MINUTES
MARCH 12, 1963

The City Council met March 12, 1963 with all members present, Jack
Parker, Jack Bostic , Carl Ward, Pat Onstot and J. R. Storey.
Places on the Ballot were drawn by the Candidates for Councilmen as
follows : Dee D. Ward, 1; Jerrell Clemons , 2; C. T. Shields, 3; R. S.
Posey, 4; Melvin Ellis , 5; Taylor Hickman, 6; Emma Addin7ton, 7; and
A. J. McClure , 8.
The ma,�tir called to order by Mayor u',11 and the minutes of the
Iasi- regular meeting of February 12, 1963, and the minutes of the
special meetirg of March 6, 1°63, wee read and approved .
Robby in met with the Connnci_l to ark for. help In maintaining and
grading the street for the Little League baseball field . He also asked
that the C i tt* run a grater l i r.e to the field and nut some no-parking
signs on KirbyCtreet. The Council told Mr. King they would be glad
to help take care of the field as far as drainage and maintaining the
field for the Little League and would see that they had water.
ryeneral Telephone Co. met with Council in reference to a rate increase

or� '�•�.75 on business and �';i.25 on resident and extension to ep. ores .
After a lengthy discussion motion was made by Pat frstot and seconded
by J. R. storey to grant the Telephone Co. the raise. Jack Parker
voted for it and Carl `.^arc. and Jack 3ostic voted against the raise
increase. The Telephone Co. said this raise worldd go into effect
April 21, 1963.
Ordinance #63-1, An Ordinance Governing the City ',later 'dv'orks was
passed on a ,motion made by Jack Bostice and seconded by Pat Onstot.
Motion carried .
Ordinance #63-2, an Ordinance Regulating a fee for Ped `'lerts and
solicitors. On a motion made by Jack Bostic and seconded by J. R.
storey companies would pay a permit of i$15.00 and 5.00 each salesman.
Motion carried.
Motion was made by Jack Bostic and seconded by Pat Onstot that Developer:
would he allowed to nut up signs on City property after first getting a
permit from the City with a 30 day cancellation clause. Motion carried.
Council asked that ''Tr. Lee , City "Manager write a letter to have the
sign of. Lavon Peach '7states removed from u'jY 7R.
Rills were read and aonroved for payment on a motion made by Jack
PostLc and seconded by J. R. 'torey. Motion carried.
A letter of objection was rec ivea from a local citizen in reference to
the new noli.cy on water , sewer and garbage charges. It stated that he
•-- did not have rental grope -ty for transity families and that the separate
house was used her his -nether any? that he does not receive any rental
from the property.

Since It was the purpose of the new regulation to require transit
families who rent apartments or live in house trailers without
separate meters to pay the minimum charges, it was decided by the
Council that the new rule would not apply in this or like cases .
The basic purpose of the new rule wasto apply to those families
who do not now help support and pay for services that is being
wholly supported by permenant or semi-permanent citizens that are
on separate meters.
Motion was made by Jack Bostic and seconded by J. R. "torey to pur-
chase a 1q63 Biscayne 2 door Chevrolet from Jackson Chevrolet in
Garland for the sum of `' 1,993.80 lees 4900.00 for the Ford Police
Car. The total cost for exchange ' 1,093.80.
rradv Chevrolet Co. also made a rid of ' 1,9P8.48 and would allow
60n.00 for 1961 Ford Foli ce Car. A di f"er. en_ce of "1,388 .L.8.
The Chief has hired Boyce D. Abbott to renlace Pobby Boss on the
Police norce. The Council gave their approval on motion made by
Jack Bostic and seconded by J. B. "torey. Motion carried.
Meeting adjourned on a motion made by Jack Fostic and seconded by
J. R. Ctorev. motion carried.
