staff Discussion PAC Ehrlich presented a list of nominees presented by each board member requesting to be included on this item. She reported there were three artists, one former board ex-officio, two citizens, one member of the Wylie Fire Rescue Department, and one Public Arts board member. She noted that Vice Chair Schwerin had asked to be placed on the selection panel since he had never served on a panel and was going off the board this year due to teiini limits. Board Action A motion was made by board member Tredway, seconded by board member Null to approve a Selection Panel for the WFR Fire Station #4 Public Art Project as follows:WFR Captain Andrew Johnson, PAAB member Michael Schwerin, artist Margaret Illingworth, artist Karen (or Roger) Nitz, artist/citizen Shawn Denny,citizen Kylie Reising,and art board ex-officio Mindy Manson. One additional person may be added if recommended by the Quad C Art Department. A vote was taken and the motion passed 5-0 with board members Courtney and Shank absent.
