The meeting was called to onder by Mayor Hall at 7:00 prat. All members
present. The minutes of the previous meeting were read an:i apLroved by
a motion from Jack Parker and second by Carl. Ward.
The Mayor canvassed the returns of the election and the results were as
follows:

Carl Ward, C . T. Shields and Taylor Hickman being the three canadates
receiving the largest number of votes, were declabed elected.
City Attorney, John Gay, administered the Oath of office to each and
they were sworn in as members of the City Council.
Jack Parker was unanimously elected to serve as Mayor-Protempo for
the coming year.
A letter frog, the State Board of Insurance was reed by Mayor Hall. It
was in reference to certain information furnished them about the new Fire
Alarm System, Fire plug maintenance and electrical code. The City will
,. receive State inspection some time in the near future with a possible re-
duction in fire key rates as the result.
Representatives of the First State Bank met with The Council and ask that
the City consider sharing in the cost of paving Marble St. between Jac'_sen
and Ballard St . The Council agreed that the paving would be needed and
instructed the manager to contact xenningson, Durham and Richardson and
prepare an estimate of cost and have the engineering done cc soon as pos-
sible . This action was taken after a motion was rade by Jack t'arker and
second by Ceel Ward. Motion carried.
The Board of Directors from tee Bank also offered to sell the old Bank
Buthlding to the City for $12,500.00 with $2,500.00 down and the balance
over a 10 year period at 4 11?.03 per month, 6% interest included. This
price would also include the present air conditioning and beating system,
most of the furniture and vault . The Council ask for time to study the
proposal.
G. W. "Bud" Selby, accompanied by his Father, met with the Council and
made a complaint against the Chief of Police. The Council heard both
sides of the case and decided that the Chief carried out the law as it
should he and gave him their full support in the matter.
Ordinance No. 63 3 peohibiting parking on Kirby Street was read and on
a motion by CarY and and second by Pat Onstot, the motion carried.
Mi.n&mum and maxium fines for violation will be from $5.00 to $ 25.00.
All bills were read and app.eove3. by a notion made by rat Onstot and
second by Carl Nara. Motion carried.
The city manager spoke to the Council in reference to s ,me confusion
over employee appointments during the past year and ask that the

Council review the ordinance which esta4lishes the managers responsi-
bility to the Council. After some discussion the Council unanimously
agreed that all provisions in the ordinance would be recognized in the
future and that all future complaints received against employees or ser-
vices would be directed to the manager first. The manager also stated
that all persons making a complaint would be heard in a courteous manner
and be given every consideration and all complaints that can not be
taken care of in this manner will be brought to the Council for final
dicision.
A discussion was held on the two streets that were sealed and graveled
in recent weeks and it was decided to have the manager purchase a drag
broom so that the gravel could be spread over the surface when the as-
phalt starts to bleed through and protect the surface.
The garbage program was discussed and the manager Pave the Council an
estimate of costs covering the present method of hauling compared to
the cost with a packer type truck. The Council will discuss a better
program with Citizens and re-new the discussion at the next meeting.
The dog problem was also discussed with a possibility that a dog pro-
gram might be set up in the next budget.
The appointment of Glen Daniel as fire marshal was approved by a motion
made by Jack Parker and second by Pat Onstot. Motion carried.
Motion was made by Carl Ward and second by 'at Onstot to adjourn. The
meeting adjourned at 10:00PM.
