03-06-1963 (City Council) Minutes 3 V MINUTES OF SPECIAL MEETING March 6, 1963 T The meeting was called to order by Mayor Hall at 5:00 pm with all members present. Also present was City Attorney John Gay. Chief of Police Barney Gayler and City Manager Ernest Lee. The meeting was called for the purpose of discussing further the General Telephone Company' s request for a rate increase . The Telephone Co. had offered to settle for a rate increase of $75ri per month for business phone, $0.25 per month for residentual phones and $0.25 per month for extensions or $0.50 per month across the board. The City Attorney explained to the Council that the Telephone Co. could obtain an injunction against the City and go ahead and set a new rate not to exceed 8% net investment or return on investemtn and collect that rate until such time as the Council was willing to re-neogocate a new rate. The Attorney also stated that if the Council should decide to take the matter to Court it would be necessary to employee special rate attorneys to defend the City and would cost several thousand dollars. After further study a motion was made by 'Ar. J. R. Storey and Mr. Wardthat the Tel hone Co. be ask for an seconded by Carl pp extension of time so that a notice could be prepared and mailed to each telephone subscriber explaining the propersition and also so that the in-coming new Council would have a chance to voice their opinion. Motion carried. Chief Gayler also met with the Gouncil and reported that Bobby Ross would leave the department on March 22, 1963 and requested that a base pay of $325.00 per month be approved so that a qualified replacement could be employed. The Council approved the new base pay unanimously. Mr. Storey stated that the employment of a new patrolman should be left up to the Chief since he would be under the supervision of the Chief. Also Chief Gayler made a report on the Condition of the present patrol car. After some discussion, it was decided to authorize the City Manager to advertise for bids on a new police unit. Bids should be received in time for the March 12th meeting. There being no further business the meeting adjourned at • 6:50 pm. T rr Mayor City Secretary
