11-11-2021 (City Council Search Firm Subcommittee) Minutes Wylie Search Firm Subcommittee Regular Meeting IA/November 11, 2021 —6:00 PM IN Council Conference Room-300 Country Club Road, Building#100, Wylie,Texas 75098 CITY OF WYLIE CALL TO ORDER Mayor Porter called the regular meeting to order at 6:00 p.m. The following Subcommittee members were present: Councilman Duke and Councilman Williams. Staff present included: Interim City Manager Brent Parker and City Secretary Stephanie Storm. INVOCATION& PLEDGE OF ALLEGIANCE Councilman Williams led the Invocation and Mayor Porter led the Pledge of Allegiance. COMMENTS ON NON-AGENDA ITEMS Any member of the public may address Subcommittee regarding an item that is not listed on the Agenda. Members of the public must fill out a form prior to the meeting in order to speak. The Subcommittee requests that comments be limited to three minutes for an individual, six minutes for a group. In addition, the Subcommittee is not allowed to converse, deliberate or take action on any matter presented during citizen participation. There were no citizens present wishing to address the Subcommittee. WORK SESSION WS1. Discuss research information on search firms as it relates to hiring a City Manager. Mayor Porter stated they had received a list of firms and had received one proposal from SGR. Porter stated an RFQ is an option. Councilman Williams and Mayor Porter had some questions regarding costs that are not part of inclusive costs, and would like to get a complete cost. Councilman Duke stated he likes the resources and presentation provided and also likes they are from a smaller town. Porter stated he looked at Baker Tilly, out of Plano, it had a lot of searches for Director level but not City Manager positions. Porter stated SGR had a lot of searches throughout Texas, had good reviews, had comparable cities and cities that stand out; and had a very long list of cities.Porter asked if the Committee would like to solicit for information from other firms like SGR provided, or is SGR the stand alone favorite. The consensus of the Subcommittee was they would prefer to do an RFQ to gather additional information from additional firms. The Subcommittee gave direction on criteria for an RFQ which included: • experience with hiring city managers for 50,000+population • experience with hiring for Texas and even narrow down to North Texas • experience with team building experience (ex: Directors) • do criminal background checks • do credit history checks • do social media search to include news stories, etc. Page I 1 • how they move candidates through the process • how they handle final candidates (ex: face to face interviews) • did they participate in any negotiations for the contract or is that left to the City to do • the fees and what they include and don't include ail• what is general cost • how long they have been in business • ensure no conflicts of interest with candidates • would like to see a list of positions they have filled the last couple of years Mayor Porter stated the Subcommittee would take this information for additional discussion at the future Council meeting. RECONVENE INTO REGULAR SESSION Mayor Porter reconvened the Subcommittee into Regular Session at 6:38 p.m. ADJOURNMENT A motion was made by Councilman Williams, seconded by Councilman Duke, to adjourn the meeting at 6:38 p.m. A vote was taken and motion passed 3-0.
