06-11-1963 (City Council) Minutes Minutes of Regular Meeting June 11, 1963 The City Council met June 11, 1963 at 7; PM with all members present except Jack Parker. Motion was made by Pat Onstot and second by Carl Ward to pass a new Arson Award Ordinance # 63-5. Motion carried. A. FireZone Ordinance # 63-6 was discussed and a motion was made to adopt this Ordinance on a mot-TUEmrrade by Carl Ward and second by Taylor Hickman. Motion carried. Mr. and Mrs. Bill Painter met with the Council in reference to Rusty Water. A discussion was made on the water line on 1st St causing the rusty water. Motion was made by Carl Ward and second by Taylor Hickman to extenda 2i cast iron water line from the lot main on Masters St., South on 1st. St. to the existing 6"' line at fire plug. Estimated cost of this line would be $1,550.00. The City Manager was ask to obtain material for this job on a 90 day basis. In reference to out door toilet. The Council ask Mayor Hall and the City Manager to contact Dr. Trimble, County Health Officer to look into this matter, on a motion made by C. T. Shields & second by Pat Onstot. Motion carried. Ordinance # 63_Equalization Board. A motion was made by Carl Ward and second by Taylor Hickman to appoint an equalization board for 1963. The Annual Budget was discussed with no comment. Mr. Lee reported that Garland could not assist Wylie in their dog program. A certified audit was discussed but no action was taken at this time. Motion was made by Pat Onstot and seconded by Taylor Hickman that all re- connections for delinquent account for water be charged $2.50 during office hours and $5.00 for after hours . Motion carried. The Council decided to put a No Parking Sign for the alley beginning at the North end of Jackson St. , East to Ballard St., on a motion made by C. T. Shields and seconded by Pat Onstot. Motion carried. In reference to New Street Lights, motion was made by Taylor Hickman and second by C. T. Shields to authorize the Texas Power & Light Co. to install new lights and move the old ones to the different churches and put some around the new school. Motion carried. The Council decided that the City was not in a position to buy the Old Bank Building at this time. Bills for the month were read and approved to be paid on a motion made by Carl Ward and seconded by C. T. Shields. Motion carried. After some discussion motion was made by Carl Ward and second by Taylor Hickman to hire S. M. Hart for the position of Police Chief at a salary of $360.00 per month as of June 15th 1963.
