04-10-1962 (City Council) Minutes �j . L k CITY OF WYLIE MINUTES April 10, 1962 The City Council met at 3 O' clock on April 10, 1962 with all members present. Mayor Parker called the meeting to order. The minutes of the last meeting were read and approved. The Election canvass was held. The new Council to take office were: Roy Hall, Mayor and Jack Parker, Pat Onstot, Jack Bostic and Carl Ward, Aldermen. Jack Parker and Pat Onstot were elected to serve a two year term and Jack Bostic and Carl Ward were elected to serve a one year term in accord with the election ordinance. The Mayor was elected for a two year term. Motion was made by J. R. Story and seconded by Ed Collins that they be sworn in. The new members were sworn in by City Atty. John Gay. Mayor Parker then turned the meeting over to Mayor Hall. Mayor Hall then asked for a roll call of the new members of the Council. Mayor Hall read a letter from the League. It was an invitation from the Texas League Municipalities to attend the Annual Institute for new Mayors and Councilmen. It is to be held in McAllen Texas. He also read a letter that was written to Agnes Eaves on a $30.00 refund paid to her on the John M. Pelton house. The Mayor read a letter written to ''. A. Dniel on the failure of the Street on Memoral Dr. Mr. Daniel's reply was that he would take care of the matter. Mr. sash met with the L'ouncil about the removing of a sign on old HWY. The Mayor told him he would talk it over with the Council and write him a letter. The Monthly report was read by the city manager. Motion was made by J. R. Story and seconded by Pat Onstot that the lst: and 2nd offense 'for stop signs be $5.00 and the 3rd offense to go before the Judge. Motion carried. Mayor Hall appointed Mr. E. F. Lee, city manager and Oneida Gallagher, city clerk, W. A. Allen, water supt. Jim barber, city judge, all for a period of two years. B. N. Gaylor, was appointed chief of police for a period of one year. Motion was made by Jack Bostic and seconded by Pat Onstot that the appointments be adopted. Motion carried. Motion was made by J. R. Story, and seconded by Pat Onstot to appoint Jack Parker as Mayor Pro-Tem. Motion carried. Council appointed Truett Smith as North Texas Municipal Water Director for the City of Wylie for a period of two years. Motion was made by Jack Bostic and seconded by Jack Parker. Motion carried. Council was asked to write a letter to this effect to Mr. Rollins. Motion was made by J. R. Story and seconded by Pat Onstot to appoint John (lay as City Atty. for the City of Wylie. Motion carried. Mayor Hall appointed Jack Bostic and Carl ward to serve on the Lake M - Levan Park Board with the city manager. Motion was made by J. R. Story and seconded by Pat Onstot fair the appointment to be accepted. Motion carried. • Minutes continued- 4/10/62 Mr. Bennett submitted the original plat on the Holiday Terrace 3rd. addition prior to this meeting. The plat had been submitted and the Council had recommended a revision on Kirby St. which would eleminate two 90 degrees turns, and connect with Stone St. Mr. Bennett reported • that the owner would not provide the provisions as recommended and stated the cost would be prohibited. After some discussion a new proposal was made and Mr. Bennett agreed to return the plans to the owner for his approval. The recommended revision of Kirby St. confdrms with the City' s Master Throughfare Plan. Mr. Bennett was asked to meet with, the Council again on April 24th and report on the new revisions. Mr. Bob Hogan presented a report with written recommendations on the Wylwood Addition. The plat as presented was approved subject to his recommendations being carried out. Mr. Hogan also made a report on the present drainage problem where hilltop Lane intersects HWY 544. This report is on file under Henningson, Durham and Richardson, Inc. Mr. Hogan reported to the Council that plans and specifications were ready on- the proposed water and sewerage improvement program for the South Fast section of the City and suggested that bids should be received as soon as possible so that the development of this property would not be delayed. Motion was made by Jack Parker and seconded by J. R. Story for Bob Hogan to advertise for bids for water and sewerage to serve the South East pare of town included in this motion and in line with the present policy established in the City's Master Plans the City will require the Wylie Butane Gas go. to install an 8" sewer line in place of a 6" line and construct a manhole designed to the City of Wylie's specifications and agrees to pay to Wylie Butane Gas ! Co. the sum of $500.00 to cover this additional cost. This line after acceptance will become property of the City of Wylie beginning at the Wylie Butane Gas Co. property and extending to the present l5 outfall line and will be maintained by the City of Wylie. Wylie Butane Gas Co. proposes to lay a 2" water line beginning at. the Martinez property. It was agreed that the meter would be set at the tap location and that the line from the meter to the Wylie Butane Gas Co. would be a private service line maintained by the owner". All bills were read and approved. Motion was made by Jack Bostic and seconded by Jack Parker to pay all bills. Motion carried. Motion was made by Jack Parker and seconded by Carl ward to pay all regular monthly bills and to pay all bills with discounts when due. Motion carried. Motion was made by J. R. Story and seconded by Carl ward to attach all accounts payable to the monthly report. Motion carried. With no further business motion was made by J. R.
